    why are alway justify one side and complain about same history. not past just talk about future and present both side has bad.. you can't say that one is good other is did like that. even i also thought that way few years ago but now I'm not into onesie and I'm not justify anyone here.

    Who said anything about one party being bad and the other is not? :rofl:

    Just pointed out we Sri Lankans trusted a bunch of stupids to decide how our country is run, (as per your logic). :dull:

    ha ha see what i said you say now current government is filled with stupid but previous one is good.. (thats the hidden meaning right. )but that the same people but only few different both are equal because only the name of the party is different. in sri lanka this just a culture.

    People are arguing and fighting for those people but in the end those are same. and their fighting to earn more and more from those positions. i mean most of them.

    this about mahinda and Ranil. i don't give dam about Ranil or anybody.. i don't care i personally don't like Ranil cz he someone who doent have sense about the culture and religion. but one thing you can't compare people like that. if someone bad you can say he is bad. but people are keep talking about mistakes with their past but that because not he is wrong that just because people want to distinguish that person is better than other. that is biggest mistake you people are doing.

    India and China to get special economic zones in Sri Lanka

    COLOMBO: India and China will be allotted Special Economic Zones in Sri Lanka for them to set up industries, the Minister International Trade and Strategic Development, Malik Samarawickrama told newspersons here on Tuesday.

    “Indians will be setting up pharmaceutical and auto parts industries in their zone. The Chinese have asked for 55 sq km (15, 000 acres) of land in the Hambantota area in the Southern Province for their zone, and we are in the process of acquiring the land. When developed, this area will generate one million jobs,” Samarawickrama said.

    The location for the Indian SEZ is yet to be finalized.

    An Indian delegation will be in the island next week to begin talks on a framework for the Economic and Technical Cooperation Agreement (ETCA). The week after that, a Chinese delegation is expected for talks on a Free Trade Agreement (FTA). The Sino-Sri Lanka FTA is likely to be signed in 2017. An FTA with Singapore is also on the cards.

    Minister Samarawickrama further said that one of the main goals to be attained through foreign investments is the acquisition of new technologies and skills.

    Samarawickrama made it very clear that the proposed ETCA with India will not lead to the invasion of professionals from India resulting in Sri Lankans losing their jobs.

    “ The government will not allow the entry of foreign professionals except in special cases, as it is now under the Board of Investment rules,” he stressed.

    “Those who say that under ETCA even barbers will come from India are politically bankrupt people,” he remarked.


    Samarawickrama said that for first time in the history of Sri Lanka, the government is consulting all chambers of commerce and professional bodies on these trade and investment pacts. it has even told them that one of them could be included in the country’s negotiating team, he added.

    Government is also in the process of formulating a National Policy on Trade Agreements, in consultation with the chambers of commerce and professional bodies including the vociferous Government Medical Officers’ Association (GMOA).The national policy is likely to be presented to parliament by the end of August.

    “I have asked parliament to set up a working group of MPs to advice on the national policy. But till date, there has been no response,” Samarawickrama added.

    Asked why government is going for a new agreement (ETCA) with India, when the India-Sri Lanka Free Trade Agreement (SLFTA) has many issues to be sorted like the Non Tariff Barriers (NTBs) in India, the Minister said that in the forthcoming talks with India “priority” will be given to sorting out issues relating to NTBs.

    “We will also ask for the total abolition of the quota for garments and the enhancement of the quota for tea. India allows only 8 million pieces of apparel per year. This is too small. Among other issues to be addressed are testing procedures and non-recognition of Sri Lankan standards,” the Minster said.

    Faizer Mustapha, the Minister of Local government and a confidante of President Maithripala Sirisena, said that the President had asked him to tell the media his government will not sign any agreement which goes against Sri Lanka’s security and national interests.

    But Musthapha defended the coalition government’s policy of going in for trade and investment pacts with various countries as these are necessary for growth.

    “All countries are friendly to Sri Lanka now. That gives us a good platform to negotiate good deals. Foreign investments hinge on political relations,” Mustapha said.

    He denied that there are political differences in the coalition on trade agreements.

    “Belonging to different parties, we do have our differences, but we set them aside to evolve national policies,” Musthapha said.

    China special investment zone to create 1mn jobs in Hambantota

    Jul 26, 2016 (LBO) – The Chinese government has requested for 15,000 acres of land in Hambantota for a special economic zone that will create around one million job in this area, the Minister of Development Strategies and International Trade said Tuesday.

    “Apart from the Chinese Free Trade Agreement, Chinese officials are also in discussions with the Sri Lankan Government to secure 15,000 acres of land for a special investment zone. One million jobs we hope will created here,” Malik Samarawickrama, Minister of Development Strategies and International Trade said.

    “The Sri Lankan Government is currently assessing potential land for the venture and we are thinking of land allocation up to Monaragala and even Embilipitiya for this as well.”

    A Chinese trade delegation will be in the island from the 9-10 August for discussions.

    The Chinese FTA will focus on apparel, tea, gems and jewellery, rubber, coconuts and spices as key industries, with plans to include a priority tariff line for competitive Sri Lankan products that would go into immediate effect on signing of the agreement.

    Also speaking at the press conference, Advisor for the Agency for International Trade K.J. Weerasinghe said that even though a special economic zone has been proposed in Hambantota, it will not be exclusive to Chinese investors.

    Other countries including Japan, India and Singapore have expressed interest in starting ventures in this area, he said.

    Meanwhile, the minister also said that a long awaited Nation Trade policy will also be rolled out and finalized by the end of August.

    Speaking about the other FTA’s the Minister said that India is keen on pharmaceuticals and automobile parts while an invitation has been extended to the technical institutes from Singapore to set up in Sri Lanka to bridge the skills gap needed for workers.

    “We are looking at inclusive development. The intention of the government with these trade agreements will be of getting the best possible deal for the country,” he stressed.

    ජාතික සමාජ සංවර්ධන ආයතනයට අයත් ගොඩනැඟිලි සංකීර්ණයක් සීදූව ප්‍රදේශයේ ඉදි කිරීම සඳහා ප්‍රතිපාදන වෙන් කරගැනීම

    සමාජ සවිබලගැන්වීම් හා සුබසාධන අමාත්‍යාංශය යටතේ ක්‍රියාත්මක වන ජාතික සමාජ සංවර්ධන ආයතනය, සමාජ කාර්යයන් (Social Work) පිළිබඳව අධ්‍යාපනය ලබා දෙන ශ්‍රී ලංකාවේ ඇති එකම රාජ්‍ය අධ්‍යාපන ආයතනයයි. මෙම ආයතනය විසින් ප්‍රායෝගික පුහුණුවීම්ද ඇතුළත් ඉහළ මට්ටමක ගුණාත්මකභාවයකින් යුතු අධ්‍යයන පාඨමාලා ක්‍රියාත්මක කරනු ලබයි. දැන‍ට මෙම ආයතනය විසින් පවත්වනු ලබන පූර්ණකාලීන පාඨමාලා 17ක් සඳහා සහභාගි වන සිසුන් 1,500 දෙනෙකු පමණ බදු කුලී පදනම මත ලබාගත් වර්ග අඩි 70,000ක පමණ ඉඩ ප්‍රමාණයක් තුළ විවිධ අපහසුතා මධ්‍යයේ අධ්‍යයන කටයුතු සිදු කරනු ලබන අතර, එම ඉඩ ප්‍රමාණය අධ්‍යයන පාඨමාලා පැවැත්වීම, කාර්යාල කටයුතු පවත්වා ගෙන යාම, ආචාර්ය මණ්ඩලයේ හා ශිෂ්‍යයන්ගේ සුබසාධන පහසුකම් සැපයීම ආදී කාර්යයන්ට ප්‍රමාණවත් නොවන බව හඳුනාගෙන තිබේ. ඒ අනුව, මෙම ගැටලුව පිළිබඳ විමර්ශනය කිරීම සඳහා පත් කරන ලද නිලධාරි කමිටුවේ නිර්දේශය පරිදි, ජාතික සමාජ සංවර්ධන ආයතනය සඳහා ගොඩනැඟිලි සංකීර්ණයක් ඉදි කිරීමේ ව්‍යාපෘතියේ පළමු අදියර ලෙස වර්ග අඩි 100,000ක පමණ වපරිසරයකින් යුත් ගොඩනැඟිල්ලක් ඉදි කිරීම පිණිස සමාජ සවිබලගැන්වීම් හා සුබසාධන අමාත්‍ය එස්.බී.දිසානායක මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලදී.


    පාසල්වල විද්‍යා, තාක්ෂණ, ඉංජිනේරු සහ ගණිත (STEM) අධ්‍යාපනය ඉහළ නැංවීම සහ ප්‍රචලිත කිරීමේ ව්‍යාපෘතිය

    අනාගත ලෝකයේ රැකියා අතුරින් 65%ක් විද්‍යා, තාක්ෂණ, ඉංජිනේරු සහ ගණිත (STEM) අධ්‍යාපනය ආශ්‍රිත රැකියාවන්ගෙන් සමන්විත වනු ඇතැයි අපේක්ෂා කෙරේ. එහෙත් ශ්‍රී ලංකාව තුළ එම විෂය ධාරා හදාරනුයේ 30%ක් පමණ වන ශිෂ්‍ය ප්‍රතිශතයකි. අධ්‍යාපන ක්ෂේත්‍රය හා සම්බන්ධ ලෝක රැකියා වෙළඳපොළ හා සැසඳීමේදී එම ප්‍රතිශතය ඉතා පහළ අගයක් ගන්නා බැවින්, විද්‍යා, තාක්ෂණ, ඉංජිනේරු හා ගණිත ක්ෂේත්‍රයන්හි අධ්‍යාපනය ලැබීම සිසුන් අතර ප්‍රචලිත කිරීමටත්, විද්‍යා හා තාක්ෂණ විෂයට අදාළ ඉගෙනුම් ක්‍රියාවලීන් වැඩිදියුණු කිරීමටත්, අධ්‍යාපන අමාත්‍යාංශය ඇතුළු අදාළ අනෙකුත් අමාත්‍යාංශවලද සහයෝගය ඇතිව පාසල්වල විද්‍යා, තාක්ෂණ, ඉංජිනේරු සහ ගණිත අධ්‍යාපනය ඉහළ නැංවීමට සහ නවෝත්පාදන දැනුම ඵලදායී අයුරින් පාසල් සිසුන් වෙත බෙදා දීමේ ව්‍යාපෘතියක් ක්‍රියාත්මක කිරීම පිණිස විද්‍යා, තාක්ෂණ හා පර්යේෂණ අමාත්‍ය සුසිල් ප්‍රේමජයන්ත මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලදී.


    රත්නපුර පළාත් මහ රෝහලේ දෙමහල් ළමා වාට්ටු සංකීර්ණය ඉදි කිරීම

    සබරගමුව පළාතේ පිහිටි තෘතීයික සේවා සපයන විශාලතම රෝහල රත්නපුර පළාත් මහ රෝහල වන අතර, එය අනෙකුත් යාබද පළාත්වල රෝගීන් විශාල සංඛ්‍යාවකටද සෞඛ්‍ය සේවා සපයයි. එහෙත් රෝගී ළමුන් සඳහා මෙම රෝහලේ දැනට පවතිනුයේ ඇඳන් 68කින් යුත් එක් වාට්ටුවක් පමණි. සෘජුවම ඇතුළත් කරනු ලබන රෝගීන් මෙන්ම අනෙකුත් රෝහල්වලින් මාරු කර එවනු ලබන රෝගීන් නිසා ළමා වාට්ටුව නිරතුරුවම රෝගීන්ගෙන් පිරී පවතී. රෝගී සත්කාරක සේවාවේ ගුණාත්මකභාවය ඉහළ නැංවීමේ අවශ්‍යතාවත්, රෝගී දරුවන් රෝහල්ගත වීමේ සංඛ්‍යාව ඉහළ යාමද සැලකිල්ලට ගනිමින් රත්නපුර පළාත් මහ රෝහලේ ළමා වාට්ටුව සඳහා අමතර ඇඳන් 116ක් එකතු කළ හැකි වන පරිදි දෙමහල් ගොඩනැඟිල්ලක් දානපතියන් විසින් කරනු ලබන ධන පරිත්‍යාග උපයෝගී කරගනිමින් රුපියල් මිලියන 70ක ඇස්තමේන්තුගත පිරිවැයකින් ඉදි කිරීමටත්, සෙසු පහසුකම් රජය විසින් සලසා දීමටත් සෞඛ්‍ය, පෝෂණ හා දේශීය වෛද්‍ය අමාත්‍ය (වෛද්‍ය) රාජිත සේනාරත්න මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලදී.


    ශ්‍රී ලංකා ජාතික අක්ෂි බැංකුව සංවර්ධනය කිරීම සඳහා අවබෝධතා ගිවිසුම්වලට එළඹීම

    ලෝක සෞඛ්‍ය සංවිධානයේ තොරතුරු අනුව කුණීත අන්ධභාවය (Corneal blindness), අන්ධභාවය සඳහා බලපාන හතරවන ප්‍රමුඛ හේතුව වේ. කුණීත (Corneal) බද්ධ කිරීම මඟින් නැවත පෙනීම ප්‍රතිස්ථාපනය කිරීමෙන් මෙම ආබාධය සුව කළ හැකිය. දැනට ලොව පුරා කුණීත අන්ධභාවයෙන් පෙළෙන සංඛ්‍යාව මිලියන 10 ඉක්මවන අතර, ඉල්ලුමට සරිලන තරම් කුණීත සැපයීමක් නොමැති වීම කුණීත අන්ධභාවය තුරන් කිරීමට බාධාවක්ව පවතී. ශ්‍රී ලංකාවේ කුණීත අන්ධභාවය තුරන් කිරීම සඳහා සැලකිය යුතු භූමිකාවක් ජාතික අක්ෂි බැංකුව විසින් ඉටු කරනු ලබයි. ශ්‍රී ලංකා ජාතික අක්ෂි බැංකුව ජාත්‍යන්තර වෛද්‍ය ප්‍රමිතීන්ට අනුකූලව පිළිගත් තත්ත්ව සහතිකයන්ද සහිතව ක්‍රියාත්මක වන ශ්‍රී ලංකාවේ එකම අක්ෂි බැංකුව වන අතර, අක්ෂි පටක බද්ධ කිරීමේදී පිළිපැදිය යුතු ආචාර ධර්ම නොපිරිහෙළා අනුගමනය කරනු ලබයි. ශ්‍රී ලංකා ජාතික අක්ෂි බැංකුවට අවශ්‍ය තාක්ෂණික සහාය හා පුහුණු අවස්ථා ලබා දීම සඳහා 'ආසියානු කුණීත පදනම' සහ ලාභ අරමුණු කර නොගත් ගෝලීය සෞඛ්‍ය සංවිධානයක් වන 'සයිට්ලයිෆ්' (SightLife) ආයතනය ඉදිරිපත් වී සිටින අතර, ශ්‍රී ලංකා ජාතික අක්ෂි බැංකුව සංවර්ධනය කිරීමේ අරමුණින් එම ආයතන සමඟ අවබෝධතා ගිවිසුම්වලට එළඹීම පිණිස සෞඛ්‍ය, පෝෂණ හා දේශීය වෛද්‍ය අමාත්‍ය (වෛද්‍ය) රාජිත සේනාරත්න මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලදී.


    කිලිනොච්චියෙහි පිහිටි ශ්‍රී ලංකා ජර්මානු පුහුණු ආයතනයේ (SLGTI) සහ උතුරු හා නැ‍ඟෙනහිර පළාත්වල පිහිටි පරිවාර පුහුණු මධ්‍යස්ථානවල (Satellite Centers) ඉංග්‍රීසි භාෂා පුහුණුව ක්‍රියාත්මක කිරීම

    උතුරු හා නැ‍ඟෙනහිර පළාත්වල ඉල්ලුම පදනම් කර ගත් වෘත්තීය පුහුණුව වර්ධනය කිරීමේ අරමුණින් 'ශ්‍රී ලංකාවේ උතුරු හා නැ‍ඟෙනහිර පළාත් වෘත්තීය පුහුණු ව්‍යාපෘතිය' ජර්මානු රජයේ ප්‍රදාන හා ආධාර යටතේ ක්‍රියාත්මක වෙමින් පවතී. මෙම ව්‍යාපෘතිය යටතේ කිලිනොච්චියේ ස්ථාපිත කළ ශ්‍රී ලංකා - ජර්මානු පුහුණු ආයතනය (SLGTI) අතිගරු ජනාධිපතිතුමාගේ ප්‍රධානත්වයෙන් නොබෝදා විවෘත කරන ලද අතර, ජාතික වෘත්තීය සුදුසුකම් (NVQ) 4,5 සහ 6 යන මට්ටම්වල පුහුණු පාඨමාලා එහි ආරම්භ කිරීමට නියමිතය. තවද, NVQ 1 සිට 3 දක්වා මට්ටම්වල පුහුණු පාඨමාලා සඳහා ප්‍රවේශය ලබා දෙමින් පරිවාර වෘත්තීය පුහුණු මධ්‍යස්ථාන 15ක් උතුරු හා නැ‍ඟෙනහිර පළාත්වල ස්ථාපිත කෙරෙනු ඇත. ශ්‍රී ලංකා - ජර්මානු පුහුණු ආයතනයේ සහ එකී පරිවාර වෘත්තීය පුහුණු මධ්‍යස්ථානයන්හි සිසුන්ගේ ඉංග්‍රීසි භාෂා හැකියාව වර්ධනය කිරීම සඳහා සහාය ලබා දීමට ජර්මනියේ Johannes Gutenberg - University Mainz විශ්වවිද්‍යාලය හා ජර්මානු ජාත්‍යන්තර සහයෝගීතා ආයතනය (GIZ) ඉදිරිපත් වී ඇති අතර, ඒ සඳහා වන අවබෝධතා ගිවිසුමට එළඹීම පිණිස නිපුණතා සංවර්ධන හා වෘත්තීය පුහුණු අමාත්‍ය මහින්ද සමරසිංහ මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලදී.

    Malik assures ETCA and other FTAs won’t impact local jobs

    Jul 26, 2016 (LBO) – Sri Lanka is currently at the formulating stage of Free Trade Agreements with China and Singapore and an “Economic Technology Cooperation Agreement” with India but these agreements will not lead to locals losing jobs, a minister said.

    “The government will not consider Mode 4 of the general trade agreement on trade in services which allows professionals to provide a service in another country,” Malik Samarawickreme, Minister of Development Strategies and International Trade, told media in Colombo Tuesday.

    “We will not allow foreigners to be given jobs at the expense of Sri Lankan nationals.”

    Professional associations raised concerns about the flow of professionals between the India and Sri Lanka, but he said there was no reason to fear an impact on employment.

    “We have repeatedly told them and assured them during discussions that their jobs are not under threat but they don’t seem to accept this,” he said.

    There is currently a procedure for granting visas to foreign workers.

    “We will not change this. Visas are only granted if there is a shortage in our country,” he added.

    “With the ETCA agreement we will seek to boost cooperation in technical areas, scientific expertise and research amongst institutions, boost standards of goods and services able to compete on the global market and improve opportunities for manpower training and human resource development.”

    The Minister stressed that the ECTA process is very transparent and that a working draft of the agreement has been given to the local trade chambers.

    “We will put this agreement to the Parliament and then anyone who has issues can bring it up and debate it.”

    Sri Lanka is also in the process of formulating FTAs with India and China which will open up massive export markets for the island.

    A Chinese trade delegation is due here next week while a Singaporean team is scheduled to visit before the end of the month.

    “We went to get the best agreements, expand our export markets, and bring in new technology,” he said.

    “The aim of the FTAs is to export as many products as possible from here into those markets duty free.”

    ADB approves USD115mn loan for power sector in Sri Lanka

    Jul 27, 2016 (LBO) – The Asian Development Bank (ADB) has approved a loan of 115 million US dollars and 3.8 million in grants to help Sri Lanka achieve 100 percent electrification and improve the reliability of electricity supply, a statement said.

    “Sri Lanka’s national electrification rate has gone from 29 percent to 98 percent in the space of 25 years, but some areas particularly in former conflict-affected zones and on small isolated islands still struggle with an unreliable power supply,” said Mukhtor Khamudkhanov, an ADB Principal Energy Specialist.

    “Small island communities are forced to use expensive, inefficient diesel generation sets that deliver only intermittent electricity supplies. The project will help meet the needs of areas that have been missing out through upgrades to the medium voltage network, the rollout of over 2,300 kilometers of low voltage line extensions, and the construction of hybrid renewable energy mini-grids.”

    The grants comprise 2 million US dollars from the Japan Fund for Poverty Reduction and 1.8 million US dollars from the Clean Energy Fund under the Clean Energy Financing Partnership Facility, a multi-donor facility administered by ADB.

    The project will run for 5 years with an expected completion date in September 2021.

    Hybrid renewable energy systems using a combination of wind, solar and efficient diesel generation, along with the installation of energy-storing long life lithium-ion batteries will provide a reliable electricity supply for communities on three isolated islands in the Jaffna area of the Northern Province (Analativu, Delft, and Nainativu).

    A renewable energy micro-grid will also be installed in Western Province.

    To upgrade the existing medium voltage network, new lines and associated equipment will be installed, while the rural electrification network will be extended with thousands of kilometers of low voltage lines put in place to connect households to the national grid, and thousands of distribution meters with a remote reading facility installed.

    The project includes a micro-grid pilot scheme, financed by the Clean Energy Fund, which will demonstrate cost-effective management of power resources and reduce the burden on the national grid. It is the first time this concept is being trialed in Sri Lanka. The assistance from Japan will be used to help train rural community members on the safe use of electrical equipment and on potential livelihood opportunities arising from reliable power supplies. Local community members will also be tapped to work in maintenance teams to carry out basic repairs and to operate and maintain the hybrid systems.

    Improvements to the medium voltage network, meanwhile, will enhance the quality and reliability of electricity supplied to more than 493,000 customers, while the rural upgrades will help deliver reliable electricity to over 35,700 rural households.

    John Keells to start Rs3.7bn hotel in Sri Lanka's Nuwara Eliya

    ECONOMYNEXT - Sri Lanka's John Keells group is expecting to start construction of a 3.7 billion rupee hotel in Nuwara Eliya in the island's central hills early next year.

    The firm is now awaiting local authority approval for the 135 room hotel, Chairman Susantha Ratnayake told shareholders in the annual report.

    The hotel which is estimated to cost 3.718 billion rupees will begin construction in the first half of next year.

    "Cinnamon Hotels and Resorts will continue to focus on brand building initiatives through its social media strategy to secure a strong online brand presence that would drive direct online sales, whilst reducing distribution costs," Ratnayake said.

    "In the recent years, the industry has witnessed a significant growth in the informal accommodation sector while an increase in star category rooms is also anticipated during the year.

    "The company will tailor its strategies to combat competitor pressure arising as a result of the increased room inventory."

    Sri Lanka's large hotels have been feeling the pinch from small start-ups that do not splurge on capital expenditure but caters to adventurous travellers who book through booking engines and enjoy local culture, foods and interacts with the broader economy.

    Master plans for Hambantota, Trincomalee and Kandy to open up investment

    There will be a slight shift in the Government infrastructure development master plan, Central Bank Governor, Indrajit Coomaraswamy said yesterday. Making the opening remarks at the National Development Cooperation and Economic Policy Dialogue between Sri Lanka and Japan, he said some of the ‘old plans’ will be realigned.

    He said that ‘Master Plans’ have been drawn up for Hambantota,Trincomalee and Kandy and these will open more investment opportunities for foreign investors and the private sector.

    The Governor said that there will be several economic zones in Hambantota, Trincomalee and other areas. “There would be 50,000 acres allocated for this.”

    He said that Japanese investors and companies will have many opportunities in these areas and by the end of the year a new policy statement will be made announcing these development programs.

    Several free trade agreements, economic partnership agreements and preferential trade agreements will come into effect with India, China, Singapore and USA by end of next year.

    “This will make Sri Lanka a feeding point for over a 3 billion population market and make Sri Lanka a very lucrative destination for investment.”

    The Governor also said that during the time of conflict, Sri Lanka loss a great deal of Japanese investments which were channelled to Thailand and Indonesia during that time. “Sri Lanka is now fully open for business and Japan should look at Sri Lanka now.”

    Japan’s Economic, Trade and Industry Vice Minister, Hirofami Katase said Sri Lanka is now a preferred destination for investments.

    “This has received a further boost with President Maithripala Sirisena being invited to attend the G7 Summit and Prime Minister Ranil Wickremesinghe visiting Japan.”

    Port City Project- Two more hectares in lieu of losses incurred

    The Government is reported to have proposed the allocation of two more hectares of land to the Port City Project to off-set loss of US$143 million caused by the suspension of work after the new government assumed office.

    Prime Minister Ranil Wickremesinghe has submitted separate Cabinet papers outlining plans for the resumption of the project and the reclaiming of a landmass of 262 hectares from the sea adjoining the Colombo Port.

    The project was launched by the Rajapaksa Government in 2014. Later, the new government suspended the project saying it needed to be reviewed but later decided to go ahead based on a fresh agreement.

    CHEC Port City Colombo (Pvt) Ltd which is handling the project claimed compensation for the loss caused by the suspension resulting in financial losses, cost of staff retrenchment, losses due to price fluctuations, financial charges by banks, etc.

    The company estimated the loss incurred at US$134 millions as at March 23 this year, according the document circulated among the Cabinet Ministers. However, the Committee of Secretaries, appointed to negotiate with the company, has proposed to find alternative ways to off-set the loss instead of any cash payment.

    According to the original agreement 20 hectares were to be given to the company on a freehold basis and the balance on a 99-year lease. However, the new government decided do away with the freehold basis and instead offer it on a 99-year lease. After the lapse of 99-year lease period the lessee will have the right to lease out the land to a third party on another 99-year lease.

    Instead of the Sri Lanka Ports Authority, the Urban Development Authority (UDA) will be in charge of the land to allocated to the government with the Ministry of Megapolis, the UDA and the Project Company signing the tripartite agreement for the resumption of operations.

    The reclaimed land will be gazetted as parts of the Colombo district. (Kelum Bandara)

    China reinforces ‘One Belt, One Road’ Silk Route with $ 4 trillion investment push

    China this week rallied a fresh round of global support for its strategic and ambitious ‘One Belt, One Road’ 21st Century Maritime Silk Route initiative that encompasses over 50 countries including Sri Lanka.

    The reinforcement of commitment to the Asia-Mediterranean-Africa-Europe linking initiative by China, the world’s second largest economy and biggest investor, was highlighted at a mega gathering of international journalists in Beijing this week.

    Hosted by the People’s Daily, the three-day Media Cooperation Forum on Belt and Road kicked off on Monday with over 200 global journalists in attendance from 101 countries, including the Daily FT from Sri Lanka.

    Known as the ‘Silk Road Economic Belt and the 21st-Century Maritime Silk Road,’ the initiative is a brainchild of China’s President Xi Jinping. It is aimed at building a trade and infrastructure network connecting Asia with Europe and Africa along ancient trade routes.

    With an estimated $ 4 trillion commitment by China, the initiative first announced by Xi in 2013 has so far seen over $ 14 billion invested in various infrastructure projects in countries within the ‘One Belt, One Road’ route. The countries which have seen investments from China includes Sri Lanka, the global media forum was told.

    Officials said these investments have created 60,000 jobs around the world so far.

    Given Sri Lanka’s strategic location, China has stepped up financial support and investments in boosting critical infrastructure. It has lent heavily to build highways, a port and airport in Hambantota, whilst State-owned entity China Merchant has made the biggest investment of over $ 500 m to build a modern terminal CICT in the Colombo Port.

    The new unity Government has agreed to make the sea and airport viable in the south via a joint venture with China under a new business model including the option of converting some of the debt into equity.

    In a special message to the Forum, President Xi said that the Silk Road was a common treasure for people from all over the world.

    To promote the spirit of the Silk Road, he said China had put forward the Belt and Road initiative, which would be jointly carried out through extensive consultation so that it honours the interests of all, and promotes policy coordination, facilities connectivity, unimpeded trade, financial integration and person-to-person bonds between countries along the Belt and Road route.

    “China is willing to join hands with countries to build the mutually-beneficial and cooperative network of Belt and Road,” Xi said.

    This, he pointed out, would see a new model of cooperation, explore the platform of multilateral cooperation, and push forward programs in key fields to build a green, healthy, intelligent and peaceful Silk Road.

    “This will benefit all the people and countries along the road,” the Chinese President added.

    Bilateral trade between China and around 65 countries in the Silk Route is over $ 1 trillion or 40% of global trade and is growing. They account for about 60% of the world population and 30% of world gross product.

    People’s Daily President Yang Zhenwu went to the extent of describing the ‘One Belt, One Road’ as the world’s largest global economic recovery plan, and marks China’s contribution to the global governance and peace.

    China’s National People’s Congress (NPC) Standing Committee Vice Chairman and Secretary General Wang Chen said over 70 countries, regions and international organisations have actively participated in Belt and Road construction.

    China has signed cooperative agreements with more than 30 countries, with over 20 countries having signed industrial capacity cooperative agreements. Around 46 overseas cooperation zones have been established in 17 countries along the Belt and Road route.

    ‘One Belt’ refers to a link stretching from China to Europe through Central Asia, while ‘One Road’ refers to a link from China to its port facilities on Africa’s coastline and through the Suez Canal into the Mediterranean Sea.

    United Nations Under Secretary General for Department of Economic and Social Affairs Wu Hongbo said the Belt and Road initiative could play an important role and make a great contribution to the implementation of the global body’s 2030 Agenda.

    “The essential spirit of the Belt and Road to promote win-win cooperation, common development and prosperity, peace and cooperation, openness and inclusiveness, and mutual understanding and trust, conforms to the basic values of the 2030 Agenda,” he added.

    The UN official also said the five priority areas for cooperation under the Belt and Road initiative, namely, policy coordination, facilities connectivity, unimpeded trade, financial integration and people-to-people bond, have inextricable links to the 17 Sustainable Development Goals.

    The global media forum with international and regional experts offered a platform for media institutions from around the world to engage in dialogue, exchanges and practical cooperation on the ‘One Belt, One Road’ initiative as well as highlight opportunities and challenges.

    The Indian government assisted Emergency Ambulance Service in Western and Southern Provinces launched today with the participation of Prime Minister Ranil Wickremesinghe at the Galle Face Green in Colombo. Following a written request by Prime Minister Ranil Wickremesinghe for assistance for setting of an emergency ambulance service in Sri Lanka, the Indian government agreed to support it.

    The commitment of Indian government was formalized through a Letter of Exchange ceremony that took place in September last year during the visit of Prime Minister Ranil Wickremesinghe to India. The project would cover the Western and Southern Provinces of Sri Lanka.

    The project is being implemented through grant assistance of Government of India of around US$ 7.55 million. Project elements include an emergency response centre, deployment of 88 ambulances in the Southern and Western Provinces and recruitment and training of nearly 600 Sri Lankan personnel to implement the project.

    Only 4-6 staff members are to be deployed from India to provide management and technical expertise guidance. Government of Sri Lanka has selected M/s GVK EMRI as the implementing agency. A ‘not for profit company’, called GVK EMRI Lanka (Pvt.) Ltd., has been created for rolling out the services in the Western and Southern Provinces of Sri Lanka. All assets, including ambulances, will belong to Ministry Health, Nutrition and Indigenous Medicine of Sri Lanka. The emergency ambulance services would be provided free of cost to the beneficiary.

    Delivering a video message on the occasion, Indian Prime Minister Narendra Modi appreciated the leadership given by the current government in the success of the launch of this Ambulance Service. " It represents a concrete result of how our close partnership benefits the people on the ground. It is another example of how Indian experiences, capacities and best practices can fulfill the needs of our friends in Sri Lanka,"

    "This Ambulance Service would add to your capacities for delivering emergency healthcare. And the goals of this project are ambitious. It will reach out to over 8 million residents of Southern and Western Sri Lanka. I am told it will also be a source of substantial job creation in local communities. The project also showcases the success of Public Private Partnership between the Government of Sri Lanka and its nominated implementing partner." Indian premier said.

    This project is another milestone in the wide raging development partnership between India and Sri Lanka. India’s development portfolio in Sri Lanka is nearly US$ 2.6 billion, out of which US$ 436 million is pure grants. Minister of Health, Nutrition and Indigenous Medicine of Sri Lanka Rajitha Senarathne, High Commissioner of India Y.K. Sinha and Deputy Foreign Minister Harsha de Silva took part in the event.
