    Sri Lanka’s Financial City to build client deposit base 10-pct of GDP

    Aug 10, 2016 (LBO) – Sri Lanka’s proposed Financial City aims to attract a client deposit base worth 10 percent of the island’s GDP within a period of 5 years, a cabinet approved proposal said.

    Cabinet Spokesman Rajitha Senaratne said it has also been decided to commence the initial operations of the Financial City after obtaining office space at the World Trade Center or any other premises.

    After the enactment of proposed Financial City Act, the government plans to relocate the facility located at World Trade Center to the new port city area.

    Government has also allocated 78 million rupees to start the initial establishment of the Financial City which also covers operational, legal, marketing, advisory and other related costs.

    Ex-Attorney General Y J W Wijethilake has been appointed as the legal head of the project while Dr Rajan Sara has been appointed to lead the financial and investment operations of the project.

    This financial and business services zone in the port city will become home to global financial institutions in banking and finance, wealth management, equity funds, capital markets, treasury management, venture capital and global processing activities.

    International legal firm, Baker and McKenzie will support to formulate the required legislation and they will also review exchange control laws, voluntary disclosure laws and territorial tax systems to provide effectivity to initial setup.

    Proposed Financial City is to create 15,000 new jobs within a 5 year period.

    Sri Lanka to get Singapore technical assistance for Megapolis

    Aug 11, 2016 (LBO) – Sri Lanka’s government will sign a Memorandum of Understanding with Singapore’s International Enterprise Singapore to get assistance for the Megapolis project.

    “Some of the projects are complex and technically sophisticated projects and require the support of international experts,” a statement on cabinet decisions said.

    Therefore, considering the importance of exchanging the experiences of Singapore, a proposal was made by Patali Champika Ranawaka, Minister of Megapolis and Western Development, to sign a MoU with the International Enterprise Singapore.

    The Enterprise agency comes under the Ministry of Trade and Industries of Singapore.

    SL to access 3 bln market in 2017

    Central Bank Governor Dr Indrajith Coomaraswamy said on Tuesday that Sri Lanka will have access to a three billion market of people through its resumption of trade ties.
    Sri Lanka is aiming at linking ties to boost trade with India, China, Singapore, Pakistan, the EU and the US, he said at a event in Colombo.
    He also praised India's decision to pass the General Services Trade that is expected to create a single market access for countries like Sri Lanka.

    Access Engineering commences work in major bridges

    The construction work of three major bridges ; Bridge No 4/1 No 10 at Denagama/Hakmana on Hakmana - Meella - Talahaganwaduwa Road, Bridge No 15/2 across Kihimbi Ela on Galle- Baddegama Road, Bridge No 116/1 at Wellamadama on Colombo -Galle - Hambantota- Wellawaya Road proceeds in full swing as scheduled by Access Engineering PLC.

    Access Engineering PLC, keeping abreast of the national objective towards improving the national road network and thereby contributing towards the economic development in Sri Lanka is constructing three major bridges under the Package 1 of Major Bridges Construction project of the National Road Network.

    The project which is implemented by Road Development Authority with the financial assistance from Japan International Co-operation Agency (JICA) aims to construct 37 major road bridges across the country.

    The main contractor of the project is Wakachiku Construction Company Ltd (Japan) and the construction of the above three bridges were subcontracted to Access Engineering PLC. All the three projects being executed by Access Engineering PLC, are located on the major national roads in Southern Province which serve as feeder roads to the Southern Expressway (E01) which was commissioned up to Matara and is subject to extend from Matara to Hamabantota.

    Siemens signs MoU on Megapolis

    Multinational Siemens will be providing technical support to the Megapolis and Western Development Ministry in the Master Plan process under a new Memorandum of Understanding (MoU) to be signed between the two organisations.

    Cabinet on Tuesday gave approval for the MoU on a proposal submitted by Megapolis and Western Development Minister Champika Ranawaka. The MoU had already been submitted to the Cabinet Committee on Economic Management and allows both parties to “engage in discussions and collaborate to study and enable conceptualisation of state-of-the - art smart city interventions for Western Megapolis.”

    However, the Cabinet paper specifies the MoU does not imply any commitment by either party and will not conclude any joint venture partnership or contractual commitment between the two parties.

    The Ministry plans to develop new cities in Bandaragama, Kadawatha, Kottawa and Kerawalapitiya surrounding the outer circular highway that will be soon under construction as a part of the Megapolis development plan.

    Globally, Siemens is a leader in providing technology solutions for setting up intelligent (smart), sustainable cities. With solutions for Smart Grid, Building Technologies, Mobility and Power Distribution, Siemens has successfully set up smart cities in Vienna and New York, and is already involved in the Restructured Accelerated Power Development and Reforms Program (R-APDRP) of the Government of India for installing Smart Grid solutions in multiple cities in India.

    A separate MoU with International Enterprise Singapore, which is a body under the Ministry of Trade and Industries of Singapore, was also approved by Cabinet. Both MoU’s are to provide international expertise to complex projects under the Megapolis. (UJ)

    CMEC and BPPE wins Jaffna-Kilinochchi Water Supply and Sanitation Project

    The joint venture between China Machinery Engineering Corporation (CMEC) an internationally renowned construction company and Business Promoters and Partners Ltd. (BPPE), a premier local engineering company has been awarded a contract for the Jaffna-Kilinochchi Water Supply and Sanitisation Project by the Government of Sri Lanka (GOSL).

    An agreement was signed on 22 July between the National Water Supply and Drainage Board (NWSDB) and the CMEC-BPPE Joint Venture for the construction of the Water Supply and Sanitation Project.

    The official signing of the agreement took place at the NWSDB head office in Ratmalana, with the Chairman, Vice Chairman and other senior officials of the Water Board in attendance. Project Manager Yang Wei represented CMEC, while Chairman/Managing Director Gration Fernando was present on behalf of BPPE.

    Speaking at the at signing ceremony, NWSDB Chairman Engineer K.M. Anzar said that around 300,000 people in the Jaffna-Kilinochchi areas will benefit from this project, wishing the CMEC and BPPE partnership every success for the quick completion of the project. The Chairman had added that he greatly appreciated the cooperation of the CMEC, BPPE joint venture, which would bring better synergies for the construction of the project.

    Meanwhile, Project Manager for CMEC, Yang Wei said that the Joint Venture Company was privileged and honoured to be selected as the contractor for this massive water supply project, and thanked the Chairman and the GOSL for the trust placed in them. He assured that as the first Chinese, Sri Lankan Joint Venture to take on a water project in the North of Sri Lanka they were ready and geared to begin work on the project.

    The NWSDB has said that that access to safe drinking water is a basic right of every citizen, and the Government was committed to provide adequate, safe drinking water to the entire population at an affordable cost and in an equitable, efficient and sustainable manner.

    The Jaffna Kilinochchi Water Supply and Sanitation Project has been identified by the National Water Supply and Drainage Board (NWSDB) as a priority Urban Water Supply Project to be implemented under the Asian Development Bank (ADB) – AFD and GOSL assistance due to the social needs as well as Government policy towards provision of infrastructure facilities to Northern Province war-torn areas.

    This project is also expected to support the Government efforts to meet Millennium Development Goals in the Northern Province through developing water infrastructure. The proposed project will mainly provide safe and reliable drinking water in adequate quantities to the inhabitants living in the areas.

    This project which will cover a main portion of the Jaffna peninsula, Punagary and Palai areas, is estimated to cost Rs. 2.89 billion ($ 21.25 million) for the Supplying and Laying of Treated Water Transmission Mains and Construction of Three Treated Water Sumps at Kaliundai, Pungudativu and Poonakary. The duration of the project is 730 days with an anticipated completion date of 23 July 2018.

    Whilst aiming to provide better water supply and sanitation facilities to residents the project will also ease the resettlement of displaced persons in the relevant areas improving water supply in the peninsula. The completion of the project includes construction of three ground water reservoirs at Kaliundai, Punguditivu, and Poonakary, laying of water transmission pipelines in Jaffna, Kilinochchi Districts and to Nagadeepa, Elinathive, and Aunathive islands in Northern Province of SL.

    ADB loans US$128mn for water in Sri Lankan capital

    ECONOMYNEXT – The Asian Development Bank (ADB) is giving Sri Lanka another loan of $128 million to fund safe water and waste water management in the Sri Lankan capital Colombo and suburbs.

    The ADB loan agreement with the government of Sri Lanka signed on Thursday is the third tranche loan for phase three of the Greater Colombo Water and Wastewater Management Improvement Investment Program.

    It aims to “assist the government to achieve its goal of providing safe water and full sanitation coverage for Greater Colombo under its Development Policy Framework,” an ADB statement said.

    “The investment program will improve Colombo city dwellers’ quality of life and cater to increasing demand in the city for improved water and wastewater services,” said Sri Widowati, Country Director of the Sri Lanka Resident Mission of the ADB.

    Colombo’s piped water supply system and piped sewerage system was built more than 100 years ago and no longer fully meets today’s needs.

    The water system upgrade is expected to bring 24/7 water supply to Colombo city by reducing non- revenue water to less than 20 percent, the ADB said.

    The project will also improve the sewer system in Colombo city and support the government to construct a wastewater treatment plant for Colombo's southern catchment.

    ADB’s Multi-tranche Financing Facility (MFF) – totaling $300 million - will fund 20 percent of the $1.5 billion investment plan for water and sanitation in Greater Colombo.

    The first loan of $84 million was made in 2012 and the second loan of $88 million in 2013 . This is the third and last phase of the MFF, the ADB said.

    This third phase will construct a new sewer system in unserved areas of Kirillopone.

    The proposed wastewater treatment plant will improve effluent water quality of the Wellawatta sea outfall.

    These works will be undertaken by the Colombo Municipal Council. The third phase will also support the National Water Supply and Drainage Board to complete the non-revenue water reduction program commenced under the previous phases.

    Sri Lanka to develop labour, attract workers overseas: PM

    Aug 12, 2016 (LBO) – Sri Lanka’s Prime Minister Ranil Wickremesinghe said that it is time for a new human resource policy to go hand in hand with the economic development plan which will be outlined soon.

    “Skilled human capital is essential to harness the key advantages of Sri Lanka like the strategic geographic location, create one million jobs, meet growth aspirations of a fast expanding middle class and revitalise the rural economy,” he said inaugurating the first ever Sri Lanka Human Capital Summit at the Taj Samudra.

    “We are keen to develop a highly competitive social market economy with an open economic policy and business model attracting foreign direct investments.”

    He says that a new Education and Employment Act is being looked at and that the Human Resources Development Agency and Employment Relations Council are now in the process of making it happen.

    “The new Acts will take forward the Government’s plans for education to employment and provide the legal framework for policies for human resources development,” Wickremesinghe said.

    “We are also looking at compulsory education of 13 years and other required reforms.”

    He said that currently talks are ongoing with the German government to see if the island can adopt their dual system with technical education.

    Human resources is also the greatest strength of Sri Lanka but a mind set change is required, he stressed.

    “Our local businesses have a low wage mentality. We need to change this mindset,” he said. “We need to carry everyone with us and leave none as part of our social market economy policy.”

    The Premier says that it is a must to bring back the one million people who are working outside the country. “For this Sri Lankan businesses need to offer pay and perks that are more competitive and more with the regions best.”

    “This can be done as we are progressing towards establishing Sri Lanka as a financial hub to fill the gap between Singapore and Dubai.”

    The Sri Lanka Human Capital Summit will continue today and will close with a leadership panel discussion involving key business leaders. Mahinda Samarasinghe and Professor Dave Ulrich will deliver key note addresses on the skills challenges facing Sri Lanka.

    Sri Lanka Human Capital is a public – private initiative between the state National Human Resource Development Council of Sri Lanka (NHRDC) and the Association of HR Practitioners (AHRP) supported by the the Employers Federation of Ceylon, ILO, ADB and the World Bank was formed to develop a national agenda to discuss and find solutions to some of the critical Human Resource challenges facing Sri Lanka.

    Norway - Sri Lanka cooperation to increase in energy, fisheries, IT sectors

    Sri Lanka and Norway will take steps to increase cooperation in several areas, including fisheries, information technology, energy, hydro and solar power as well as oil and gas exploration.

    This was revealed during the bilateral discussions held between President Maithripala Sirisena and visiting Norwegian Prime Minister Erna Solberg at the Presidential Secretariat today (12th Aug.).



    Ms Solberg expressed appreciation over the steps taken by the current government to strengthen democracy, reconciliation and development.



    The President said that Sri Lanka would appreciate technical expertise from Norway to develop the fisheries industry in Sri Lanka as there are immense possibilities for growth in both sea fishing and inland fisheries. He said that Sri Lanka seeks foreign investments in export oriented industries such as garments, gem and jewellery, ceramic, plants, timber and medicine. He said that Minister Mahinda Amaraweera would visit Norway next week to discuss ways and means of expanding cooperation in the fisheries sector.



    Ms Solberg said her government would take steps to bring together potential Norwegian investors and Sri Lankan partners. She added that as Sri Lanka has now reached the status of a Middle-Income Country, the focus would be to assist development and increase cooperation in trade, industry and business.



    Norwegian Prime Minister praised the tourism industry in Sri Lanka and said that she had a most enjoyable holiday in the island during the last week. She added that there is immense scope for high growth in the tourism sector.
