Front passenger seat allowed no seat belt

is it allowed in SL to not put passenger seat belt if passenger is a pregnant ?

And if passenger has a 6 months baby on lap?

someone who came from abroad told me, its a universal rule but i doubt

But why not to put if she is pregnant or having a baby on lap machan? safety is safety ne no matter what if traveling using the belt is the wise choice specially if traveling in the passenger seat.

lankave police dial walata nam mona law da machan. They makeup new laws then and there ne. use the belts considering the safety
