    Sri Lanka to invite bids for ‘Megapolis’ canal ferries

    ECONOMYNEXT – Investors interested in providing ferry services along waterways in the Sri Lankan capital Colombo under the proposed ‘Megapolis’ urban agglomeration project will be invited to make bids this Sunday.

    The Ministry of Megapolis and Western Development said in a statement the ferry services will be run as public-private partnerships.

    The first phase will be a service on canals from Wellawatte to the suburb of Battaramulla which is expected to be operational in early 2018.

    Several of Colombo’s inland waterways will be used for passenger ferries under the Megapolis master plan helping commuters avoid traffic jams.

    A ferry service from Fort to Union Place in the Beira Lake, as well as from Mattakkuliya to Hanwella along the Kelani River are also in the pipeline, as are potential other routes such as the Hamilton Canal towards Negombo.

    The tender process, which is open to both international and local investors, is being supported by PPP advisors from the Government of the Netherlands, under a Government-to-Government technical assistance initiative.

    Harsha in Dubai for talks on international financial centre in Sri Lanka

    ECONOMYNEXT - Sri Lanka's Deputy Minister of Policy Planning and Economic Development is in Dubai for talks on taking forward a planned Colombo International Financial Centre (CIFC) initiative.

    De Silva said in a twtter.com post that he was having meeting with officials in Dubai who helped built the Dubai International Finance Centre and similar initiatives elsewhere.

    Sri Lanka is planning to set up financial centre within the proposed Port City where Prime Minister Ranil Wickremesinghe said special financial laws will apply.

    Dubai and Hong Kong has similar laws.

    Unlike Dubai and Hong Kong which have stable currencies, Sri Lanka has a high inflation central bank with multiple objectives which prints large volumes of money to suppress interest rates, generates currency depreciation, inflation and capital flight though frequent balance of payments crises.

    Airbus agrees to change SriLankan’s A350 order

    Reuters - Airbus is willing to change the terms of an order for four A350-900s from SriLankan Airlines to different planes, the struggling state-run carrier said on Friday.

    The debt-laden national airline has already canceled four of the eight A350 aircraft it ordered from Airbus Group SE while it searches for a new international partner to revive its fortunes.

    “Airbus is willing to change the terms of the contract for a different set of (aircraft),” SriLankan Airlines CEO Suren Ratwatte told Reuters.

    “We are in consultation with shareholders as to how best we can deal with this,” Ratwatte said. The airline’s losses more than doubled in the year to the end of March 2017 from the previous year, mainly hit by high costs of cancelling leases on Airbus aircraft.

    Ratwatte did not elaborate on which models it was looking to buy instead of the A350s.

    Airbus officials declined to comment.

    Industry sources have said the aircraft are owned by AerCap . The Dublin-headquartered leasing company was not immediately available to comment.

    Separately, SriLankan Airlines on Friday said its losses more than doubled in the year that ended March 2017, hit by high costs of cancelling leases on Airbus aircraft and partial closure of the country’s main airport.

    The state-owned national carrier, which is looking for an international partner to help revive its business, incurred an annual loss of Rs. 27.79 billion ($182.50 million), versus a loss of Rs. 12.08 billion a year ago.

    “The airline continues to pay a heavy price for the extremely high lease rental agreements entered into by the previous government,” SriLankan Airline said in a statement.


    “The cost of terminating the leases on four A350-900 aircraft that were grossly overpriced and completely unsuitable for the national carrier, imposed a further burden on the airline,” it added.

    More than half of the company’s loss last year was due to a compensation of Rs. 14.36 billion for the cancellation of aircraft lease agreements.


    Results for the 2016/17 year came under added pressure due to a runway re-surfacing project at Sri Lanka’s main airport that forced the airline to cancel more than 600 flights over January to March, equivalent to two weeks of scheduled services.

    SriLankan Airlines was a profitable 10-year joint venture with Dubai-based partner Emirates Airline until the pair split in 2008. Mismanagement in the years since has left it with a debt of about $3.25 billion. It last made a profit in 2009, a year after Emirates sold its stake.

    The current Government has been able to attract several bidders, including U.S. private equity firm TPG and investment manager BlackRock Inc, for a 49 percent stake in the carrier, but the airline has so far failed to find a partner.

    TPG, one of three bidders short-listed, pulled out of talks about the potential acquisition last month.

    Rajagiriya flyover construction expedited to ease heavy traffic congestion

    Construction of the Rajagiriya flyover is to be expedited with the aim of finishing it in double quick time to ease the heavy traffic congestion at the Rajagiriya junction along Sri Jayawardenapura Mawatha.

    National Policy and Economic Development Deputy Minister Dr. Harsha de Silva who paid an inspection visit to the construction area on Tuesday has directed the construction company officials to complete the work by December this year.

    Construction work of the flyover was launched last year by the Road Development Authority (RDA) under the directions of Higher Education and Highways Minister Lakshman Kiriella as a solution to heavy vehicular congestion.

    The project was initially scheduled to be completed in December next year but is being expedited to tackle the heavy traffic which has become a severe headache for motorists and daily commuters. The Government of Spain is funding the project and Centunion S. A.of Spain has been entrusted with the task of designing and supplying of the super structure as the main contractor.

    Access Engineering PLC is the project sub contractor handling the substructure, onsite fabrication, installation and formation of the steel superstructure, Highways Ministry sources said. The estimated cost will come down to Rs. 4.5 billion from the earlier estimate of Rs.4.7 billion as a result of expediting the project, Deputy Minister Dr.de Silva said.

    Over 50 per cent of the construction work of 363 metre flyover with four traffic lanes with a width of 3.5 metres each has already been completed, ministry sources said.

    Over 75,000 vehicles including passenger transport buses ply daily through Rajagiriya creating heavy vehicular traffic towards Battaramulla, Parliament Road, Kalapaluwawa, Borella, and Nugegoda. (Bandula)

    Govt. to change route of Central Expressway project due to mountainous terrain

    The Government has decided to alter its plans on the proposed Central Expressway project by changing the route due to the difficult terrain and issues over the tender, Highways Minister Lakshman Kiriella told the Sunday Times.
    The proposed expressway that was to be diverted from Pothuhera to Galagedara via Rambukkana will now pass through Kurunegala to Galagedara avoiding the Rambukkana area.

    One of the main reasons for the change was that the route through the Rambukkana area would have to pass through mountainous terrain and will have more tunnels and extra bends, he said.

    He said that the Kurunegala – Galagedera route would be more safer and land acquisition will be easier. Mr Kiriella said the target to complete the project is 2019 and therefore they needed to expedite the project. Construction is due to commence later this year.

    He said the tender for the original plan through the Rambukkana area had to be cancelled and a fresh tender had been called, but will be changed again.

    The Expressway project from Galagedara to Kandy has been undertaken by an Indian company. The same company has expressed willingness to undertake the Kurunegala – Galagedara section.

    High level probe into Central Expressway Phase III tender

    In a dramatic turn of events, a high level investigation will get underway into the Central Expressway Phase III tender on the directions of the Prime Minister following concerns expressed by the Japanese government.

    Prime Minister Ranil Wickremesinghe intervened and instructed the Road Development Authority (RDA) to investigate as to how the “highest” bidder of the recently concluded Central Expressway Phase III tender was accepted as technically competent whilst there were accusations of the facts being otherwise, official sources said.

    Japanese authorities have informed the Prime Minster that Fujita Corporation, the lowest bidder is a prominent civil works contractor which is technically and financially capable of constructing the expressway.

    The Cabinet Appointed Negotiation Committee had invited Taisei Corporation, one of the two selected bidders for negotiations without considering the other bidder Fujita Corporation which was rejected by a tender evaluation committee.

    This decision was made on the grounds of a condition stipulated in the tender that the successful bidder having to have successfully concluded a contract which is over US$ 650 million in value.

    It is common practice in the world that the large projects are divided among many companies. Hence there are not so many large value road projects in the world.

    Taisei Corporation which quoted the highest price “claimed” to have completed such a project in Algeria, according to documents submitted to the tender evaluation committee.

    However, supporting documents and information disseminated in local and overseas media recently, revealed that this claim cannot be substantiated and the bidder should be technically disqualified.

    Taisei did not submit their completion certificate for the project as part of their November 23, 2016 bid submission which is a major deviation and should result in an immediate non responsive bid as per clause 6.4 Instruction to bidders.

    The PM’s intervention not only corrects the tender process and instills the spirit of good governance but also will save the country more than Rs. 12 billion since the bidder to whom the RDA was proposing to award the contract had a price difference of over Rs.12 billion than his competitor.

    The project is based on a yen loan equivalent of US$1 billion from Sumitomo Mitsui Banking Corporation for the tender exclusively for Japanese / Sri Lankan Companies (Prime/Sub Contractors).

    The funding for the project is exclusively being arranged by the Japanese government. Japan’s involvement was intended to rebuild strong bilateral relations between Sri Lanka and Japan and also to rebalance geopolitical influence in the region which is presently seen as Chinese dominance in the island, a senior RDA official said.

    Matara - Kataragama railway extension nears completion

    Almost 85% of phase one of the Matara – Kataragama Railway extension project, the 27 km Matara – Beliatta stretch is now completed.

    It was accomplished by China Railway Group 5 with China National Machinery Import & Export Corporation. The two companies together are engaged to design and build the Matara – Kataragama railway extension line.

    “China Railway Group Limited the holding company of China Railway Group 5 or better known as CR 5 has been building railroads for the past 120 years,” said Zhong Xiang CR 5’s Project Manager for the Southern Railway Extension Project in Sri Lanka.

    “China Railway Group Limited, a Fortune 500 company has 43 subsidiary companies with over 300,000 employees around the world.

    China Railway Group has built over 90,000 km of railroad, 10,000 km of high speed railway lines, designed and built 17,000 km of bridge works, 16,000 km of tunnels, over 2,000 km of subway and light rail roads, 40,000 km of roads and highways and many landmark buildings in over 90 countries around the world,” Zhong added.

    “Engineers at China Railway and its subsidiaries such as CR 5 are well qualified and experienced in survey, design and construction of railroads and hence we can guarantee the quality of the Southern Railway extension. The Matara to Beliatta railroad extension in Sri Lanka has been designed to last a century,” he added.

    Maternity hospital Helmut Kohl helped build to be named after him

    The former chancellor provided funds for the 600-bed maternity hospital being built in Karapitiya, Galle

    As a mark of respect for his services to Sri Lanka, the Government will name a maternity hospital under construction in Karapitiya in memory of former German Chancellor Helmut Kohl, who passed away on Friday.
    Health Minister Rajitha Senaratne told the Sunday times that the the hospital will be named the Helmut Kohl Maternity Hospital.

    Mr. Kohl was a long time friend of the Sri Lankan government as chancellor and as a private citizen.The minister said he had helped Sri Lanka many times, both officially and unofficially. “He visited the country unannounced many times on vacation. During one such visit in 2004, he experienced the tsunami. The Government only knew he was affected when the German Embassy announced his presence,” the minister recalled.

    It was Mr. Kohl who provided funds for Sri Lanka to build the maternity hospital with 600 beds at Karapitiya.
    The hospital is still under construction. Work was briefly halted under the current government in order to conduct an inquiry into allegations of corruption surrounding the project under the previous regime.

    The minister said he had hoped to invite Mr. Kohl to declare the hospital open personally. “Now, I will look into the speedy construction of the hospital and name it after him to recognise his work.”

    Former Galle Mayor Ismail Mohammed Ariff said that he mourns the loss of a great figure who helped Sri Lanka in a time of need. He explained that the former chancellor’s greatest deed was to fund the construction of the new maternity hospital after the tsunami destroyed most of the Mahamodara Hospital in Galle.

    Mr. Ariff said that at the time, he provided funds to build the maternity wing of the hospital on an eight acre stretch of state-owned land, making it one of the biggest maternity hospitals in the country.

    He also explained that the former chancellor provided boats for fishermen as well as houses for tsunami victims under the funding of the German government. Because of the efforts of the late Mr. Kohl, Germany also provided funds to build a community centre, montessori and tsunami warning tower, he added.

    Mr. Kohl was undergoing ayurveda treatment when the tsunami hit. He was rescued after the German Embassy in Colombo alerted the Sri Lankan government of his presence.

    Incumbent of Sundararama Temple, Ven. Manaweriye Dammika Thera said that the late chancellor did a great service by constructing a maternity hospital in Sri Lanka at his expense. “Unfortunately, because of the shortcomings and weaknesses of our people, the hospital construction was prolonged until after his death,” he lamented.
