Is No Objection letter needed from owner? is it ok to download the forms online and fill and handover?

Owner and seller both should fill two copies?

If you wish to use one day service, yes need a no objection letter, certified by JP (from current owners area)

online downloaded papers are OK. better to get a book from RMV because if you going to sell vehicle again with open papers, buyers might hesitate

in the book there are three sets, one for current owner, one for new owner and one for Commissioner. basically to transfer the vehicle you need to send commissioners copies to RMV.

you need to fill both MTA 6 and MTA 8

yes. normal 2500 oneday 3750 refer below

    charges

    http://www.motortraffic.gov.lk/web/...ontent&view=article&id=113&Itemid=125&lang=en

    transfer information

    http://www.motortraffic.gov.lk/web/...ontent&view=article&id=111&Itemid=122&lang=en

    download forms

    http://www.motortraffic.gov.lk/web/...ontent&view=article&id=127&Itemid=155&lang=en

it takes at least two months in normal service. they send a letter to previous owner asking whether he/she has any objection to transfer this vehicle and wait for 21 working days for a reply. if no reply received within 21 days, they will process the transfer.
