u can machan.
this is for security reasons macahan.
just in case, if your card got compromised only the balance available in the card is at risk. (much safer than using the debit card directly)

may be a bank is not required to get this card sane as the Sampath Web Card

may be the spend can be only used with POS machines or something like that, not sure though
