Hemasiri Fernando is the Secretary to the Ministry of Defence (Sri Lanka) and Chief of Staff of the President, Chairman Board of Investment of Sri Lanka.
Early childhood
Hemasiri was educated at Nalanda College, Colombo.[2][3] While at school he was an athlete, basketball and football player and thereafter he captained the cricket team of University of Ceylon, Colombo in 1971.
Civil Service & career
Mr. Hemasiri Fernando serves as the Chairman People's Bank.
Mr. Fernando has been an Non Executive Non Independent Chairman of People's Leasing & Finance PLC.
since April 08, 2015 and also serves as its Director. Mr. Fernando has been Non Executive Non Independent Chairman at People's Merchant Finance PLC since June 30, 2015.
Possessing diverse experience in varied genres, Mr. Fernando's debut into the public sector was as Secretary to the Prime Minister.
He later chaired Sri Lanka Telecom, Airport and Aviation Services and Telecom Services and has served as Secretary to the Ministry of Postal Services among other postings.
His input as the longest serving President of the National Olympic Committee and in international office including as Vice President of the Olympic Council of Asia and Commonwealth Games Federation, in to representing Sri Lanka in rifle shooting as national champion, makes him the apt choice as Presidential Advisor on Sports to Sri Lanka.
His tenure in the Sri Lanka Navy from which he retired with the rank of Commander having served in combat areas, deserves special mention. His association with Sri Lanka Railways led to the penning of two books, The Viceroy Special based on the steam locomotive he created for tourism in Sri Lanka and The Uva Railway.
He is conferred with the OCA Award of Merit by the Olympic Council of Asia and the ANOC Award of Merit by the Association of National Olympic Committees.
He has Associateship in the Institute of Travel and Tourism UK (A INST TT) and Fellowship of the British Institute of Management (FBIM), he is also the Honorary Consul for the Kyrgyz Republic in Sri Lanka. He has B.A (Econ) from the University of Colombo.

කොළඹ සීවලි විද්යාලයෙන් හා කොළඹ නාලන්දා විද්යාලයෙන් පාසල් ආධ්යාපනය නිමාකොට 1971 වසරේ දී ලංකා විශ්වවිද්යාලයට ඇතුළත් වූ හේමසිරි ප්රනාන්දු මහතා ආර්ථික විද්යාවේ දී විශේෂ උපාධිය ලබා ගත්තේ ය. පාසල් සමයේ දී මෙන්ම විශ්වවිද්යාලයේ දී ද ක්රීඩා ගණනාවකට දක්ෂතා දැක් වූ ඔහු ලංකා විශ්වවිද්යාලයේ ක්රිකට් කණ්ඩායමේ නායකයාද විය.
ඉන් පසු ශ්රී ලංකා නාවික හමුදාව සමඟ එක්වූ හෙතෙම දශක එකහමාරකට ආසන්න සේවා කාලයක් නිමා කරමින් විශ්රාම ගනු ලබන්නේ නාවික කමාන්ඩර්වරයකු ලෙසයි. සිය නාවික හමුදා සේවය තුළ ක්රියාන්විත ප්රදේශයන්හි නායකත්ව වගකීම්ද ඇතුළු විවිධ වගකීම් උසුලා ඇත. ඔහු 1982 වසරේ දී ශ්රී ලංකාව නියෝජනය කරමින් නවදිල්ලියේ පැවැති ආසියානු ක්රීඩා තරඟාවලියේ වෙඩි තැබීමේ ඉසව්ව නියෝජනය කළ දක්ෂ වෙඩික්කරුවෙකි. එසේම, ඔහු තෙවතාවක්ම ලංකාවේ වෙඩි තැබීමේ ශූරයා බවට පත්ව තිබේ.
1994 වසරේ දී දිවංගත අග්රාමාත්ය සිරිමාවෝ බණ්ඩාරණායක මැතිණිය යටතේ අග්රාමාත්ය ලේකම් ධුරයට පත්වූ හේමසිරි ප්රනාන්දු මහතා එවැනි තනතුරකට පත් ළාබාලතම අයකු ලෙස ඉතිහාසයට එක්ව තිබේ. 1997 වසරේ දී ජාතික ඔලිම්පික් කමිටුවේ සභාපතිධුරයට පත්වූ අතර දශක දෙකක පමණ කාලයක් එම තනතුර අඛණ්ඩව හෙබවීය.
එසේම, පොදුරාජ්ය මණ්ඩලීය ක්රීඩා සම්මේලනයේ හා ආසියානු ඔලිම්පික් කවුන්සිලයේ උප සභාපතිධුරයට පත්විය. ඔහු කිර්ගීස් ජනරජයේ ශ්රී ලංකා ගෞරව කොන්සල්වරයා ලෙසද කටයුතු කරමින් සිටියි.
තවද, ශ්රී ලංකා ටෙලිකොම් ආයතනයේ සභාපතිවරයා වෙමින් පරිවර්තන යුගයට නායකත්ව දුන් ඔහු පසුව ගුවන්තොටුපළ හා ගුවන්සේවා අධිකාරියේ ද සභාපතිධුරයට පත්විය. තැපැල් අමාත්යාංශයේ ලේකම්වරයා ලෙස වසර හතරක් පමණ සේවය කළ ඔහු නව රජය යටතේ ස්වාධීන රූපවාහිනී සේවයේ සහ මහජන බැංකුවේ සභාපතිධුරයට පත්කරනු ලැබීය.
එම ආයතන දෙකේම විප්ලවීය වෙනසකට භාජනය කිරීමේ ක්රියාවලියට ඔහු නායකත්වය ලබා දුන්නේය. මහජන බැංකුවේ වත්මන් සංවර්ධනයේ හා ආකර්ශනීයම වෙනස්කම් වෙනුවෙන් මූලිකත්වය ගෙන කටයුතු කළේ හේමසිරි ප්රනාන්දු මහතාය.
දුම්රිය සංස්කෘතිය හා දුම්රිය සේවය කෙරෙහි දැඩි ඇල්මක් දක්වන ඔහු කතුවරයකු ලෙස, වයිස්රෝයි ස්පෙෂල්, ද ඌව රේල්වේ - රේල්වේ ටුද මූන් සහ එසේස් ඔන් සිලෝන් රේල්වේස් නමින් දුම්රිය සම්බන්ධයෙන් කෘති තුනක් රචනාකර තිබේ.
