The issue with most government institutions is they do not have IT staff. They are managed by Arts graduates who do nt know anything about IT systems. Ex. RMV, Inland revenue, Land Commission. They do not allow ICTA to develop these systems and let contractors manage. Nothing wrong with Metropolitan but the corrupt incompetent administrative service is responsible.
