What is the theory which explains this much of deaths in Mainland China but very less impact (compared to China) in the rest of the world? Any ideas?

Had you read this thread throughout, a very long time ago I mentioned a possible reason. In short, this virus uses the ACE2 receptor like previous SARS & MERS coronaviruses. It was noted that this new infection, this receptor uses the Type A2 alveolar cells. The Chinese (and Asians, primarily the Yellow races, not us) have 5 times these cells in their lungs than other races. Hence they are more susceptible. This was only an observation as outside China sample sizes are less to state definitively.

Or can it be like the rest of the world is experiencing the early stages of the infection which was the situation in China in December? And because of some control measures the rate is still low?

In simple terms... It's suspected that it found a way to deceive the body immune system. When you fall sick, you feel crappy because the body immune system is fighting against the infection, and it is this reaction makes you crappy. This virus fools the immune system and partially infects you, and only then the real symptoms are felt. That accounts for the long incubation period too.
There are potential vaccines already designed but not tested.
