Yes.. they placed a limiter in. But it limits only if you Mine Ethereum. It supposedly mines other coins - but what's most popular is Ethereum.

Some rumours are there that someone might find a workaround to bypass the hash limiter. But it won't be easy as since the NVidia's Turing GPUs, the vBIOS is encrypted. This prevents it from being edited. But it's always possible for someone to develop another vBIOS.
