Take parent to Australia while doing PHD

Parents are not considered dependents unless you can prove that they are living with your financial support. As long as they are pensioners, it is not going to happen.
You can bring them in on a visiting visa but for a maximum term of 6 months for each session. Then they have to go back and re-visit as per their next tourist visa duration. But there is no other way to have them together with you permanently for the whole duration of your wife's doctoral studies. Because your wife will be on a student visa and you will also be on the same visa as her dependent visa holder in this case. Both you and your wife can have multiple visits to Sri Lanka as far as you can manage financially but that is also not possible these days given the travel restrictions and other expensive arrangements in place for travelers.

OK.. I checked with a friend of mine who's is a lawyer & in the Australian visa business. According to him PhD students can only take their parents (it doesn't matter whether its your parents or the in-laws) on Visit visas. Usually one year visas are issued with a validity of 3 months at a time. This means you got to send them to NewZealand or Fiji and back every three months, which probably are the cheapest options.
He also said that if you declare them as your dependents then you will never get a visa for them.

That's really kind of you. Does that mean 3 months at a time, 1 year in total for the whole Ph.D. duration? If the PhD is 4 years we get to have them with us for 1 year in total. 3 months at a time? in between, we have to send them away and get them back once in a while?

It all depends on the assessor of the application in immi. For my work visa, my mother-in-law got 3 years multi-entry visit visa a couple of years ago (still valid). But the maximum stay at a time is one year after which needs to go out of the country and revisit.

It will be difficult to manage with Visit visas after an year. My friend tells me that someone reading for a PhD is not a valid criteria to obtain a visa for parents. You can never say for sure, the Immigration authorities may or may not grant another Visit visa after the first year.
For those on work visas are different to those on study visas. Only those students under the age of 18 can get their parents on a "Guardian Visa" - Subclass 590.

Your visa was a working visa? So if I apply for a working visa instead of going as a dependant I may get 3 years for them as well right? What should I have to do to obtain a working visa?

To apply for work visa someone needs to be sponsored by an Australian company or institution for full-time paid position and from the applicant's side the relevant skills and qualification. In my understanding, for PHD they offer student visa as you are sponsored by a particular University.

But, the partner can apply for a professional job (Provided he has the required experiences and qualifications) and convert the student visa to a work visa.
Possible in NZ. (I have personally helped a few guys)

You don't need to do anything... other than getting a job. For anyone studying for a Masters or a PhD the partner will have full working rights. Only for undergraduate students that it's limited to 40 hrs/fortnight.
