oh okay if you are planning to go on higher studies you have to contact a professor who has the same research interest. send them a tailored email expressing your interest and attach a CV. If he or she is hiring new PhD's, they'll probably reply and help you to prepare a research proposal.

what do you mean by "implement"?
you should already have completed it or either reached a milestone to publish your findings in a journal.

No i mean, when i am publishing research paper , can i submit only conceptual one?
As an example: When i am discussing software product about generate new music sound. Enough concept or need actual software implementation?

Submitting an only a conceptual paper is hard in a domain like software engineering/ computer science. Most of the reviewers need results.

well in theory you can. But I doubt any journal will accept it without any results.
