This can be done.... use MEMu for Windows and install the Cliq app on MEMu. The Dongle has to have SMS, if not, it's not possble. So, verify the Cliq app with the SMS from the Dongle, put in the package you want from the Cliq app and use the Dongle to surf. Reload for the mobile package can be done in various ways.
