Long story short..
A communist party in Afghanistan won the election in 1976 or 78 (don't remember the year exactly)
soon after winning they asked Soviet Union for help build the country, to which they responded with overwhelming positivity.
Within a short time Soviets helped Afghans build schools, hospitals and roads in the Russian style.
There was a problem. Afghanistan borders Soviet Union (Kazakstan) to the north east and Iran to the west.
United States feared that Soviet Union might absorb Afghanistan into their Union and make it a part of USSR. If they did that that would mean Soviet physical border would reach Iran, which would enable them to launch a land based attack into Middle Eastern oil fields.
The last thing America wanted was a soviet presence in the Middle East.
So they formed Mujahideen and supplied them with training and weapons to launch a war against Afghan government.
Soviets came into the assistance of Afghans. This was the beginning of the Soviet-Afghan war.
They fought for like 10 years, lost 1000s of men and like Biden they finally had enough of this nonsense and withdrew.
Afghanistan went into the hands of Mujahideen terrorists. later they became Taliban
