you dont need import control license for a watch, just state it as a normal watch and bring it down, won't be a big issue.
How do I state it as a normal watch?
Do I have to request the seller to provide a document?

if its a iwatch you need both trc and import control, check with fedex . dhl if you dont belive

I received my smartwatch from FedEx without those, only tax 3000.00
If it's not fedex that's what I'm concerned of

what's the issue of paying few rupees as taxes?
Personally, I would agree with paying taxes for a brand new item. But a used item or a gift should be exempt. The hassle that you have to go through in paying taxes is so much more and most prefer not to.

Yep, I second it. There's no proper valuation-based tax or percentage tax. Everything depends on the guy at the counter who might give any value he wants to and we will have no choice but to pay and release the package.
