Windows is the best for most people. I use Xubuntu 20.04 for my old laptop (i3 3rd gen) because it is very slow with Windows 10 and no wifi driver for Windows 10 (it came with Windows 8 and it is slower than Windows 10). So Xubuntu works as a charm and very fast and I can use laptop for web browsing without any slowness, and Libre office works well so all my word processing, presentations and spread sheet work as well in Libre office. This is the main advantage of Linux, you can still use your very old hardware.

Does Arch Linux have a UI?

by default, no! you have to install everything yourself. display server(x), graphic drivers(intel/nvidia/amd) and any desktop environment you like - GNOME, KDE Plasma, Xfce, MATE, Cinnamon..etc and also you must install a display manager like SDDM.. I use LXDM + LXDE.
