Reality is very different to the things you see. Just check how much a junior lawyer getting paid.
then the question is what do you do ? He seems like doing the things that he likes and not lifeless....

You are correct. This was the question posed to a leading IT professional in UK , who had stared his career in IT before shifting to IT Law. Some young participants wanted to know that whether having IT qualificaiton will help them as a supplement course. His answer was NO. He said that his IT knowledge did not help him at all! So reverse may be the same.
Instead he said that in future there will not be people with one discipline but multi disciplinary though IT knowledge may not directly help IT Law. This is not to say it is irrelevant.
Already AI had crept in and lot of desk work of legal officers now taken over by AI in leading financial institutions.
Again if you just went to Courts in Sri Lanka will not help at all in IT. But at the same time if you work in a company even as a legal officer you would have gained some experience such as conveyancing and at the same time as to how legal branch operate. These will be of some relevance . If you do not like law do not go there again instead try to do what you like. 28 is not an age you cannot start afresh, specially if you are not married. You can gain what you have lost in very short time. Experience does not count on number of years but how you apply yourself to new environment. There are fast learners.

I spent nearly 2 years looking for a job (without experience) when I first started out in the industry. So you're not the only one 
. Give it time and everything will fall into place nicely.
Although this was in a different country and it wasn't exactly a career change, my advice is you gotta build up some connections through networking and try to build a portfolio. Node, React, React Native, Flutter, Kotlin seem to be pretty hot these days so pick a few to self educate on.
Maybe even try volunteering if that's an option. No one says no to free labour. It might feel like a sunk effort (because you're not getting paid) but that can get your foot in the door.
As suggested earlier, law + SE does seem like a killer combination so it's only a matter of time you'd be in demand like hot cake. Keep trying and good luck.
