The Petroleum Ordinance (Cap. 634) strictly regulates storage of “dangerous petroleum” (petrol/gasoline, defined by its low flash point).

Section 5 (the key provision applied here): “No quantity of dangerous petroleum equal to or less than forty gallons shall be kept or transported without a licence from the local authority: Provided that nothing in this section shall apply in any case where the quantity of such petroleum kept by any one person or on the same premises … does not exceed three gallons and such petroleum is placed in separate glass, earthenware or metal vessels, each of which contains not more than a pint and is securely stopped.”

In Sri Lanka this regulation is observed in breach as fuel is stored in small shops specially in outstation due to public demand for fuel in emergency at doorstep.

what is the limit?

According to a post above it was 40 gallons which is fairly large quantity. I do not recommend such a large amount to be kept at house or near a house. But I know people who used large generators used to keep diesel in storage in remote places above this quantity but in specially made tanks in gound and they were away from any residential property. This cannot be doe in suburbs of Colombo. Legality is one aspect only more concerned about safety of person and neighbours. Accidents can happen and lives can be lost.

No. An appeal can be filed and bailed out by the same court or by High Court. More serious crimes committed by JVPers and LTTE were released without even conviction and some are in parliament!
