File Removing Problam

Any body pls help me
I have some files (videos) but it can't delete
Error messege says FILE USING ANOTHER PERSON OR COMPUTER CLOSE ANY PROGRAME
try to using del key or Ctrl + Alt + Del (try with both two option & alrady try dos mode)

Pls help me

Go safe mood and try to delete....

Go to task manager and kill explorer.exe process and then again go to task manager and restart explorer.exe from task manager [file,new task]
then delete the file,eazy.
