i have answered with respect to palestinese situation where No public right are saved..Jews comes with machinese and destroy houses and kill public and at that place no law and order.
In other islamic countries where the situation are different from palestinese, i earlier said No such situation therefore no such response, there is law and court and no one can act like israelees therefore we have not command to give response ourself but through courts.

for your first question it has early discussed in detail that the punishment for the person who refuse islam and join other religion are only for those who start insulting and abusing islam and try to make confusion about islam to disturb laws in islamic countries.
