kinda yea.. my bro wanted a puppy and v had to fill some number of documents.. and also in USA they have animal rights if u mistreat ur animal ur in jail.. one mantal man went to jail for 15years coz he have put some cats on a cadge... there is even a Unit called animal control like police to control animals
like police... some organisation like that is..
