Mr Vladimir P. Mikhaylor, the Russian Ambassador in Sri Lanka states that,’ It is the responsibility of the United Nations Organization to support the government of Sri Lanka who have defeated the terrorism. Russia will strongly reject the report released by the UN Secretary General Ban Ki Moon. He also says that, the report published by the UN Secretary General is not a report issued by the Organization, but a private report prepared by a private committee appointed by the Secretary General.
He has further stated that, since the report is being introduced as a document issued by the United Nations, it should be corrected as a private report issued by the committee appointed by Ban Ki Moon. The Russian Ambassador has also said that,the committee has performed unilaterally even on preparing the report.
‘A report of that nature should not injure the healing ethnic wound in Sri Lanka, but as a world recognized organization, should extend their helping hand to heal the wound and the standing point of the Russian government in this regards will be informed to the United Nations Organization through the Russian Representatives, He added.

India studying UN report

India said Tuesday it will “engage” with Sri Lanka on a UN report that found credible allegations of war crimes both by government forces and the Tamil tigers.

The external affairs ministry said New Delhi had seen the report of the experts appointed by the UN Secretary General on accountability issues in the context of the end of the war in Sri Lanka in 2009.

“The issues raised in the report need to be studied carefully. As a first step, we intend to engage with the government of Sri Lanka on the issues contained in the report,” said ministry spokesman Vishnu Prakash.

UPDATE:

UN human rights chief seeks investigation

The UN human rights chief said Tuesday that an international inquiry was needed after a damning UN report on the killings of thousands of civilians during Sri Lanka's 2009 final assault on Tamil separatists.

"The eyewitness accounts and credible information contained in this report demand a full, impartial, independent and transparent investigation," said Navi Pillay, the UN High Commissioner for Human Rights.

"Unless there is a sea-change in the governments response, which has so far been one of total denial and blanket impunity, a full-fledged international inquiry will clearly be needed," she added.

In its report released on Monday, a UN panel said the Sri Lanka military killed most of the civilian victims of the offensive but concluded that both sides may be guilty of war crimes and ordered Colombo to conduct a "genuine" inquiry.

Pillay noted that the way the conflict was conducted "challenged the very foundations of the rules of war and cost the lives of tens of thousands of civilians."

"I hope the disturbing new information contained in this report will shock the conscience of the international community into finally taking serious action," she said.
