    Exactly if u read the frequently asked questions it says that they cannot gurantee a minimum speed.... "Q11: What is the minimum guaranteed speed? A: There is no minimum guaranteed speed. Only the maximum speeds are specified." in other words it can be zero as well...so u need to sit down...
