    • Focus Areas: The FATF emphasized improving the effectiveness of beneficial ownership transparency and enforcement outcomes in these regions.
    Key Implications
    • Increased Scrutiny: Financial institutions must apply enhanced due diligence (EDD) to transactions involving these jurisdictions.
    • Transaction Friction: Increased risk mapping often leads to higher compliance costs and slower cross-border payments for listed countries.

    The FATF updates these lists three times a year, meaning this list is subject to change based on the next plenary.

However, these were treated as individual/governance failures rather than proof of a broken national AML/CFT framework. That’s why Sri Lanka stayed off the Grey List.

    The real test for Sri Lanka’s AML system will come in the 2026–2027 mutual evaluation, which will judge how well the country handles exactly these kinds of cases.
