It will be interesting if OP could copy and paste that part of his correspondence with the agent (without personal details), where the agent actually promised the visa on wrongful grounds, in exchange for the 3 million LKR..
I believe there are legal terms such as "negligence", "deceit" that may apply in this circumstances..
Gosh don't tell us that you pretended to be an Engineer..
If it was the case that your Agent overlooked your qualifications and made the application, I believe you have a valid case, against him..

I think this guy thought he’s paying this money to get this so called endorsement. However consultant can easily say it’s their consulting fee and all they did was linking someone in one of these bodies with the client and whether he gets the endorsement or not is purely out of their scope of work. Immigration consultants just use ones already available and eligible documents and lodge applications on behalf and that’s it. They can’t guarantee anything.
I have applied for multiple visas myself and 1 visa through a lawyer and each and every one was approved solely because of my eligibility and that’s it.
Katawath visa ekak gahala denna ba, even if your own mother works at the immigration office.
