    If you are in an office, then your computer has a private IP which cannot be used by bittorrent clients. (As far as I know). Do this. Go to Start -> Run Type cmd On the command prompt type ipconfig it will list some details and will have a entry called IP Address 10.0.0.0 – 10.255.255.255...

    Yeah seems its the OS as well. (Which makes more sense). Try changing the encoding to Chinese (traditional or extended) if it asks to install a language pack, it means your OS cant render the font. (This is based on Windows only, i guess it gives a similar message in other OSes)

    OK in what sense do you ask? Is it in the sense of hosting web sites? Is it in the sense of authenticating users? Is it in the sense of transmitting data? etc. Write back the question in a specific area, there are a few who I have seen are pretty competent on the area, they'd help.
