Yes that happens I have too experienced this. I think WhatsApp checks many things before rendering the UI like device, Android\IOS version, connection status and decided the best UI. This is just a assumption and might completely be a bug don't really know

Release notes from Whatsapp. They usually release the feature in a later date after the app update.

Maybe they enable the feature over the air for a smaller group and make sure there are no issues/complains and then later release it worldwide.
