why the hell govt didn't place this order before ! don't tell me they had to wait till WHO approves the respected vaccine, then how about west as they were placing their orders since last year Dec, months before the official approval from different bodies such as FDA, NHS etc. they were looking at the potential and had foreseen the possible outcomes !

I clearly said, most of The western countries did invest on many vaccine projects by valuing their potential, why did Canada order Pfizer at its trail phases ? Same thing with Moderna , Govts are there to foresee and act accordingly right now it's like closing the stable door after the horse has bolted.You would've asked why did the government waste money on a vaccine that hasn't been recognized by any established medical organization then
I never expected SL to invest on any vaccines but they could have ordered these vaccines before.
