if the surgery is possible in the national hospital ,go for it.

but i personally advice you to try an consult Dr himashi kularathna,?(the surgeon who operate duminda silva, mahind wijesekara and was the neuro surgeon of SF's bomb scene) who's working in national hospital and with enough experiences and most importantly he's young,(fine tremors in old age can cause serious neurological problems in the surgery.)
and please note that recovery period is pretty high for neurological surgery and probably he have to stay few days in an ICU, so the neuro ICU is far expensive if you don't have an wealthy insurance.
so my advice is,
try an consult Dr himashi in private hospital.
say that you don't have money,
most probably he'll admit the patient to NHSL.
you'll only have to bare the material cost, if they use any which is unavailable at hospital.
