This was a brainchild of then Government to train government servants on short term training programmes. Late Mr. HW Jayawardena (bother of JRJ) was the chairman from 77-90 and did a lot to modernize it .
This was a commendable thing as government did not have a place to offer residential facility for training senior management staff at that time in 1970s and did not want to spend money to hotels etc and this could save state money(sounds familiar!)
Funding to this initially came from German INGO. In 80s this was the best training center in sri lanka. But it had lost its past glory due to various factors.
I do not know what they do now as most training programmes of govt servants are held in private hotels!!
But this had lost its relevance with time and I am sure this will be sold in near future as the land value in Torrington next to Rupavahini Training Centre is valuable and a good commission can be made by this sale!!
