highly doubt Rajapassa's involvement in this. They could have won the election without the incident.

I wouldn't go so far as to say that Rajapakshas plotted this. But it's highly probable that a number of upper echelon politicians knew about this beforehand.
This is why I don't blame Harin too much, at least that fucker had the conscience to come clean after the attack. While in reality, the rest of them arguably got the same tip from military intelligence and they chose to act surprised afterwards, when they realised the security tip had been real.
