It would be better if breakes and tyres etc are inspected yearly by independent authority, as in many countries for yearly Registration. This can be done with private sector participation such as smoke test or in service stations .
Removal of unwanted parts can also be done as that also can cause distraction, but the cause of the accident was not that. You should treat the cause of sickness first ! We should not mix priorities like many do!
