Being vigilant for his own sake is the responsibility of the pedestrian, driving in such a way that accidents could be prevented is the responsibility of the driver - both parties are to blame for this unfortunate incident.
You are assuming that the all the pedestrian in sri lanka should be well aware of the road rule!. That't never going to happen,
All the drivers should be well aware to the road rules,, it's must.
But all the pedestrian are not fully aware about the road rules, Lunatic people can cross the road, children can cross the road..

So it's drivers responsibility to be aware about the both side of the road, because a child, dog, can enter the road at anytime..
exception is highway which have a protective fence to prevent people and animal being enter to road accindently..
