The IMD had first predicted the formation of a depression as early as November 13, and issued an alert over the possibility of cyclogenesis on November 20. From November 23 onwards, IMD issued three-hourly and six-hourly weather updates of the system, indicating its development around November 26. All the information was shared with Sri Lanka in a routine manner.
The India Meteorological Department (IMD) runs the Regional Specialised Meteorological Centre (RMSC), which monitors the oceans in this region and issues alerts for cyclones. It serves all the regional countries — Bangladesh, Maldives, Myanmar, Oman, Pakistan, Sri Lanka and Thailand.

"With some bad weather brewing around bay of Bengal near Sri Lanka. Lots of heavy rain here. A tropical cyclone potentially developing in the coming days, not just one, may be even two. In Sri Lanka, we could see hundreds millimiters of rain in the coming days."
November 25: "Further south though, a lot of cloud on our earlier satellite image and an area of low pressure is continuing to develop close to Sri Lanka where we are going to see some exceptionally heavy rain over
the coming days perhaps 300 400 maybe 500 millimeters of rain falling. So there could well be some flooding and in this area well we could see a tropical cyclone beginning to take shape."
November 26: "In fact, we could see rainfall totals over the next few days of as much as 600 millimeters of rainfall for Sri Lanka and for coastal areas of Tamil Nadu, two to 300 millimeters."
