මේ සිරි ලංකාවෙ ක්‍රිකට් - කියවා සිත සදාගැනීම පිණිසයි

ශී‍්‍ර ලංකා කි‍්‍රකට් ආයතනයේ පුහුණුකරුවන්ගේ සියලූම කටයුතු වහාම නවතා දමන ලෙස කි‍්‍රකට් ආයතනයේ ඉහළම නිලධාරියෙක් ඊයේ (1 වැනිදා) නියෝග කර තිබේ. මෙම නියෝගයට හේතුව වී ඇත්තේ ශී‍්‍ර ලංකා කි‍්‍රකට් ආයතනයේ සේවයේ නියුතු දිස්ති‍්‍රක් සහ පළාත් පුහුණුකරුවන් 40 කට වැඩි දෙනෙක් ඇතුළු 100 කට වැඩි පිරිසක් මේ මස 31 වැනිදා සිට සේවයෙන් ඉවත් කිරීමට ශී‍්‍ර ලංකා කි‍්‍රකට් වත්මන් පාලනය තීරණය කර තිබීම බව කි‍්‍රකට් අයතනයේ අභ්‍යන්තර ආරංචි මාර්ග වලින් දැනගන්නට ඇත.
ශී‍්‍ර ලංකා කි‍්‍රකට් අයතනය වසර ගණනාවක් පාලනය කළ කි‍්‍රකට් අතුරු කමිටුව මේ වන විට විසුරුවා හැර නිලවරණයක් කැඳවීමට කී‍්‍රඩා අමාත්‍ය මහින්දානන්ද අලූත්ගමගේ මහතා කටයුතු කර තිබේ. කි‍්‍රකට් ආයතනය මේවන විට පාලනය වන්නේ කී‍්‍රඩා අමාත්‍යවරයා විසින් පත්කරන ලද ‘නිසි බලධාරියකු’ යටතේ වන අතර ඒ සඳහා පත්කර ඇත්තේ කී‍්‍රඩා අමාත්‍යංශයේ ස්ථිර ලේකම්වරයා වන උයද සෙනෙවිරත්න මහතාය.
කෙසේ වෙතත් මෙම සේවක කප්පාදුව අමාත්‍යංශ ලේකම්වරයාගෙ තීරණයක් නොව, ඊට පරිබාහිර කිසිවකුගේ උපදෙස් මත සිදුවන්නක් බවද කි‍්‍රකට් ආයතන සේවකයෝ කියා සිටිති.
මේ පුහුණුවීම් නතර කර දැමූ එකනම් අන්තිම වැරදියි. මොන දේ නැති කළත් කි‍්‍රකට් කී‍්‍රඩාව ඉදිරියට ගලාගෙන යන්න ඕනෑ”
වියදම් වැඩි නම්, පඩි ගෙවන්න බැරිනම්, නතර කළ යුත්තේ කි‍්‍රකට් පුහුණුවීම් නොවෙයි, කි‍්‍රකට් ආයතනයට කිසිම ඵල ප‍්‍රයෝජනයක් නැති කළමණාකරුවන්” යයි දැනටත් ශී‍්‍ර ලංකා කි‍්‍රකට් ආයතනයේ ඉහළම තනතුරක් හොබවන නිලධාරියෙක් පැවසීය.
මේ අතර පුහුණු කටයුතු නවතා දැමීමට සිදුවූ තවත් හේතුවක් වන්නේ පුහුණු කටයුතු වලදී අවශ්‍ය වතුර බෝතල මිලදී ගැනීමටත්, ප‍්‍රාදේශීය පුහුණු කටයුතු සඳහා පුහුණුකරුවන්ට අවශ්‍ය නවාතැන් සහ ප‍්‍රවාහන පහසුකම් සැපයීම සඳහාත් අවශ්‍ය මුදල් ශී‍්‍ර ලංකා කි‍්‍රකට් ආයතනය සතුව නොතිබීමත් බවද දැනගන්නට ඇත.
පුහුණු කටයුතුවලට අමතරව ශී‍්‍ර ලංකා කි‍්‍රකට් ආයතනයේ එදිනෙදා කටයුතුද ඊයේ වන විට සම්පූර්ණයෙන්ම පාහේ ඇණහිට තිබූ බවත් සේවකයන්ට ‘කැමතිනම් වැඩට එන්න, නැත්නම් ගෙදරට වෙලා ඉන්න’ යයි උසස් නිලධාරීන් එළිපිටම කියන බවත් සේවකයෝ පවසති
ශී‍්‍ර ලංකා කි‍්‍රකට් ආයතනයේ කටයුතු පවත්වාගෙන යාම සඳහා මහා භාණ්ඩාගාරයෙන් ඉල්ලා සිටි රුපියල් බිලියන එකක් හෙවත් මිලියන 1000 ක මුදලින් අනුමත වී ඇත්තේ රුපියල් මිලියන 50 ක් පමණි. මෙම මුදල සේවකයන්ගේ මාස දෙකක පඩි ගෙවීමටවත් ප‍්‍රමාණවත් නොවන බව සේවකයෝම කියති.
ශ්‍රී ලංකා ක‍්‍රිකට් ආයතනයේ සේවකයන්ට මාසිකව වැටුප් සඳහා රුපියල් දෙකෝටි විසි ලක්ෂයක පමණ මුදලක් වැයවන බවද කී‍්‍රඩා ඇමතිවරයා විසින් රජයේ ඉහළම තැන්වලට පෙන්වා දී ඇතත් කැබිනට් මණ්ඩලයෙන් ඒ සඳහා අනුමත වී ඇත්තේ රුපියල් මිලියන 50 ක් හෙවත් කෝටි 5 ක මුදලක් පමණි.
මෙම මුදලින් පසුගිය මාර්තු මාසයේ සිට ජාතික කණ්ඩායමේ කී‍්‍රඩකයන්ගේ වැටුප් ගෙවිය යුතු වන අතර ප‍්‍රධානතම කි‍්‍රකට් තරගාවලියට සහභාගි වන කණ්ඩායම් 20 ක් සඳහා රුපියල් ලක්‍ෂ 104 ක් ඊයේ ගෙවන ලදි.
සේවකයන්ගේ නොවැම්බර් මස වැටුප ගෙවීම දෙසැම්බර් 10 වැනිදාට කල්දමමින්, කී‍්‍රඩා සමාජ වෙත මුදල් ගෙවීමට තීරණය කර ඇත්තේ අමාත්‍යංශ උපදේශ මත බවත් වාර්තාවේ. නොවැම්බර් මස 30 වැනිදාට පෙර එම මුදල් නොලැබුණහොත් ප‍්‍රධානතම තරගාවලිය වර්ජනය කිරීමට කී‍්‍රඩා සමාජ සූදානම් වී සිටියහ.
කි‍්‍රකට් ආයතනයේ සේවක කප්පාදුව සඳහා ගොදුරු වන්නේ විධායක ශ්‍රේණිය සහ ඊට පහළ මට්ටමේ නිලධාරීන් වන අතර කිසිම අංශයක කළමණාකරුවකු ඉවත් නොකරන ලෙස උපදෙස් දී ඇතැයිද වාර්තාවේ. එහෙත් මේ මස 31 වැනිදා සේවයෙන් ඉවත්ව යා යුතු යයි ලිඛිතව දැනුම් දී තිබියදීත් ප‍්‍රධානතම කි‍්‍රකට් තරගාවලිය හෙට (3 වැනිදා) සිට ආරම්භ වන බැවින් එම තරගාවලියේ කටයුතු පවත්වාගෙන යාම සඳහා අත්‍යවශ්‍ය දෙදෙනකු තවදුරටත් රඳවාගැනීමට කි‍්‍රකට් බලධාරීන් තීරණය කළ බවද දැනගන්නට ඇත.
තත්ත්වය මෙසේ තිබියදී ශී‍්‍ර ලංකා කි‍්‍රකට් ආයතන සේවකයන් අතර ඇතිවී තිබෙන නොසන්සුන්තාව එන්න එන්නම වර්ධනය වන අතර කොයි මොහොතේ හෝ එය පුපුරා යා හැකි සේවකයෝම කියති.

    The following quoted what Sanga said at the Cowdrey Lecture, it was delivered at the MCC on 4th of July 2011, the American Independence Day!

    'Coming back to our cricket, the World Cup also brought less welcome changes with the start of detrimental cricket board politics and the transformation our cricket administration from a volunteer-led organisation run by well-meaning men of integrity into a multi-million dollar organisation that has been in turmoil ever since.
    In Sri Lanka, cricket and politics have been synonymous. The efforts of Hon. Gamini Dissanayake were instrumental in getting Sri Lanka Test Status. He also was instrumental in building the Asgiriya international cricket stadium.
    In the infancy of our cricket it was impossible to sustain the game without state patronage and funding.
    When Australia and West Indies refused to come to our country for the World Cup it was through government channels that the combined World Friendship XI came and played in Colombo to show the world that it was safe to play cricket here.
    The importance of cricket to our society meant that at all times it enjoys benevolent state patronage.
    For Sri Lanka to be able to select a national team it must have membership of the Sports Ministry. No team can be fielded without the final approval of the Sports Minister. It is indeed a unique system where the board-appointed selectors can at any time be overruled and asked to reselect a side already chosen.
    The Sports Minister can also exercise his unique powers to dissolve the cricket board if investigations reveal corruption or financial irregularity.
    With the victory in 1996 came money and power to the board and players.
    Players from within the team itself became involved in power games within the board. Officials elected to power in this way in turn manipulated player loyalty to achieve their own ends. At times board politics would spill over in to the team causing rift, ill feeling and distrust.
    Accountability and transparency in administration and credibility of conduct were lost in a mad power struggle that would leave Sri Lankan cricket with no consistent and clear administration. Presidents and elected executive committees would come and go; government-picked interim committees would be appointed and dissolved.
    After 1996 the cricket board has been controlled and administered by a handful of well-meaning individuals either personally or by proxy rotated in and out depending on appointment or election. Unfortunately to consolidate and perpetuate their power they opened the door of the administration to partisan cronies that would lead to corruption and wonton waste of cricket board finances and resources.
    It was and still is confusing. Accusations of vote buying and rigging, player interference due to lobbying from each side and even violence at the AGMs, including the brandishing of weapons and ugly fist fights, have characterised cricket board elections for as long as I can remember.
    The team lost the buffer between itself and the cricket administration. Players had become used to approaching members in power directly trading favours for mutual benefits and by 1999 all these changes in administration and player attitudes had transformed what was a close knit unit in 1996 into a collection of individuals with no shared vision or sense of team.
    The World Cup that followed in England in 1999 was a debacle: a first round exit.
    Fortunately, though, the disastrous performance of the team proved to be a catalyst for further change within the dynamics of the Sri Lanka Cricket Team.
    A new mix of players and a nice blend of youth and experience provided the context in which the old hierarchical structures within the team were dismantled in the decade that followed under the more consensual and inclusive leadership of Sanath, Marvan and Mahela.
    In the new team culture forged since 1999, individuals are accepted. The only thing that matters is commitment and discipline to the team. Individuality and internal debate are welcome. Respect is not demanded but earned. There was a new commitment towards keeping the team from board turmoil. It has been difficult to fully exclude it from our team dynamics because there are constant efforts to drag us back and in times of weakness and doubt players have crossed the line. Still we have managed to protect and motivate our collective efforts towards one goal: winning on the field.
    We have to aspire to better administration. The administration needs to adopt the same values enshrined by the team over the years: integrity, transparency, commitment and discipline.
    Unless the administration is capable of becoming more professional, forward-thinking and transparent then we risk alienating the common man. Indeed, this is already happening. Loyal fans are becoming increasingly disillusioned. This is very dangerous because it is not the administrators or players that sustain the game– it is the cricket-loving public. It is their passion that powers cricket and if they turn their backs on cricket then the whole system will come crashing down.
    The solution to this may be the ICC taking a stand to suspend member boards with any direct detrimental political interference and allegations of corruption and mismanagement. This will negate the ability to field representative teams or receive funding and other accompanying benefits from the ICC. But as a Sri Lankan I hope we have the strength to find the answers ourselves.'

Even, defence secretary has acclaimed Sangakkara for his support for the army while the Sports Minister Mahindananda has ordered an inquiry.

    Sri Lankan sports minister (C. B. rathnayake) slams cricket board - Cricinfo @ May 31, 2010

    'Sri Lanka's sports minister, Chandrasiri Bandara Ratnayake, has called Sri Lanka Cricket the third most corrupt institution in the country, and has promised to revamp the way the game is administered, even if it means replacing the incumbent members.

    Addressing a press conference in Colombo in the presence of Aravinda de Silva, the newly appointed chairman of selectors, Ratnayake said he would replace the current interim committee headed by former Test player Somachandra de Silva, next week. Ratnayake had a problem with the way finances were handled by the committee, adding that there was a lot of wastage of resources.

    "The first and second are education and police. Sri Lanka Cricket is the third-most corrupt institution in the country," Ratnayake said.

    Ratnayake swung in to action last week when he replaced the previous selection panel, headed by Ashantha de Mel, with the one now with Aravinda at the helm. Ranjith Fernando, Amal Silva and Shabbir Asgerally are the other members of the new panel. The outgoing panel was accused of favoritism, and Ratnayake said the new panel will not entertain any political influence.

    Ratnayake said the most important target for the new panel is the World Cup in the subcontinent next year. "Aravinda has nine months to prepare and groom a squad that is capable of winning the World Cup," Ratnayake said. "We have not won the Cup since 1996, my aim is to win another title for our country."'

    Subsequently he was transferred to a different ministry!!

    Resolution passed nominating Nishantha for ICC meetings Controversial Board Secretary’s iron fisted rule set to continue - The Island @ February 23, 2012

    By the day, Sri Lanka Cricket (SLC) boss Upali Dharmadasa is proving that he is just a puppet at the hands of politicians. The SLC Chief during last week’s board meeting didn’t utter a word as a resolution was passed to send controversial board Secretary Nishantha Ranatunga for ICC CEOs Meeting. This was after he had promised his team lead up to the cricket elections that only the CEO and not the Secretary will represent SLC at ICC CEOs meetings.

    For sometime now, it has been rumoured in cricket circles that Nisantha Ranatunga in fact has a knack for the CEO’s post of SLC and it was due to his clever maneuvering and manipulation that the D.S. de Silva led Cricket Interim Committee two years ago got rid of one of country’s post Test era cricket heroes, Duleep Mendis.

    Last year even the ICC recognized Nishantha Ranatunga as SLC’s CEO and after The Island exposed it recognized it as an error on its part.

    The question we have to raise here is, if SLC has a competent CEO in Ajit Jayasekara, a former cricketer, cricket administrator and a man with an impeccable reputation as a senior Air Force officer, why he has to be replaced and represented by a man with a questionable reputation.

    Over the last there years, there have been serious questions raised about Nishantha Ranatunga’s conduct and his ability as a cricket administrator and to entrust him with the CEO’s duty of an already bankrupt outfit is a recipe for disaster.

    The government and particularly the Minister of Sports lead up to the Cricket Elections last year left to stone unturned to ensure that Nishantha Ranatunga will be elected as Secretary of SLC uncontested.

    A former Secretary of the Cricket Interim Committee who was to contest the elections from the Upali Dharmadasa camp, allegedly pulled out of the race due to pressure from the Minister of Sports and there were even alleged pressure on Michael de Zoysa to step down.

    With such background, a question that was asked in cricket circles since last Thursday was whether men such as Hirantha Perera and Nuzki Mohammad too were pressurized by the Minister of Sports to propose and second Nisantha Ranatunga to attend the ICC CEOmeeting.

    The likes of Nishantha Ranatunga are the pets of politicians. If not for generous men like him and D.S. de Silva, the cricket ground at Hambantota would have never materialized. What more cricket aspirations politicians want to achieve through their henchmen by sending them for global forums is not known, but surely, that must be for their personal gains and not for that of cricket for the main reason for SLC’s current financial crisis is the construction of cricket grounds.

    Leave alone the ICC CEOs Meetings, Nishantha Ranatunga is not even suitable to sit on a Big Match Cricket Committee. A few years ago, he sat in the sacred city of Dambulla with some Indian ‘gentlemen’ to announce a sponsorship deal for Sri Lanka’s Champions League team. The sponsors happened to be the producers of a sex related product called Mosli Power. That he didn’t take the trouble to check the details of the sponsor before promoting it, that too on a Poya Day, goes onto show his administrative skills.

    With men such as him at the helm of Sri Lanka Cricket and some others such as Suraj Dandeniya, who had failed his GCE O/L exam, there’s no wonder that Sri Lanka Cricket turned into be a bankrupt outfit in record time.

    Despite such blunders, it’s nothing but a shame on the government to have backed Nishantha Ranatunga to the hilt for the post of Secretary of SLC . Let the Minister of Sports be forewarned that the sport will continue to suffer if men like him continue to represent the country at global forums.
