All immunizations decrease with time (there are no perpetual vaccines except two) . Some are faster and some are slower in decrease . This immunization from Moderna had lasted over 6 months , which is commendable (considering varients and type of immunity created)
There is only a right to refuse any invasive method (surgery, injections etc). But at the same time authorities can refuse to allow you entry(to a country , Uni or public place). As much as you have your right not to be vaccinated , others equally have right to exclude you (already certain countries that require mandatory vaccinations for longer stay eg study). These are normal vaccinations MMR, Meningitis, TB etc.
As far as I know all the vaccinations are voluntary. It is your choice as it is an invasive method. Unless by law such a thing is allowed no one can force another person to get the vaccinations.
But there are already mandatory vaccinations in certain special conditions. Eg immigration, pre schools, Unis etc.
These were not challenged as these were options available . Eg if you do not want vaccination you may be probibitted from entry in to a certain country
In Sri Lanka since there is a state of emergency declared under public security act though a gazette one can impose a regulation that violates even human rights(this is how all Casino's were closed and their properties sequestrated , it was challenged in SC by Mr. H.L de Silva without success)
Restrictions for some of the Human Rights are also allowed under the Constitution Chapter 3 Article 15. (but more importantly under Public Security Act , gazettes can be issued in violation of FR, this was accepted in SC, but with 2/3 majority in parliament an Act can be enacted for this too. (at the moment there is no such Act )
Even otherwise we can also make mandatory vaccinations by a special law which will be challenged in SC. So the result is yet to be seen.

Though decided recently it was regarding normal vaccines eg MMR, Polio, etc in Cze Republic Law that made them mandatory and also a criminal offence to failure to vaccinate. It was held in EU that there was no violation of EU HR law and left for individual country .
One point that I could see is these were vaccines (MMR ) were fully approved vaccines unlike 'emergency use' ones that will carry some risks associated. All vaccines and also drugs have side effects and we do not know all the side effects(both good and bad) even on Asprin(Disprin). So that does not mean we should wait till eternity!!
