ECONOMYNEXT – Sri Lanka Customs has detained around 1,000 Chinese-made BYD electric vehicles in six consignments that arrived in the island over the declaration of motor capacity issue which is used to calculate taxes, official sources said.
Customs have been declared a motor capacity of 100 kiloWatts but there have been concerns that the car are usually produced with a 150kW motor, which attracts a higher rate of duty in Sri Lanka.
The excise for a 100 KW motor vehicle is 2.4 million rupees, but this rises to about 5.4 million rupees for a 150 KW vehicle.
The BYD vehicles had arrived in six consignments and reached Sri Lanka in two different days of this month, the sources said.
They have been now detained in port.
In the case of conventional piston engine cars, it is customary for the same model to come in different sized engines. The same model of some mid-sized petrol cars for example used to come in 1300cc, 1500cc and even 1800cc engines.
However, it is not yet clear if an electric motor’s output is limited or de-rated by the manufacturer but the physical motor is the same, how Sri Lanka authorities will view the issue.
If it is determined that the tax applicable for a 150kW car is charged on the 100kW vehicle, a user may have to pay about 4 million rupees extra, an official source said.
Already over 1,000 vehicles have been released to end users, he said.
BYD sells 100kW models of its Atto 3 model in some markets, though it usually comes in a 150kW version.
BYD in Singapore sells an Atto 3 model with a 100kW rated motor to conform to what is called a Category A certificate of entitlement in Singapre, according to the company website.
Singapore’s Straits Times newspaper reported that Tesla has also launched a 110kW version in Singapore of its 255kW Model Y RWD.
A lower rated motor means its performance will be lower, and for example may not be able to accelerate as quickly as the one with the higher output motor.
According to the review site OneShift.com the BYD Seal 100kW version takes 10 seconds to accelerate from 0 to 100 (km/h), while the 150kW version does in 5.9 seconds.
“There are different vehicles with different performance made by BYD,” a spokesman for JKCG Auto, the agents for Chinese car maker in Sri Lanka said.
“This model is available not only in Sri Lanka but also in countries like Singapore and Nepal. And the configuration is done by the manufacturer.”
Customs Spokesman Seevali Arukgoda was not immediately available for comment.
At meeting of the Parliament’s Committee on Public Finance earlier this year, some participants raised the matter that the same model car was being charged different taxes based on the motor output declared in the documents submitted by the manufacturer.
At the time Arukgoda said a complaint had been made, and Customs was looking into the issue.

Motor car registrations rose 205 percent in May to 5,999 units, an all-time record, sharply higher exceeding the 4,500 units a month seen during a credit bubble in 2011, an analysis of Sri Lanka’s vehicle registry data by JB Securities, a Colombo based brokerage, shows.

ECONOMYNEXT – Sri Lanka’s vehicle registrations hit a new high of 61,953 units in July 2015, up 85 percent from a year earlier, with cars up 85 percent, three wheelers up 73 percent and motor cycles up 68 percent, an analysis of vehicle registry data showed, amid low interest rates.
Car registrations rose to 9,666 units in July 2015, up from 2,555 in 2015 with small car sales rising 5,393 units from 367 units a year earlier, following a tax cut in January, an analysis of vehicle registry data by J B Securities, a Colombo-based equity brokerage showed.
Vehicles sales had already picked up to 4,311 units in December from 2,419 in November amid a recovery in bank credit when the tax cut was made.
Registrations of imported used cars also rose 3,950 units in July from 3,072 units in January led by hybrids despite a tax hike by the new administration.
Hybrid registrations dropped to 4,069 units in July from 4,320 in January.
Though the Suzuki Alto is the country’s best-selling car, observers say they are not very visible on the roads of Colombo, indicating that owner are relatively less well-off and are keeping them home for weekend use.

Sri Lanka’s new vehicles registrations have surged to a new high of 611,551 up to November this year compared to 371,906 in the same period last year, Sri Lanka Motor Traffic Department data showed.The demand for vehicles has increased mainly from state sector employees who benefited from the government pay hike and the interest rate reduction on bank and finance company loans and leasing facilities, a top official of the Motor Traffic Department (MTD) revealed.
Vehicle registrations recorded a an increase to 63,824 in September 2015 from 40,573 in the same month last year, but fell from a record 66,889 set in March ,MTD data showed.The increase in vehicle sales in September was possibly due to the confusion over the loan-to-value (LTV) ratio for vehicle leasing set by the Central Bank, MTD official said.”It is evident that the LTV rule has had a major impact on three-wheelers where volumes dropped from around 12,000 in September to 8,000 In October this year,” he added.
Even though the 70 percent LTV cap was announced on September 15 to come into effect for letters of credit opened after October 18, the Central Bank later said that it will come into effect only after December 1.Customers in large number have obtained 90 per cent leasing facility from those companies, before the 70 percent LTV come into effect to buy cars, three wheelers and motor cycles to beat the dead line.97,539 cars have been registered up to November this year; up from 32,858 in the same period last year

John Keells responds to claims over BYD vehicle imports
Colombo, July 29 (Daily Mirror) - In response to recent media reports and rising public concern over a consignment of BYD electric vehicles imported into Sri Lanka, John Keells CG Auto (Pvt) Ltd (JKCG) has clarified that the vehicles in question were brought in directly from BYD in China and are fully compliant with all local regulations.
Issuing an official statement, JKCG said that the imported vehicles are 100 kW models identical to those sold in regulated international markets such as Singapore. The company emphasized that the vehicles were imported through proper legal channels and with full transparency.
Addressing specific concerns regarding the motor power ratings, JKCG said that the power output of the vehicles was verified through official test reports from BYD and further certified by an independent third-party testing body. These steps, the company noted, ensure compliance with performance and safety standards.
"Contrary to certain claims circulating in mainstream and social media, these vehicles are genuine, compliant, and tested to international standards," the statement read. JKCG reaffirmed its commitment to responsible corporate conduct and pledged to maintain stakeholder trust.
The company also confirmed that it is in ongoing discussions with relevant regulatory authorities to clarify any outstanding concerns. All necessary documentation has already been submitted, it added.
“As a responsible corporate, we remain fully transparent and cooperative,” JKCG said. “We are committed to clearing any doubts and maintaining confidence in our operations and the BYD brand.”
