As far as I can see, these ratios do not show the true situation. Because the GDP of some countries is very large and the value is different, so the amount of goods and services that can be obtained from it is different. Also, in a developed country, something that is done systematically without corruption and at a minimum cost, in a country like ours, it can be the other way around with a higher cost. Therefore, even if the cost is the same, the results will be different.

So, according to your logic, they are more efficient than Sri Lanka, meaning they can do things cheaper. And they are a capitalist country that encourages private education over public education. And they have a much larger GDP than Sri Lanka. But their education budget is 5.6 of their GDP while SL is 1.2.
Yes , as per the other factors the results could be different. But with this low budget allocation, we can definitely see what the outcome is
