i'll lost my life if I don't turn on my computer in next 6 hours.

If it's life or death situation, you should have a backup plan (Generators / battery) As opposed to blaming the government or CEB.
(I'm going through a same kinda issue here but I do have a backup generator)

if i pay my electricity bill in time, gov and ceb is definitely fucking responsible for that. in other countries this kind of fucking shits don't happen. and also this is not the first time something like this happened.
