Windows 10 is a 64Bit OS.

But if you need to create a ODBC connection for 32bit architecture open

c:\Windows\SysWOW64\odbcad32.exe

and create the connection that should work

Yes it is working control panel then administrative tools there have two ODBC Connection for 32bit and 64bit types
there you can create which you required.
