visa is necessary" (-0:37). From thereon WW clings on to the word
Visa which is not in any clause the govt put forward.
Obviously, WW doesn't know that the word
Visa could also mean "endorsement" on a document in a broad sense.

The baiyyas here too cling to the strict meaning of that word because there's nothing else they can say.
That is why I put the answer as the question to checkmate them: "Why did SC order the words "or to Visit." deleted.
