The main point of this post is whether there's a requirement of getting visa to enter the port city. Apparently when we read the act there's no such requirements.



In this video Harsha himself admits that there's no visa requirement for locals.

Hence the post is fake. Vimal asking for the act from the other guy is not relevant to the point the post is trying to communicate to the public.

But what's da problem here? Vast majority believe such posts without going through details. Some even if they know it's false still trying to convey the message which aligns the most to their political party. These ppl belong to Baiya, Toyya & Jeppa group. Sad situation is around 90% of voters belong in this group.

The bottom line is, Why did the Supreme Court order that the word Visit be deleted??

The bottom line is, Why did the Supreme Court order that the word Visit be deleted??

Because it was in the original clause the government put foward.

Below is the complete clause, the court said to amend or go for a special vote

(v) The provisions of Clauses 30(1 ), 33(1 ), 40(2) and 71 (2)(1) of the Bill are inconsistent with Article 14(1)(h) of the Constitution and could be validly passed only with the special majority provided for in Article 84(2) of the Constitution.

However, the said inconsistencies will cease if the clauses are amended as follows:

Page 29, Line 24- Delete the words “or to visit”.

Existing Clause 30(1)-

“Subject to Part VII, Part VIII and section 33 of this Act, the Commission shall be the Single Window Investment Facilitator responsible for the consideration and determination, in an expeditious and coordinated manner, whether to accept or reject for good reason, any application made to the Commission for a registration, licence, authorisation or other approval as may be necessary, to engage in any business in, to invest in, to reside in, to be employed in, or to visit, the Area of Authority of the Colombo Port city.”

In Weerawansa's speech, he (apparently craftily) alleges that Harsha said it was necessary to obtain a "Visa" to enter Port City. In reply, Harsha says, "Yes, it is stated a visa is necessary" (-0:37). From thereon WW clings on to the word Visa which is not in any clause the govt put forward.
Obviously, WW doesn't know that the word Visa could also mean "endorsement" on a document in a broad sense. The baiyyas here too cling to the strict meaning of that word because there's nothing else they can say.
That is why I put the answer as the question to checkmate them: "Why did SC order the words "or to Visit." deleted.
