- කඳුරට දුම්රිය මාර්ගයේ ධාවනය සඳහා ශ්රී ලංකා දුම්රිය දෙපාර්තමේන්තුව වෙත දුම්රිය එන්ජින් 12 ක් ප්රසම්පාදනය කිරීම සඳහා වන කොන්ත්රාත්තුව, අමාත්ය මණ්ඩලය විසින් පත් කරන ලද ස්ථාවර ප්රසම්පාදන කමිටුවේ නිර්දේශය පරිදි, එක් එන්ජිමක් ඇමරිකානු ඩොලර් මිලියන 4.056ක් බැගින් වන මිලකට ඇමරිකාවේ M/s. - තාක්ෂණික දැනුමින් පෝෂිත ලාංකේය දරු පරපුරක් බිහි කිරීමේ අරමුණින්, ඉගෙනුම් සහ ඉගැන්වීමේ ක්රියාවලිය නවීන තාක්ෂණය යොදා ගනිමින් බලගැන්වීම සඳහා 2017 අයවැය මඟින් රුපියල් මිලියන 4,000ක් වෙන් කරන ලදී. ඒ අනුව, අ.පො.ස. උසස් පෙළ සිසුන් 159,078ක් සහ උසස් පෙළ ගුරුවරුන් 36,070ක් සඳහා ටැබ් පරිගණක ලබා දීමේ වැඩපිළිවෙළක් අධ්යාපන අමාත්යාංශය විසින් ක්රියාවට නංවනු ලැබ තිබේ.

- ඝන අපද්රව්ය බැහැර කිරීමේ ගැටලුවට තිරසර විසඳුම් ලබා දීමේ අරමුණින් ශ්රී ලංකා කඩිනම් ඝණ අපද්රව්ය කළමනාකරණ ව්යාපෘතිය සැලසුම් කරනු ලැබ තිබේ. කොළඹ මහ නගර ප්රදේශය තුළ ජනනය වන කසල බැහැර කිරීම සඳහා පුත්තලම, අරුවක්කාලු ප්රදේශයේ ඝන අපද්රව්ය බැහැර කිරීමේ පරිශ්රයක් ඉදි කිරීම, දැනට ක්රියාත්මක වන මුතුරාජවෙල කොම්පෝස්ට් පොහොර සැකසීමේ මධ්යස්ථානය පුළුල් කිරීම සහ දැනට භාවිත නොකරන විවෘත කසල බැහැර කිරීමේ පරිශ්රයන්හි බිම් ස්ථායීකරණය කර වැඩිදියුණු කිරීමද මෙම ව්යාපෘතිය තුළ ඇතුළත් වේ.

- වාර්ෂික ඒක පුද්ගල ආදායම ඇමරිකානු ඩොලර් 5,000ක් දක්වා ඉහළ නැංවීම, නව රැකියා අවස්ථා මිලියනයක් බිහි කිරීම, අපනයන වටිනාකම දෙගුණ කිරීම, 5%කට වඩා වැඩි වාර්ෂික ආර්ථික වර්ධන වේගයක් පවත්වාගෙන යාම යන රජයේ මධ්යකාලීන සංවර්ධන ඉලක්ක 2020 වර්ෂය වන විට ළගා කරගැනීම සදහා 'එන්ටර්ප්රයිස් ශ්රී ලංකා' (Enterprise Sri Lanka) වැඩසටහන 2018 අයවැය මඟින් යෝජනා කරන ලදී. මේ යටතේ ආර්ථික සංවර්ධනයේ ගාමක බලවේගය ලෙස හඳුනාගෙන ඇති තරුණයින්, සුළු හා මධ්ය පරිමාණ ව්යවසායකයින්, ස්වයං රැකියාවල නිරතවන්නන් හා කාන්තා ව්යවසායකයින් ඉලක්ක කරගනිමින් සහන ණය යෝජනා ක්රම 15ක් ඇතුළු මූල්ය හා මූල්ය නොවන පහසුකම් සැලසීමට නියමිතය. ඒ සඳහා 2018 වර්ෂය සඳහා රුපියල් මිලියන 20,230ක් වෙනු කරනු ලැබ තිබේ.
එමෙන්ම 2018 අයවැය මඟින් යෝජනා කරන ලද 'හරිත ණය' (Green Loan) සහන ණය යෝජනා ක්රමය යටතේ පොලිතින් වෙනුවට භාවිත කළහැකි ඇසුරුම් ද්රව්ය දිරාපත් වන අමුද්රව්යවලින් නිෂ්පාදනය කිරීම සඳහා දේශීය ව්යාපාරිකයින් දිරිමත් කරවීමටත්, සංචාරකයින්ට සේවා සපයන කුඩා පරිමාණ හෝටල් හිමියන්ට සහ 'Homestay' වැඩසටහන් සඳහා ශ්රී ලංකා සංචාරක සංවර්ධන අධිකාරියේ ලියාපදිංචි නිවාස හිමියන්ට මූල්ය පහසුකම් සැලසීමටත් නියමිතය. මෙම ණය යෝජනා ක්රමය රජයේ හා පෞද්ගලික බැංකු හරහා ක්රියාත්මක කිරීම පිණිස මුදල් හා ජනමාධ්ය අමාත්ය මංගල සමරවීර මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
මහව සිට ඕමන්තේ දක්වා දුම්රිය මාර්ගය සංවර්ධනය කිරීම
- මහව සිට ඕමන්තේ දක්වා වූ දුම්රිය මාර්ග කොටස ඉන්දියානු ණය ආධාර යටතේ ප්රතිසංස්කරණය සඳහා අමාත්ය මණ්ඩලයේ අනුමැතිය දැනටමත් හිමි වී තිබේ. මෙම ව්යාපෘතිය සඳහා ඉංජිනේරු, ප්රසම්පාදන හා ඉදි කිරීම් කොන්ත්රාත්කරුවන් හඳුනා ගැනීමේ ක්රියාවලිය ආරම්භ කරනු ලැබ ඇති අතර, ඉන්දියානු එක්සිම් බැංකුවේ නිරීක්ෂණ සැලකිල්ලට ගෙන, තෝරාගත් පූර්ව සුදුසුකම් සපුරා ඇති ආයතන 03ක් වෙත ලංසු ලේඛන නිකුත් කරනු ලැබ තිබේ.
ඒ අනුව, කිරීම මහව - අනුරාධපුර කොටස සහ අනුරාධපුරය - වවුනියාව වශයෙන් කොටස් දෙකකට මෙම දුම්රිය මාර්ග සංවර්ධන කටයුතු කඩිනමින් නිම කිරීමට සැලසුම් කර ඇති බවට ප්රවාහන හා සිවිල් ගුවන් සේවා අමාත්ය නිමල් සිරිපාල ද සිල්වා මැතිතුමා ඉදිරිපත් කළ තොරතුරු අමාත්ය මණ්ඩලය විසින් සැලකිල්ලට ගන්නා ලදී.
විසල් රත්නපුර ජල සම්පාදන ව්යාපෘතිය ක්රියාත්මක කිරීමට සඳහා අරමුදල් සලසා ගැනීම
- විසල් රත්නපුර ජලසම්පාදන ව්යාපෘතිය යටතේ ග්රාම නිලධාරි කොට්ඨාස 29ක් ආවරණය කරමින් නව නළ ජල සම්බන්ධතා 3,500ක් පමණ ලබා දීමට අපේක්ෂා කෙරේ. මෙම ව්යාපෘතියේ බෙදා හැරීම් පද්ධතිය සඳහා අවශ්ය අනෙකුත් උපාංග හා සවි කිරීමේ උපාංග, කපාට, නළ සැපයීම හා එළීම සඳහා වන කොන්ත්රාත්තුව අමාත්ය මණ්ඩලයේ අනුමැතිය පරිදි මේ වන විට ප්රදානය කරනු ලැබ තිබේ. එම කොන්ත්රාත් පිරිවැය ආවරණය කිරීම සඳහා අවශ්ය අරමුදල් සලසා ගැනීම පිණිස රුපියල් මිලියන 1,528.9ක ණය මුදලක් ලබා දීමට ලංකා බැංකුව එකඟ වී තිබේ.
ඒ අනුව, එම ණය පහසුකම ලබාගැනීම සඳහා ලංකා බැංකුව සමඟ ගිවිසුමකට එළඹීමට ජාතික ජලසම්පාදන හා ජලාපවහන මණ්ඩලය වෙත බලය පැවරීම පිණිස ජාතික ප්රතිපත්ති හා ආර්ථික කටයුතු අමාත්යතුමා වශයෙන් ගරු අග්රාමාත්ය රනිල් වික්රමසිංහ මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
හසලක ජල සම්පාදන ව්යාපෘතිය ක්රියාත්මක කිරීම සඳහා අරමුදල් සලසා ගැනීම
- හසලක ප්රදේශයේ පවතින පානීය ජල ගැටලුව විසඳීම සඳහා ක්රියාත්මක කරනු ලබන හසලක ජලසම්පාදන ව්යාපෘතිය මඟින් ග්රාම නිලධාරි කොට්ඨාස 33ක වෙසෙන 49,370ක පමණ ජනතාවට සෞඛ්යාරක්ෂිත පානීය ජලය ලබා දීමට සැලසුම් කර ඇත. මෙම ව්යාපෘතිය ක්රියාත්මක කිරීම සඳහා අමාත්ය මණ්ඩලයේ අනුමැතිය පරිදි මේ වන විට කොන්ත්රාත් ප්රදානය කරනු ලැබ ඇති අතර, එම පිරිවැය ආවරණය කිරීම සඳහා අවශ්ය අරමුදල් සලසා ගැනීම පිණිස රුපියල් මිලියන 6,235ක ණය මුදලක් ලබා දීමට මහජන බැංකුව එකඟ වී තිබේ.
ඒ අනුව, එම ණය පහසුකම ලබාගැනීම සඳහා මහජන බැංකුව සමඟ ගිවිසුමකට එළඹීමට ජාතික ජලසම්පාදන හා ජලාපවහන මණ්ඩලය වෙත බලය පැවරීම පිණිස ජාතික ප්රතිපත්ති හා ආර්ථික කටයුතු අමාත්යතුමා වශයෙන් ගරු අග්රාමාත්ය රනිල් වික්රමසිංහ මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
රත්මලාන ගුවන්තොටුපළ සංවර්ධනය කිරීමේ දීර්ඝකාලීන සැලැස්ම
- ශ්රී ලංකාවේ ප්රථම ජාත්යන්තර ගුවන්තොටුපළ වන රත්මලාන ගුවන්තොටුපළ 1969 වර්ෂය දක්වා මෙරට ප්රධාන ජාත්යන්තර ගුවන්තොටුපළ වශයෙන් ක්රියාත්මක විය. ප්රධාන වාණිජ නගරය වන කොළඹට ඉතා ආසන්නයෙන්, සියලු ප්රධාන මාර්ගයන්ට ප්රවේශය සහිතව පිහිටා ඇති මෙම ගුවන්තොටුපළ මඟින් වර්තමානයේ දෛනිකව දේශීය ගුවන් ගමන් 70ක් පමණ සිදු කරනු ලැබේ. පුහුණු ගුවන්යානා හා ජාත්යන්තර වෙළඳ ගුවන්යානා සැපයීම, විශේෂ සහ ප්රභූ ගුවන් ගමන් සූදානම්/පිළියෙල කිරීම, ජාතික ව්යසන අවස්ථාවන්හි මානුෂීය ආධාර සැපයීම ආදි මෙහෙයුම් කටයුතු මෙන්ම ශ්රී ලංකා ගුවන් හමුදාවේ මෙහෙයුම්ද මෙම ගුවන්තොටුපළෙහි ක්රියාත්මක වේ. එහි සිදු කෙරෙන ගුවන්යානා මෙහෙයුම් සංඛ්යාව ශීඝ්රයෙන් වර්ධනය වෙමින් පවතින අතර, ඊට සරිලන පරිදි සහ කොළඹ නගරය කේන්ද්ර කරගත් සංවර්ධන ව්යාපෘති සැලකිල්ලට ගනිමින් මෙම ගුවන්තොටුපළේ ධාරිතාව වැඩිදියුණු කළ යුතුව තිබේ.
ඒ අනුව, දේශීය හා විදේශීය ගුවන් සේවා පහසුකම් කාර්යක්ෂමව සපයනු ලබන ගුවන්තොටුපළක් වශයෙන් රත්මලාන ගුවන්තොටුපළ වැඩිදියුණු කිරීම සඳහා සකස් කරනු ලැබ ඇති, 2018 වර්ෂයේ සිට 2030 වර්ෂය දක්වා ක්රියාත්මක කෙරෙන උපායමාර්ගික සැලසුම් ඇතුළත් 'Way to 2030' දීර්ඝකාලීන සංවර්ධන සැලසුම ක්රියාත්මක කිරීම පිණිස ප්රවාහන හා සිවිල් ගුවන් සේවා අමාත්ය නිමල් සිරිපාල ද සිල්වා මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
විශ්වවිද්යාලවල යටිතල පහසුකම් සංවර්ධනය කිරීම
- 2018 වර්ෂයේ සිට විශ්වවිද්යාලවලට ඇතුළත් වන සිසුන්ගේ අධ්යයන කටයුතුවලට මනා අවකාශයක් සැලසෙන පරිදි හා ඔවුන් විසින් හදාරනු ලබන පාඨමාලාවලට උචිත වන පරිදි විශ්වවිද්යාලවල යටිතල පහසුකම් වැඩිදියුණු කිරීම සඳහා අයවැය ප්රතිපාදන වෙන් වී ඇත. ඒ අනුව, එම ප්රතිපාදන භාවිත කරමින්, පහත සඳහන් යටිතල සංවර්ධන පහසුකම් ව්යාපෘති ක්රියාත්මක කිරීම පිණිස උසස් අධ්යාපන හා මහාමාර්ග අමාත්ය ලක්ෂ්මන් කිරිඇල්ල මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් ප්රතිපත්තිමය වශයෙන් අනුමත කරන ලදී.

රී ලංකා කඩිනම් ඝණ අපද්රව්ය කළමනාකරණ ව්යාපෘතිය ක්රියාත්මක කිරීම සඳහා අරමුදල් සලසා ගැනීම
- ඝන අපද්රව්ය බැහැර කිරීමේ ගැටලුවට තිරසර විසඳුම් ලබා දීමේ අරමුණින් ශ්රී ලංකා කඩිනම් ඝණ අපද්රව්ය කළමනාකරණ ව්යාපෘතිය සැලසුම් කරනු ලැබ තිබේ. කොළඹ මහ නගර ප්රදේශය තුළ ජනනය වන කසල බැහැර කිරීම සඳහා පුත්තලම, අරුවක්කාලු ප්රදේශයේ ඝන අපද්රව්ය බැහැර කිරීමේ පරිශ්රයක් ඉදි කිරීම, දැනට ක්රියාත්මක වන මුතුරාජවෙල කොම්පෝස්ට් පොහොර සැකසීමේ මධ්යස්ථානය පුළුල් කිරීම සහ දැනට භාවිත නොකරන විවෘත කසල බැහැර කිරීමේ පරිශ්රයන්හි බිම් ස්ථායීකරණය කර වැඩිදියුණු කිරීමද මෙම ව්යාපෘතිය තුළ ඇතුළත් වේ.

2018 අයවැය මඟින් යෝජිත 'එන්ටර්ප්රයිස් ශ්රී ලංකා' (Enterprise Sri Lanka) වැඩසටහන යටතේ සහන ණය යෝජනා ක්රම ක්රියාත්මක කිරීම
- වාර්ෂික ඒක පුද්ගල ආදායම ඇමරිකානු ඩොලර් 5,000ක් දක්වා ඉහළ නැංවීම, නව රැකියා අවස්ථා මිලියනයක් බිහි කිරීම, අපනයන වටිනාකම දෙගුණ කිරීම, 5%කට වඩා වැඩි වාර්ෂික ආර්ථික වර්ධන වේගයක් පවත්වාගෙන යාම යන රජයේ මධ්යකාලීන සංවර්ධන ඉලක්ක 2020 වර්ෂය වන විට ළගා කරගැනීම සදහා 'එන්ටර්ප්රයිස් ශ්රී ලංකා' (Enterprise Sri Lanka) වැඩසටහන 2018 අයවැය මඟින් යෝජනා කරන ලදී. මේ යටතේ ආර්ථික සංවර්ධනයේ ගාමක බලවේගය ලෙස හඳුනාගෙන ඇති තරුණයින්, සුළු හා මධ්ය පරිමාණ ව්යවසායකයින්, ස්වයං රැකියාවල නිරතවන්නන් හා කාන්තා ව්යවසායකයින් ඉලක්ක කරගනිමින් සහන ණය යෝජනා ක්රම 15ක් ඇතුළු මූල්ය හා මූල්ය නොවන පහසුකම් සැලසීමට නියමිතය. ඒ සඳහා 2018 වර්ෂය සඳහා රුපියල් මිලියන 20,230ක් වෙනු කරනු ලැබ තිබේ.
එමෙන්ම 2018 අයවැය මඟින් යෝජනා කරන ලද 'හරිත ණය' (Green Loan) සහන ණය යෝජනා ක්රමය යටතේ පොලිතින් වෙනුවට භාවිත කළහැකි ඇසුරුම් ද්රව්ය දිරාපත් වන අමුද්රව්යවලින් නිෂ්පාදනය කිරීම සඳහා දේශීය ව්යාපාරිකයින් දිරිමත් කරවීමටත්, සංචාරකයින්ට සේවා සපයන කුඩා පරිමාණ හෝටල් හිමියන්ට සහ 'Homestay' වැඩසටහන් සඳහා ශ්රී ලංකා සංචාරක සංවර්ධන අධිකාරියේ ලියාපදිංචි නිවාස හිමියන්ට මූල්ය පහසුකම් සැලසීමටත් නියමිතය. මෙම ණය යෝජනා ක්රමය රජයේ හා පෞද්ගලික බැංකු හරහා ක්රියාත්මක කිරීම පිණිස මුදල් හා ජනමාධ්ය අමාත්ය මංගල සමරවීර මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
මහව සිට ඕමන්තේ දක්වා දුම්රිය මාර්ගය සංවර්ධනය කිරීම
- මහව සිට ඕමන්තේ දක්වා වූ දුම්රිය මාර්ග කොටස ඉන්දියානු ණය ආධාර යටතේ ප්රතිසංස්කරණය සඳහා අමාත්ය මණ්ඩලයේ අනුමැතිය දැනටමත් හිමි වී තිබේ. මෙම ව්යාපෘතිය සඳහා ඉංජිනේරු, ප්රසම්පාදන හා ඉදි කිරීම් කොන්ත්රාත්කරුවන් හඳුනා ගැනීමේ ක්රියාවලිය ආරම්භ කරනු ලැබ ඇති අතර, ඉන්දියානු එක්සිම් බැංකුවේ නිරීක්ෂණ සැලකිල්ලට ගෙන, තෝරාගත් පූර්ව සුදුසුකම් සපුරා ඇති ආයතන 03ක් වෙත ලංසු ලේඛන නිකුත් කරනු ලැබ තිබේ.
ඒ අනුව, කිරීම මහව - අනුරාධපුර කොටස සහ අනුරාධපුරය - වවුනියාව වශයෙන් කොටස් දෙකකට මෙම දුම්රිය මාර්ග සංවර්ධන කටයුතු කඩිනමින් නිම කිරීමට සැලසුම් කර ඇති බවට ප්රවාහන හා සිවිල් ගුවන් සේවා අමාත්ය නිමල් සිරිපාල ද සිල්වා මැතිතුමා ඉදිරිපත් කළ තොරතුරු අමාත්ය මණ්ඩලය විසින් සැලකිල්ලට ගන්නා ලදී.
විසල් රත්නපුර ජල සම්පාදන ව්යාපෘතිය ක්රියාත්මක කිරීමට සඳහා අරමුදල් සලසා ගැනීම
- විසල් රත්නපුර ජලසම්පාදන ව්යාපෘතිය යටතේ ග්රාම නිලධාරි කොට්ඨාස 29ක් ආවරණය කරමින් නව නළ ජල සම්බන්ධතා 3,500ක් පමණ ලබා දීමට අපේක්ෂා කෙරේ. මෙම ව්යාපෘතියේ බෙදා හැරීම් පද්ධතිය සඳහා අවශ්ය අනෙකුත් උපාංග හා සවි කිරීමේ උපාංග, කපාට, නළ සැපයීම හා එළීම සඳහා වන කොන්ත්රාත්තුව අමාත්ය මණ්ඩලයේ අනුමැතිය පරිදි මේ වන විට ප්රදානය කරනු ලැබ තිබේ. එම කොන්ත්රාත් පිරිවැය ආවරණය කිරීම සඳහා අවශ්ය අරමුදල් සලසා ගැනීම පිණිස රුපියල් මිලියන 1,528.9ක ණය මුදලක් ලබා දීමට ලංකා බැංකුව එකඟ වී තිබේ.
ඒ අනුව, එම ණය පහසුකම ලබාගැනීම සඳහා ලංකා බැංකුව සමඟ ගිවිසුමකට එළඹීමට ජාතික ජලසම්පාදන හා ජලාපවහන මණ්ඩලය වෙත බලය පැවරීම පිණිස ජාතික ප්රතිපත්ති හා ආර්ථික කටයුතු අමාත්යතුමා වශයෙන් ගරු අග්රාමාත්ය රනිල් වික්රමසිංහ මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
හසලක ජල සම්පාදන ව්යාපෘතිය ක්රියාත්මක කිරීම සඳහා අරමුදල් සලසා ගැනීම
- හසලක ප්රදේශයේ පවතින පානීය ජල ගැටලුව විසඳීම සඳහා ක්රියාත්මක කරනු ලබන හසලක ජලසම්පාදන ව්යාපෘතිය මඟින් ග්රාම නිලධාරි කොට්ඨාස 33ක වෙසෙන 49,370ක පමණ ජනතාවට සෞඛ්යාරක්ෂිත පානීය ජලය ලබා දීමට සැලසුම් කර ඇත. මෙම ව්යාපෘතිය ක්රියාත්මක කිරීම සඳහා අමාත්ය මණ්ඩලයේ අනුමැතිය පරිදි මේ වන විට කොන්ත්රාත් ප්රදානය කරනු ලැබ ඇති අතර, එම පිරිවැය ආවරණය කිරීම සඳහා අවශ්ය අරමුදල් සලසා ගැනීම පිණිස රුපියල් මිලියන 6,235ක ණය මුදලක් ලබා දීමට මහජන බැංකුව එකඟ වී තිබේ.
ඒ අනුව, එම ණය පහසුකම ලබාගැනීම සඳහා මහජන බැංකුව සමඟ ගිවිසුමකට එළඹීමට ජාතික ජලසම්පාදන හා ජලාපවහන මණ්ඩලය වෙත බලය පැවරීම පිණිස ජාතික ප්රතිපත්ති හා ආර්ථික කටයුතු අමාත්යතුමා වශයෙන් ගරු අග්රාමාත්ය රනිල් වික්රමසිංහ මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
රත්මලාන ගුවන්තොටුපළ සංවර්ධනය කිරීමේ දීර්ඝකාලීන සැලැස්ම
- ශ්රී ලංකාවේ ප්රථම ජාත්යන්තර ගුවන්තොටුපළ වන රත්මලාන ගුවන්තොටුපළ 1969 වර්ෂය දක්වා මෙරට ප්රධාන ජාත්යන්තර ගුවන්තොටුපළ වශයෙන් ක්රියාත්මක විය. ප්රධාන වාණිජ නගරය වන කොළඹට ඉතා ආසන්නයෙන්, සියලු ප්රධාන මාර්ගයන්ට ප්රවේශය සහිතව පිහිටා ඇති මෙම ගුවන්තොටුපළ මඟින් වර්තමානයේ දෛනිකව දේශීය ගුවන් ගමන් 70ක් පමණ සිදු කරනු ලැබේ. පුහුණු ගුවන්යානා හා ජාත්යන්තර වෙළඳ ගුවන්යානා සැපයීම, විශේෂ සහ ප්රභූ ගුවන් ගමන් සූදානම්/පිළියෙල කිරීම, ජාතික ව්යසන අවස්ථාවන්හි මානුෂීය ආධාර සැපයීම ආදි මෙහෙයුම් කටයුතු මෙන්ම ශ්රී ලංකා ගුවන් හමුදාවේ මෙහෙයුම්ද මෙම ගුවන්තොටුපළෙහි ක්රියාත්මක වේ. එහි සිදු කෙරෙන ගුවන්යානා මෙහෙයුම් සංඛ්යාව ශීඝ්රයෙන් වර්ධනය වෙමින් පවතින අතර, ඊට සරිලන පරිදි සහ කොළඹ නගරය කේන්ද්ර කරගත් සංවර්ධන ව්යාපෘති සැලකිල්ලට ගනිමින් මෙම ගුවන්තොටුපළේ ධාරිතාව වැඩිදියුණු කළ යුතුව තිබේ.

විශ්වවිද්යාලවල යටිතල පහසුකම් සංවර්ධනය කිරීම
- 2018 වර්ෂයේ සිට විශ්වවිද්යාලවලට ඇතුළත් වන සිසුන්ගේ අධ්යයන කටයුතුවලට මනා අවකාශයක් සැලසෙන පරිදි හා ඔවුන් විසින් හදාරනු ලබන පාඨමාලාවලට උචිත වන පරිදි විශ්වවිද්යාලවල යටිතල පහසුකම් වැඩිදියුණු කිරීම සඳහා අයවැය ප්රතිපාදන වෙන් වී ඇත. ඒ අනුව, එම ප්රතිපාදන භාවිත කරමින්, පහත සඳහන් යටිතල සංවර්ධන පහසුකම් ව්යාපෘති ක්රියාත්මක කිරීම පිණිස උසස් අධ්යාපන හා මහාමාර්ග අමාත්ය ලක්ෂ්මන් කිරිඇල්ල මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් ප්රතිපත්තිමය වශයෙන් අනුමත කරන ලදී.
* යාපනය විශ්වවිද්යාලයේ, වවුනියාව මණ්ඩපයේ පුස්තකාලය සහ තොරතුරු තාක්ෂණ මධ්යස්ථානය සඳහා තෙමහල් ගොඩනැඟිලි 02ක් ඉදි කිරීම.

අම්පාර දිස්ත්රික් මහ රෝහලේ ආඝාත ඒකකයක් ඉදි කිරීම
- 'ආඝාතය', වැඩිහිටි ආබාධිත බව සඳහා ප්රධාන හේතුවක් වේ. ආඝාත රෝගීන් වෙනුවෙන් අවශ්ය ප්රතිකාර පහසුකම් වැඩිදියුණු කිරීම උදෙසා අම්පාර දිස්ත්රික් මහ රෝහලේ ආඝාත ප්රතිකාර ඒකකයක් ඉදි කිරීමට තීරණය කරනු ලැබ තිබේ. එම ප්රතිකාර ඒකකය ඉදි කිරීම සඳහා වන කොන්ත්රාත්තුව, අමාත්ය මණ්ඩලය විසින් පත් කරන ලද ස්ථාවර ප්රසම්පාදන කමිටුවේ නිර්දේශය පරිදි, රුපියල් මිලියන 213.9ක මුදලකට M/s Link Engineering (Pvt) Ltd. වෙත පිරිනැමීම පිණිස සෞඛ්ය, පෝෂණ හා දේශීය වෛද්ය අමාත්ය (වෛද්ය) රාජිත සේනාරත්න මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

Constructions work on the Anuradhapura Methsiri Sevana has being accelerated on the instructions of President Maithripala Sirisena.
The Methsiri Sewana will provide accommodation, food, intensive care and recreation facilities to CKDu patients from low income group families who visit the Anuradhapura Kidney Diseases and Research Institute to undergo dialysis treatment and kidney transplanting opperations. The Presidential Task Force for the Prevention of Kidney Ailments, sponsors the project at a cost of Rs. 310 million on the instructions of the President.
The Sri Lanka Army, Navy and Air Force provide manpower to construct it under the supervision of Major Mahendra and Captain Fernando of the Sri Lanka Army Corps of Engineering Service 2nd Engineering Service Regiment at Pandulagama, Anuradhapura.
The Civil Engineering Consultancy and procurement of materials to construct the project are executed and coordinated by the North Central Provincial Council.
Provincial Chief Secretary H.M.P. Bandara said construction would be completed in July.
"Eighty beds have been reserved to accommodate CKDu patients. Information Technology, Communication, Library and Laboratory facilities are provided for researchers on the prevention of kidney diseases in the NCP. They will be provided with accommodation facilities as well.
The Methsiri Sevana is within close proximity to the Anuradhapura Kidney Hospital at Harischandra Mawatha.
The Province has nearly 1,000 CKDu patients. Of them, 19,000 undergo regular dialysis treatment.

Sri Lanka gets $75mn from ADB for lending to small businesses

ECONOMYNEXT – The Government of Sri Lanka has got an additional US$75 million from the Asian Development Bank to be lent through banks to support small businesses expand and hire more people.
The finance ministry said the funds are in addition to $100 million lent by the ADB in 2016 to finance the Small and Medium-Sized Enterprises (SME) Line of Credit Project which is to be completed in two years by March 2020.
“The objective of the project was to strengthen the SME sector in Sri Lanka by facilitating access to finance and expand the employment opportunities in the sector,” statement said.
“The project is being successfully implemented and given the importance of this intervention, the government decided to obtain an additional financing through a loan of USD 75 million with the intention to scale up the ongoing SME Line of Credit Project.”
The additional financing will be used to develop innovative SME financing schemes, enhance capacity of SMEs in targeted clusters to access financial services and strengthen international competitiveness of the information and communication technology/business process outsourcing (ICT/BPO) cluster.
The additional loan of $75 million will be disbursed in three tranches of $25 million each.
The government will relend the funds in local currency to participating banks through three semiannual allocations based on the banking sector’s average weighted deposit rate.
The proceeds of the loan will be available to the participating banks for relending to the SMEs based on the previously agreed targets between the Asian Development Bank and the government specially focusing on first time borrowers, women-led SMEs and SMEs located outside of Colombo.

“The objective of the project was to strengthen the SME sector in Sri Lanka by facilitating access to finance and expand the employment opportunities in the sector,” statement said.
“The project is being successfully implemented and given the importance of this intervention, the government decided to obtain an additional financing through a loan of USD 75 million with the intention to scale up the ongoing SME Line of Credit Project.”
The additional financing will be used to develop innovative SME financing schemes, enhance capacity of SMEs in targeted clusters to access financial services and strengthen international competitiveness of the information and communication technology/business process outsourcing (ICT/BPO) cluster.
The additional loan of $75 million will be disbursed in three tranches of $25 million each.
The government will relend the funds in local currency to participating banks through three semiannual allocations based on the banking sector’s average weighted deposit rate.
The proceeds of the loan will be available to the participating banks for relending to the SMEs based on the previously agreed targets between the Asian Development Bank and the government specially focusing on first time borrowers, women-led SMEs and SMEs located outside of Colombo.

Port access elevated highway : Prospective bidders raise concerns
Prospective bidders are raising concern over the Road Development Authority’s (RDA) eligibility criteria for the Port Access Elevated Highway, now at the pre-qualification stage, the Sunday Observer learns.
The project, funded by the Asian Development Bank (ADB), will run from the New Kelani Bridge (NKB) interchange to the Chaitya Road interchange, mostly over the existing port access road and is expected to connect the marine drive extension to the highway network at the NKB interchange. Prospective bidders allege that a particular clause in the eligibility criteria limits competition and makes the project more expensive overall. The clause states ‘that to be eligible for the project, bidders must have constructed a 5 km elevated highway that must be more than US$ 200 million in value.’
When the Sunday Observer contacted the Minister of Highways and Higher Education, Lakshman Kiriella, he said that ‘the requirement’ has been stated because it is necessary to seek companies which have that capacity and experience to do a similar project.
“We have calculated the minimum amount that will cost to build five kilometres and it is based on that premise that we have asked for a similar prequalification. Our engineers have calculated the minimum amount and that is why we have put this requirement,” the Minister said.
A letter written to Project Coordinator A. H. M. Nizar, and copied to Prime Minister and other relevant authorities, a concerned bidder said that a clause that covers, “Contracts of size and nature” of the prequalification document limits competitiveness.
“The cost structure of civil projects varies depending on many factors, such as the financial viability of a company, its ability to carry out a project and the technical ability of the company must be judged separately and should not be linked together under one limiting clause as per the clause 4.1 as it stands now,” the letter stated.
Speaking to the Sunday Observer, Nizar said, the estimate was checked by the RDA as well as the ADB earlier it was at USD 240 million then there was a request by several parties and we reduced the amount to USD 200 million.
“We have adhered to norms and precedents that we usually follow when calling for bids. We expect the prospective bidders to have done work of similar capacity. Since the contract prices may differ depending on the country, we decided to keep the price in US dollars,” he explained.
Refuting the argument that such a prerequisite may limit the number of bidders or cater to one bidder, he said that they have received 40 bids so far and except for one bidder who has raised issues, all the others have not.
However, bidders are pointing out that the next phase of these interconnected elevated highways, the NKB to the Rajagiriya section, which is similar in length and construction, does not contain this restrictive clause.
