Environment Monitoring Team visits Port City Site
Members of the Environmental Monitoring Committee (EMC) appointed by the Coast Conservation Department (CCD) to oversee the environmental compliance of the Colombo Port City Development Project made an inspection tour at the Project site on November 1st.
The EMC team which comprised of representatives from 20 government agencies including the CCD, CEA, RDA, SLLRDC, Dept of Archeology, Ministry of Fisheries, Ministry of Environment, Navy etc., expressed their satisfaction of the project’s compliance. They concluded that the reclamation and construction work is carried out according to conditions outlined in the development permit issued by the CCD.

ECONOMYNEXT – Nestlé Lanka said it has opened a milk plant in Sri Lanka’s Kurunegala area with an investment of Rs500 million that will expand its capacity to make popular dairy-based beverages.
The UHT or ultra-heat treatment plant will manufacture Ready-To-Drink (RTD) products like Milo, Nespray Nutri-Up, NescaféIce and Nestomalt, a statement said.
“The new UHT milk plant will positively impact the farmers we work with daily, strengthening our efforts to develop the local dairy industry,” said Shivani Hegde, Managing Director for Nestlé Lanka.
Nestlé, which has been operating in Sri Lanka for 110 years, focuses on manufacturing products locally, largely using local ingredients, and contributed Rs3.6 billion in 2015 to its dairy farmers as payment for fresh milk.
Central Bank governor Indrajit Coomaraswamy, who declared open the plant, said local manufacture of milk products reduces imports.
“External debt is a real challenge the country faces today. Nestlé, however, has greatly benefited the country by helping Sri Lanka earn and save its foreign-exchange reserves through the local manufacture of Nestlé’s strong brands,” he said.
Nestlé is also a fine example of a company that has fully integrated itself into the domestic economy through its many initiatives to empower the lives of 20,000 local dairy farmers, he added.
“Their new investment will further increase import substitution and exports in the country,” said Upul Jayasuriya, Chairman of the Board of Investment of Sri Lanka.

- නළ ජලය සැපයීම මඟින් තලාව, තඹුත්තේගම සහ ගල්නෑව යන ප්රාදේශීය ලේකම් කොට්ඨාසයන්ට අයත් ග්රාම නිලධාරි කොට්ඨාස 42ක් සඳහා සෞඛ්යාරක්ෂිත පානීය ජලය ලබා දීමේ අරමුණින් තඹුත්තේගම ජල සම්පාදන ව්යාපෘතිය ක්රියාත්මක කිරීම සඳහා දැනටමත් අමාත්ය මණ්ඩල අනුමැතිය ලබා දෙනු ලැබ තිබේ. ඒ සඳහා අවශ්ය අරමුදල් සලසා ගැනීමට චීන සංවර්ධන බැංකුව හා ලංකා බැංකුව සමඟ ණය ගිවිසුම්වලට එළඹීම පිණිස ජාතික ප්රතිපත්ති හා ආර්ථික කටයුතු අමාත්යතුමා වශයෙන් ගරු අග්රාමාත්ය රනිල් වික්රමසිංහ මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

- මගී ජනතාවට වඩාත් කාර්යක්ෂම දුම්රිය සේවයක් ලබා දීමේ අරමුණින්, ශ්රී ලංකා දුම්රිය දෙපාර්තමේන්තුව වෙත ඉන්දියානු ණය ආධාර ක්රමය යටතේ විදුලි ඩීසල් එන්ජින් 10ක් ප්රසම්පාදනය කිරීම සඳහා වූ කොන්ත්රාත්තුව, අමාත්ය මණ්ඩලය විසින් පත් කරන ලද සාකච්ඡා සම්මුති කමිටුවේ (CANC) නිර්දේශය පරිදි ප්රදානය කිරීම පිණිස ප්රවාහන හා සිවිල් ගුවන්සේවා අමාත්ය නිමල් සිරිපාල ද සිල්වා මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

- ශ්රී ලංකා විභාග දෙපාර්තමේන්තුව විසින් වර්ෂයකට විභාග 270ක් පමණ පවත්වනු ලබන අතර, එම විභාග සඳහා අවශ්ය ලක්ෂ 160කට අධික ප්රශ්න පත්ර ඇතුළු වෙනත් ලේඛන විශාල ප්රමාණයක් මුද්රණය කිරීම එම දෙපාර්තමේන්තුවේ මුද්රණාලය මඟින් සිදු කරනු ලැබේ. ප්රශ්න පත්රවල රහස්යභාවය ආරක්ෂා කරගනිමින් දෝෂවලින් තොරව මනා නිමාවක් සහිතව ප්රශ්න පත්ර මුද්රණය කිරීම සඳහා මෙම මුද්රණාලය නවීකරණය කළ යුතු බව හඳුනාගනු ලැබ තිබේ. ඒ අනුව, රුපියල් මිලියන 530ක ඇස්තමේන්තුගත පිරිවැයකින් ශ්රී ලංකා විභාග දෙපාර්තමේන්තුවේ මුද්රණාලය සඳහා ඩිජිටල් තාක්ෂණයෙන් යුත් මුද්රණ යන්ත්ර හා උපකරණ මිල දී ගැනීම පිණිස අධ්යාපන අමාත්ය අකිල විරාජ් කාරියවසම් මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
කොළඹ ආනන්ද විද්යාලයේ සත්මහල් නව ගොඩනැඟිල්ලක් ඉදි කිරීම

Four Sri Lanka expressway contracts draw only single bids

ECONOMYNEXT – Only one consortia of bidders submitted proposals for each of four civil work contract packages to build part of Sri Lanka’s Central Expressway, according to the ministry of highways.
Contracts for the construction of a 39.29 kilometre section 2 of the Central Expressway project, from Meerigama to Kurunegala, were approved by the Cabinet of Ministers this week, government spokesman Health Minister Rajitha Senaratne said.
The ministry had invited proposals from pre-qualified consortia of bidders for all four contract packages in the project.
But only one consortium of bidders submitted the bid for each contract package, according to the ministry.
The rates quoted by the four bidders were 18-20 percent higher than the engineer’s estimate, it said.
These rates were later negotiated down and the bidders lowered their prices to 7.80-8.25 percent higher than the engineer’s estimate.
The contracts were awarded to the following consortia:
Package A of 9.81km to the ICC, Access Engineering, Nawaloka joint venture, which bid at Rs42.5 million, but was given the contract at Rs34.1 million without value-added tax (VAT).
Package B of 10.20km to Sierra, Olympus, Tudawe, and CEC joint venture, which bid at Rs42.7 million, but was given the contract at Rs43.6 million without VAT.
Package C of 10.88km to KDAW, NEM, E&C consortium, which bid at Rs41.8 million, but was given the contract at Rs32 million without VAT.
Package D of 8.5 km to MAGA, CML-MTD consortium, which bid at Rs46.1 million, but was given the contract at Rs36.3 million without VAT.

Cabinet approves Rs. 137 b Central Expressway section for local contractors

Cabinet yesterday approved allocating Section II of the Central Expressway section from Meerigama to Kurunegala to local contractors at a cost of Rs. 137 billion but declined to explain why only one bid was received for each section or to respond to queries of opaque tender procedures.
The cost for the section, spanning 39.29 km, ran into a dispute as bidders sent in contract packages that were 18%-20% higher than the estimate given by the State engineer, the Cabinet paper submitted by Highways and Higher Education Minister Lakshman Kiriella showed.
However, despite the higher cost the Government did not allow for competitive bidding through open tenders but instead only received one bid for each of the four parts Section II was divided into.
“The Cabinet Appointed Negotiating Committee after having considered the recommendations of the Procurement Committee and the outcome of the negotiations with the bidders decided to recommend for the approval of the Cabinet that the respective contract packages be awarded to the respective consortium of contractors which has submitted the bid for the relevant package at the corresponding negotiated bid price,” the Cabinet paper noted.
It also goes on to say that “only one bid was received for each contract package” and therefore an appeal procedure would not be applicable.
The Government engineers’ initial estimate of Rs. 126.8 billion without VAT was later negotiated up by the Cabinet Appointed Negotiation Committee (CANC) to Rs. 137 billion excluding VAT, which is an 8.05% increase, documents seen by the Daily FT said. Cabinet spokesman Dr. Rajitha Senaratne argued that the revision had to be made as none of the bidders were willing to meet the Government’s estimate.
“The procurement committee and the CANC had several rounds of discussions to sort out this issue. The private sector has always asked to have access to these large scale projects and they were never allowed under the previous Government. Now we have given them this chance,” he disputed.
When reporters raised questions about the other sections of the Central Expressway Dr. Senaratne brushed them aside by promising to ask Highways Minister Lakshman Kiriella to attend the Cabinet briefing next week to respond to concerns.
Local media had earlier reported the Government is in talks with China’s Exim Bank to fund Section I of the Central Expressway, which the contractor, the Metallurgical Construction Company (MCC) of China, has now priced at Rs. 158 billion or Rs. 12 billion more than was originally stated. MCC has been awarded the contract without a tender.
Section I runs 37.1 km from Kadawatha to Mirigama. At the current price, this translates to nearly Rs. 4.3 billion per km. the Government has also run into fresh controversy over its decision to prelist Japanese companies allegedly with the support of the Japanese embassy for the 32.5 km Section III of the Central Expressway from Pothuhera to Galagedara in Kandy.
Under the latest Cabinet decision the entire length of Section II has been broken into four sections named Package A, B, C and D. Package A (9.71km) has been given to the International Construction Consortium (ICC), Access and a joint venture with Nawaloka and Kdesh for Rs. 34.1 billion. Package B (10.20 km) has been parcelled off to Sierra, Olympus, Tudawe Brothers and Consulting Engineers and Contractors (CEC) for Rs. 34.5 billion. Package C was given to K.D.A Weerasinghe and Co. (KDAW), NEM Construction, and the lesser known E&C at a cost of Rs. 32 billion.
Package D, despite having the shortest span of 8.5km, was given to MAGA Engineering, CML-MTD Construction, along with V. V. Karunaratne & Co and Hoveal Construction for Rs. 36.2 billion.
Under this allocation, each kilometre in Package A will cost Rs. 3.52 billion, which is an increase of 8.22% from the initial price estimate. Each kilometre in Package B will cost Rs. 3.39 billion, which is a 7.94% increase and Package C will cost Rs. 2.94 billion per kilometre, a 7.8% increase from the initial estimate given by the State engineers. Package D has the highest cost of Rs. 4.27 billion per kilometre and is a 8.21% increase from the initial forecast. On average, each kilometre of Section II will cost Rs. 3.49 billion.
The Cabinet spokesman defended the price increases saying they were due to design changes made from the initial drawing done during the tenure of the previous Government.
The Cabinet paper submitted by Kiriella noted that the “cost of a kilometre is different from package to package due to the additional cost for construction of interchanges, railway overpasses and operational areas and due to different lengths of viaducts.”
Package A has one interchange and a 2.11 km-long viaduct, Package B two interchanges and a 1.77 km-long viaduct and Package C is a 0.56 km viaduct. Package D will have two interchanges, one railway overpass, one operational area and a 2.35 km-long viaduct.

BIA to get Rs. 635 b facelift
New immigration hall, electronic mall at arrival terminal and expansion of departure concourse
Cabinet yesterday gave the takeoff signal for the Rs. 374 billion construction of a new immigration hall and electronic mall at the arrival terminal at the Bandaranaike International Airport (BIA) along with the Rs. 261 billion expansion of the departure concourse.
The Cabinet papers submitted by Transport and Civil Aviation Minister Nimal Siripala de Silva detailed that the immigration hall and new mall construction had been awarded to Olympus Construction at a cost of Rs. 374 billion.
An additional 10% of the contract value exclusive of VAT amounting to Rs. 37 million is to be allowed for physical contingencies while another Rs. 18.7 million is to be allowed for pricing contingencies.
Expansion of the public concourse has been given to R.N. Constructions at a cost of Rs. 261 billion, the Cabinet paper added. (UJ)
