    Hong Kong-based leisure group Shangri-La Hotels and Resort yesterday confirmed that One Galle Face, the upscale contemporary collaboration of Shangri La Hotel, Residences, Office and Retail project, will be completed by 2018 with a total investment of $ 608 million.

    BOT system for two elevated highways

    The Government has dropped a plan to obtain a loan from a Japanese bank to construct an elevated highway in the suburbs of Colombo and instead is to go in for a Build Operate and Transfer (BOT) basis project. Under the proposed plan, talks were underway with the Japan Mitsubishi Bank for the construction of a 10.4 km-long elevated highway between Rajagiriya and Athurugiriya and a 6.9km long elevated highway from Rajagiriya to Dematagoda, but was dropped due to the high cost, Road Development Authority (RDA) Chairman Nihal Suriyaarachchi said.

    He said the BOT system was more beneficial as it would reduce the loan-repayment burden on the Government and it would not have to set targets to raise funds.
    The project is to be completed within three and a half years after construction begins early next year. According to the plan, vehicles on this elevated highway could travel at 80 kmph and the travel time between Dematagoda to Athurugriya is expected to be 15 minutes.

    As the next phase of the project another elevated highway will be constructed from Dematagoda to the Port with Asian Development Bank (ADB) funding. The project is to cost about 30 billion. After a 30-year period the ownership of the highway will be taken over by the Sri Lankan Government.

    China-dominated joint venture taking control of Hambantota port

    A Chinese-dominated joint venture (JV) will be granted comprehensive control of Hambantota port — including its internal security — under a framework agreement signed this week between the Sri Lanka Government and China Merchants Port Holdings Company (CMPort). The agreement, which was seen by the Sunday Times, was entered into between CMPort and the Secretaries of the Ministries of Finance, Port and Shipping, and Development Strategies and International Trade.

    The final deal is to be signed in January. The Framework Agreeement provides for the setting up of a JV company between CMPort and the Sri Lanka Ports Authority in which the Chinese company will hold 80% of shares and SLPA 20%. This will entitle the SLPA to a single seat on its board. The term of the lease and concession period is 99 years.

    The SLPA had proposed a share split of 65% for CMPort and 35% for SLPA. But the Chinese had insisted that, since the Cabinet Committee on Economic Management (CCEM) and Cabinet had already approved the 80-20% split, the formula could not be changed, documents seen by the Sunday Times show. CMPort has not consented to immediate royalty payments to the SLPA. “It was explained that the Chinese side is in agreement to consider the request of the SLPA on royalty payment, on a revenue sharing basis, once the port utilisation reaches a mutually-agreed level of performance,” a joint Cabinet memorandum signed by Development Strategies Minister Malik Samarawickrama and Special Assignments Minister Sarath Amunugama states.

    The framework agreement sees the Chinese-led venture gaining authority over pilotage (directing ship movement) service, navigation service, tug service, berthing service, port security service, lighterage (use of lighters in loading, unloading and transporting ships) service, shipping and transhipping, warehousing, mooring service, wharfage, supply of water, fuel and electricity, bunkering and inner anchorage service.

    The Chinese also gain control of diving and ship repair including underwater ship repair service, handling petroleum, petroleum products and lubricating oils to and from vessels and between bunkers and depots, and any other service incidental to all services stated above.

    The JV will acquire or lease (as the case may be) all operational assets and common user facilities, including container terminals, multi-purpose terminals and oil terminals with fuel storage and supply facilities, the manmade island, sea channel, breakwater, access road, turning basin, navigation, cofferdam and common user terminals.

    The SLPA had wanted the security of the port to be handled by the Authority. However, the Chinese had insisted on the JV doing this on its own. Accordingly, the framework agreement states that the national security of Hambantota port shall be controlled by an Oversight Committee consisting of representatives of the Sri Lanka Navy, Sri Lanka Police and SLPA.

    “However, all internal security within the Hambantota Port premises, the safety of the cargo, vessels, and the personnel, including but not limited to manning of the entry/exit gates shall be the responsibility of the JV, who will be guided and monitored by, and work in close coordination with the said Oversight Committee, so appointed,” it holds.

    The Government has consented to appoint an Independent Port Regulator “to enable operational efficiency and to ensure effective regulation of port operations”. This will require amendment to relevant legislation.

    The JV is to collect all the revenue from provision of services, etc. Meanwhile, any and all debts, loans, claims and liabilities in relation to the Hambantota port, including any accumulated debts in relation to design, development and construction of the Hambantota Port, existing prior to or relating to the period prior to the transfer of assets of the project to the JV, “shall be and continue to be to the account of an be the responsibility” of the Government of Sri Lanka.

    The parties have agreed that, for the period till the JV attains 50% throughput utilisation or during the first 15-year period, whichever occurs first, there shall be no container port/terminal development directly in competition with the activities of Hambantota port within a 100-km perimeter from the periphery of the port. Such exclusivity shall not restrict the development of fishery harbours, cruise terminals or marinas within the said exclusive limit, and similar and general cargo terminal developments in the ports of Galle and Oluvil.

    For avoidance of doubt, the ports of Colombo, Trincomalee and Kankesanthurai are excluded from the exclusive limit and free to carry out their own developments.

    New Kurunegala- Habarana Railway line project:

    China gives with one hand; takes away with the other

    Government will go ahead with the Kurunegala- Habarana Railway line project entertaining an unsolicited an Chinese bid for the construction work, a major shift from its widely-proclaimed competitive bidding policy.

    Under the 5-year plan of ‘Let’s Awaken Polonnaruwa’ District Development Programme (2016-2020), the project for the construction of a rail track from Kurunegala to Habarana via Dambulla, 80 km in length has been identified as a priority, Transport Ministry Cabinet Memorandum revealed.

    China has agreed to contribute to the implementation of this project and therefore the proposal made by Transport Minister Nimal Siripala de Silva, to appoint a project team for speedy action to complete the project and acquire the lands required for the identified trace of the rail track was approved by the Cabinet earlier this year.

    The Transport Ministry has entertained the construction contract proposal with a revised bill of quantity amounting to US$959.89 million submitted by the China State Construction Engineering Corporation Ltd (CSCEC).

    This tender is to be awarded to CSECE in an unsolicited bid of around Rs.1 billion ignoring the government’s good governance pledge of sticking to proper tender procedures, Business Times reliably learns.

    The proposed 84-km Kurunegala- Habarana railway line will run across the commercial towns of Dambulla and Sigiriya in the North Central Province.

    Such a massive railway line construction project should be implemented in a phased out manner and the handing over the whole 5- year project contract (Design and Build) to a Chinese company without a competitive bidding process is unacceptable, a senior engineering consultant who wished to remain anonymous told the Business Times.

    He noted that CSCEC’s project proposal should have been evaluated by a technical committee of experts without accepting half-baked solutions.

    Convenient transport

    Government plans to implement this project come under the 5-year “Let’s Awaken Polonnaruwa” District Development Programme 2016-2020.

    Construction of the rail track from Kurunegala to Habarana via Dambulla has been identified as an essential and prominent task under this programme.

    This project expects to provide convenient transportation for people in Eastern and North Central Provinces and to achieve provincial development by connecting Dambulla Economic Centre with the railway network.

    But the return on this massive investment is not substantial because the country’s railways operate as a state service not as a profitable venture, the senior engineering consultant pointed out adding that the issue here is the financial viability of the project in the long run.

    The current investment on all the railway lines so far constructed is enormous since these are based on commercial loan facilities, he said expressing fear that it will be a huge burden on the country’s economy.

    The trace runs almost parallel and on the side of A6 highway and is designed to operate trains at 100-120 kmph. The proposed railway trace should be evaluated in terms of engineering, economy, environmental and social aspects, he said.

    However promoters of the project are pushing it as a President’s initiative for their petty personnel gains without considering the government’s development priorities, he disclosed.

    Protesting against the involvement of the Chinese company, Convener of Railway Trade Union Alliance, S.P.Vithanage told the Business Times this proposal was made some time back to implement in stages with the deployment of Sri Lanka Railway Department engineers and workers without seeking foreign loans or foreign assistance.

    Local engineers ignored

    This railway line could be turned out by local engineers and workers of Sri Lanka Railways at much lower costs like they reconstructed the railway line devastated in the 2004 Tsunami , he said.

    Sri Lanka Railway’s exceptional reconstruction work of the Tsunami devastated coastal railway was completed in 56 days at a cost of less than Rs. 450 million in 2005, he pointed out adding that the Department has manpower and other necessary resources to carry out this massive task.

    The Central Engineering Consultancy Bureau (CECB) has completed the pre-feasibility study of the project and the preliminary survey of the proposed rail track line has been launched by the Survey Department in 2004.

    The estimated cost of the project at that time was US$ 225 million and it was scheduled to be completed by year 2016. However this didn’t materialise.

    In 2013, former Minister Basil Rajapaksa ordered the officials to accelerate the preparatory work to build the railway line from Kurunegala to Habarana.

    When contacted this week, Minister Nimal Siripala de Silva told the Business Times that the rail track would be constructed as a priority project via Dambulla and Galewela.

    Loan from China

    Defending the decision on an unsolicited bid, the Minister said that when projects come with a Chinese loan the government is obliged to give the contract to a Chinese company. The project is being funded through an EXIM Bank China loan.

    He noted that it is aimed to minimise the traffic congestion on Kurunegala-Dambulla road, transport agriculture harvest easily and minimise delays on the Colombo-Batticaloa/Trincomalee rail track.

    When asked to comment on the feasibility of the project, former Transport Ministry Secretary and economist Dr. Lalithasiri Gunaruwan told the Business Times that there is no urgency in implementing this railway project as the return on investment and economic benefits are minimal.

    He said that this proposal was there for long time and it was proposed to implement using Railway Department manpower, engineering expertise and other necessary resources with government funding, stage by stage.

    Vehemently rejecting the entertaining of unsolicited bids for railway line construction contracts , he noted that what the government should do is to allow local engineers and enterprises to design and implement projects to the maximum possible extent, or resort to international competitive bidding whenever procurement from abroad becomes unavoidable and call bids together with that of supplier country bilateral credit terms whenever the Government of Sri Lanka finds shortage in capital funds and when multilateral soft loans are not available.

    Replying to a question raised on the high quotation made by the Chinese company, Dr. Gunaruwan noted that what the China has done in this instance was similar to give with one hand and take away with the other.

    Sri Lanka is expecting to get $1 billion upfront from the sale of an 80 per cent stake in the Southern Hambantota port from China and repay the same amount to the Chinese company for the construction of the Kurunegala- Habarana Railway line, he said.

    60 MW for railway electrification

    The Ministry of Power and Energy confirmed that the power requirement for the proposed electrification of the railways system was a maximum of 60 megawatts (MW).
    The initial phase of introducing the electric train service will be from Veyangoda to Panadura and would require 20 MW. The second phase which concerns the Kelani Valley railway line is to be from Awissawella to Colombo while the third phase, yet unconfirmed but discussed in the steering committee appointed to look into the matter, is proposed to be from Pugoda to Kosgama.

    The Ministry of Transport and Civil Aviation informed that the Asian Development Bank was presently conducting a feasibility study into the proposed electrification of the railways. The feasibility is to be finished by May next year.

    Subsequent to this, the next phase would be where projects are prioritized and detailed designs are done, a process which would take a year’s time, Secretary – Ministry of Transport, Nihal Somaweera added. Then contractors for implementation would be looked at and by mid 2018 the project could be commenced, he said.

    While the project is to tentatively be completed by 2020, depending on the momentum of implementation it could shift to 2021 or 2022.

    The power requirement for the project has been notified by the Ministry of Transport and Civil Aviation to the Ministry of Power and Energy and the Ceylon Electricity Board, representatives of which are in a steering committee appointed to look into this matter which has to be worked out with consultants.

    Director (Development) of the Ministry of Power and Energy and Media Spokesman of the Ministry, Sulakshana Jayawardena said that the requirements of the national grid have all been accounted including the demands made by the Ministry of Megapolis and Western Development for their developments, and those of the Ministry of Transport and Civil Aviation and other industries.

    Our forecasts account for a demand growth of 5% to 6% based on which we implement the long -term power generation plan, he added.

    “Although there are a few coal power plants in the long-term power generation plan, we plan to move towards renewable energy sources. The first liquefied natural gas power plant will be in 2019, proposals for which have already been sought from developers and contractors. All sources of power generation including even hydro have environmental impacts, which are however comparatively less than coal,” he explained.

    A separate division would be established within the Department of Railways with regard to the electric railway system.

    “This is not a new project. The electrification is an attempt to modernize the existing railways system. Other feasibilities too are being done,” Somaweera explained.

    It has been reported elsewhere that the estimated project cost is USD/$ 625 million and also that the second phase involved Ragama-Negombo while the third involved Maradana-Homagama.

    Restricting development of small ports : Government turns down Chinese proposal

    The Government has rejected the Chinese proposal to restrict development of Ports such as Galle and Oluvil within 200 km of the Magampura Mahinda Rajapaksa Port in Hambantota.

    Cabinet last week approved the proposal to issue the green light for the development of the second phase of the Hambantota Port on a public-private partnership with the Chinese company, China Merchants Port Holdings Company Limited (CMPHCL).

    The partnership would be based on a Framework Agreement approved by the Cabinet Committee on Economic Management.

    According to informed sources, whilst the Chinese side “had proposed a new condition to restrict the development of the Ports such as Galle, Oluvil which are within a radius of 200 km,” this was not contained in the Project Proposal nor in the first draft of the Framework Agreement.Thus this new condition was rejected and government decided to, “negotiate and reach agreement with the CMPHCL on a suitable time and performance based arrangement which does not impact their operations while the development of the Galle, Oluvil and other fisheries harbours in non-competing areas is not compromised.”

    The Ports of Colombo, Trincomalee and Kankesanthurai are to be excluded from the agreement. The Cabinet paper on the memorandum also stated that the Sri Lanka Ports Authority (SLPA), acting on behalf of the government, would enter into the agreement with the Chinese investor on January 7 alongside activities to mark the second year of assumption of office by President Maithripala Sirisena.

    The Hambantota Port which was initiated by former President Mahinda Rajapaksa was financed with Chinese loans worth over USD 1 billion. The first phase was opened in 2010.

    According to Government sources, the loan repayments on the project has been bleeding the Treasury dry and as a result the Framework Agreement has also agreed to sell an 80 percent stake at the Port to the Chinese investor.

    The SLPA which is the signatory on behalf of the Government, however, has suggested that the Chinese side “consider the request of the SLPA for a royalty payment on a revenue sharing basis after Port utilization reaches a mutually agreed level of performance.”

    The Ministry Secretary Chandani Wijayawardhana told the Sunday Observer that the agreement will stand for 99 years although after the conclusion of 15 years, the terms of the agreement will be revised every 5 years.

    The whole of Sri Lanka is more than familiar with the on going garbage crisis which has now reached almost near unsolvable status!

    Piles of refuse even in the heart of Colombo 7, in residential areas in the suburbs, in short everywhere has given cause for despair to residents, Corporates as well as diplomats and expatriates in the country; however all is not lost and help is at hand according to Recycle Energy Pvt Ltd, who together with their German counterparts Solventure Pvt Ltd, have the perfect solution at hand.

    “What’s more it’s one that does not involve the use of 3 garbage / sorting bags, but just one” said a spokesperson from Recycle Energy, allaying the fears of all householders who have nightmares of sorting out their garbage into not 1 but 3 bags” said Coordinator Recycle Energy Pvt Ltd, Kithminie Wanigasekera .

    The advantages of implementing the 1 garbage bag technology, otherwise known as the Combi Tech process are manifold, the primary one being that there is no necessity of sorting out or segregating of the solid waste, resulting in the use of just 1 garbage disposal bag. It is environment friendly and uses a non incineration technology. The process of disposal of solid wastes generates not only organic fertilizer but also alternative sources of energy for electricity as well as waste heat for cooling. “The waste heat thus generated by the Combi Tech process is used for cooling purposes, thus helping to reduce post harvest losses that amount to an exorbitant 40 percent or more of the harvested seasonal fruit and vegetable produced in the country.

    In addition Solventure and their local partners will supply compost / organic fertilizer to Lakpohora Fertilizer Company free of charge in their first year of manufacture, and subsequently at Rs 7/- per kilo. Lakpohora will also receive 5% of the profits from Solventure, while the country will receive an investment of US $ 80 million, high quality fertilizer under the supervision of German laboratories and state of the art technology as well.

    At a time when both garbage disposal as well as power supply present disproportionate problems, Combi Tech methodology which is the result of Sri Lanka’s Recycle Energy Pvt Ltd and Germany’s Solventure Pvt Ltd, present the ideal solution.

    අඩු ආදායම්ලාභී ප්‍රාදේශීය සභා නගා සිටුවීම සඳහා ආසියානු සංවර්ධන බැංකුවේ ආධාර යටතේ පුර නැගුම ව්‍යාපෘතිය ක්‍රියාත්මක වේ. එමඟින් කසළ සම්පීඩනය කර ප්‍රවාහනය කරන රථ (Garbage Compactors) 28 ක් සහ කෝම්පෝස්ට් අංගන වල කසළ හැසිරවීමේ රථ(Skid Steer Motor) 14 ක් ප්‍රාදේශීය සභා 38 කට බෙදාදීම ‍සිදු විය.

    කසළ සම්පීඩනය කර ප්‍රවාහනය කරන එක් රථයක වටිනාකම රුපියල් ලක්ෂ 126 ක් වන අතර, කෝම්පෝස්ට් අංගන වල කසළ හැසිරවීමේ රථයක මිල රුපියල් ලක්ෂ 44 ක්. ඒ අනුව, මෙම කසළ කළමනාකරණ රථ 42 සඳහා පළාත් සභා සහ පළාත් පාලන අමාත්‍යංශයේ, පුරනැගුම ව්‍යාපෘතිය රුපියල් ලක්ෂ 4,170 ක් වැය කර තිබෙන බව අමාත්‍යවරයා පෙන්වා දුන්නේය.

    මෙම උත්සවයට, අමාත්‍යංශයේ ලේකම් කමල් පද්මසිරි මහතා ඇතුළු අමාත්‍යංශ නිලධාරීන් සහ පුරනැගුම ව්‍යාපෘතියේ නිලධාරීන් සහභාගිවූහ

    අඩු ආදායම්ලාභී ප්‍රාදේශීය සභා නගා සිටුවීම සඳහා ආසියානු සංවර්ධන බැංකුවේ ආධාර යටතේ පුර නැගුම ව්‍යාපෘතිය ක්‍රියාත්මක වේ. එමඟින් කසළ සම්පීඩනය කර ප්‍රවාහනය කරන රථ (Garbage Compactors) 28 ක් සහ කෝම්පෝස්ට් අංගන වල කසළ හැසිරවීමේ රථ(Skid Steer Motor) 14 ක් ප්‍රාදේශීය සභා 38 කට බෙදාදීම ‍සිදු විය.

    කසළ සම්පීඩනය කර ප්‍රවාහනය කරන එක් රථයක වටිනාකම රුපියල් ලක්ෂ 126 ක් වන අතර, කෝම්පෝස්ට් අංගන වල කසළ හැසිරවීමේ රථයක මිල රුපියල් ලක්ෂ 44 ක්. ඒ අනුව, මෙම කසළ කළමනාකරණ රථ 42 සඳහා පළාත් සභා සහ පළාත් පාලන අමාත්‍යංශයේ, පුරනැගුම ව්‍යාපෘතිය රුපියල් ලක්ෂ 4,170 ක් වැය කර තිබෙන බව අමාත්‍යවරයා පෙන්වා දුන්නේය.

    මෙම උත්සවයට, අමාත්‍යංශයේ ලේකම් කමල් පද්මසිරි මහතා ඇතුළු අමාත්‍යංශ නිලධාරීන් සහ පුරනැගුම ව්‍යාපෘතියේ නිලධාරීන් සහභාගිවූහ
