    World Bank provides USD55mn to develop Jaffna

    Jun 02, 2016 (LBO) –The World Bank has approved a 55 million US dollar loan to Sri Lanka to improve urban services, preserve cultural and environmental assets and improve livability in Jaffna.

    “The loan will add development of rapidly urbanizing Jaffna to the existing Strategic Cities Development Project (SCDP), which is supported by the World Bank and was originally approved in 2014,” the bank said in a statement.

    A recent World Bank study, “Sri Lanka: a Systematic Country Diagnostic (SCD)”, identifies Jaffna as a rapidly growing, single-city agglomeration in the Northern Province of Sri Lanka.

    “Well planned cities can be centers of innovation and job creation as experienced in many parts of the world and this is an opportunity for Sri Lanka to connect people to prosperity,” Françoise Clottes, World Bank country director for Sri Lanka and the Maldives said.

    “There is substantial potential for economic growth in Jaffna, now that peace has returned. An improved urban environment is a favorable habitat for the developing enterprises that one day will become the engines of growth.”

    Guided by consultations with Jaffna’s citizens, the project will attempt to improve the road network and rehabilitate the drainage system while preserving the city’s ponds, which have played an important role in flood management and which could be key to climate change adaptation.

    In addition, the project aims to preserve cultural heritage assets such as public spaces and parks as well as encourage cycling as a means of reducing emissions.

    “Building trust among citizens and service providers is a challenge and an outcome we hope to achieve through the additional finance support to Jaffna through this project,” said Zhiyu Jerry Chen, World Bank senior urban development specialist and task team leader of the project.

    A city stakeholder forum will be used under this project for improved and continued citizen engagement to closely collaborate with the service providers in ensuring the project investments are put to profitable use for the people of Jaffna, he added.

    Financing for this project is provided by the International Development Association (IDA), the World Bank’s grant and low interest arm, with a maturity of 25 years that includes a grace period of 5 years.

    The Ministry of Megapolis and Western Development is the lead responsible agency for the implementation of this project with active participation from Jaffna Municipal Council and other implementation partner agencies, the statement said.

    Sri Lanka drops Bus Rapid Transport proposal from Megapolis

    June 02, 2016 (LBO) – The transport committee of Sri Lanka’s Western Megapolis has dropped an earlier proposal to introduce a Bus Rapid Transport (BRT) system due to reasons including inability to add additional bus lanes.

    The decision has been reached after analyzing a feasibility study by Moratuwa University which shows that the proposed BRT on Galle Road, for instance, will not be sustainable beyond 2025.

    Demand calculated by University of Moratuwa for 2025 on the Galle Road corridor is around 13,380 passengers per hour per direction in the system. “Hence it is needed to introduce new mode in 2025 to provide the adequate service for the public,” the Transport Team of the Megapolis Project Team, said in its report.

    A rapid transit system should evolve as a network, not on one or two corridors, the report adds.

    “In the Galle Road corridor 50% of the passengers starting their journey from Panadura , Moratuwa, Rathmalana , Mount Lavinia & Dehiwela leave the corridor by the time they reach the CMC limit in Wellawatte. And only 10% reach Fort. Therefore unless there is continuity of the same technology the expected transfer from other modes such as car, motor cycle and three wheelers will be minimum.”

    “If new LRT system to be introduced by 2025, it is a waste of money to start a new system which will be failed in 10 years time. Rather than introducing two different modes it is recommended to introduce high capacity mode at the initial stage which will sustain even after year 2035.”

    The committee said the report done by the university is an inconclusive one which would require review from an independently appointed committee or an organization.

    Speaking at a seminar conducted by Verite Research, Economist Lalithasiri Gunaruwan charged the transport committee for dropping the BRT without carrying out a proper feasibility study.

    “The committee itself says the BRT study is an incomplete one. Why can’t they do a proper feasibility study before dropping it,” Gunaruwan questioned.

    “After conducting a proper study, then you can select the least cost option by looking at the numbers.”

    However, Dimantha De Silva, team leader of transport committee said prior to developing transport proposals several study reports were analyzed such as the ComTrans Urban Transport Master Plan and the BRT study on Galle Road done by University of Moratuwa.

    “The best mode of transport for RTS was selected after several discussions and thorough analysis on different modes,” De Silva said.

    “As highlighted in the study, BRT has issues such as land acquiring issues, networking issues, demand and capacity issues.”

    The final Megapolis transport plan has focused on incorporating existing buses with bus modernization to provide buses with high level of service with necessary infrastructure development.

    It includes improved and modernized railway, RTS such as Light Rapid Transit (LRT) and Monorail along with new transport modes such as inland water transport.

    Korea Hyundai backed firm enters KKS Cement race with huge $450 mn pitch

    In a new breakthrough in the ongoing revival saga of historic Kankesanthurai (KKS) cement project, a South Korean conglomerate of global scale said it is vying to clinch the mega Northern project . Interestingly, the Korean conglomerate is to enlist yet another gigantic Korean multinational for the required engineering services for the huge KKS project.

    “We shall bring in all the necessary machinery and technology and can start from scratch” said an upbeat Chairman of Korea’s AFKO Group GMEX, Keun Young Lee .

    AFKO Chairman Lee made these comments after meeting Industry and Commerce Minister Rishad Bathiudeen at the Ministry of Industry and Commerce with Minister Bathiudeen.

    Lee’s AFKO Group, which merged to Korea’s multinational chaebol Hyundai Group in 2008, has its own construction and cement projects in Africa and elsewhere. Hyundai Motor Group has 18 affiliate firms with about $35 bn turnover and is the second largest chaebol in South Korea. “AFKO specialises in cement projects. We are keen to partner in the Kankesanthurai Cement Project and are ready to enter with $450 mn as a start.

    Sri Lanka which is economically growing fast has great potential and Shangri-La will bring in more investments to the country, said Kuok Meng Xiong - Chairman of the hotel, Sri Lanka.

    In an exclusive interview with Daily News Business after opening their US$ 125 million Shangri-La Resort and Spa near the Hambantota Harbour he said that their second property, Shangri-La, Colombo would open in less than 14 months.

    “We also saw the potential of Sri Lanka with its unique location, FTA’s with neighbouring countries, tourism and peaceful environment.”

    He said some of the world’s top hotel properties are managed by Sri Lankans and their style and skill also inspired them to invest in Sri Lanka.

    “Our company is into logistics, agriculture and several other businesses and we may look at investments in sugar and palm oil in Sri Lanka. We have confidence in Sri Lanka and its tourism and not are afraid to reinvest,” he said.

    In addition through Kenny Logistics Shangri-La will bring in some of the world renowned shopping mall companies as well as global brands to Sri Lanka and to Hambantota as well. “We are here not for short term gain but as a long term player and help in the country’s progress as well.

    Shangri-La is doing business with Sri Lanka for the past eight years though our Fortune brand oil. This is how we made contact with local people, entrepreneurs, and decision makers and found that Sri Lankans were honest, sincere and had many skills,” he said.

    The company then decided to invest in Sri Lanka with a Shagri-La Hotel and when they were head hunting for land had come across the 150 acre privately owned coconut estate in prime location and bought it, he said.

    Xiong said that they were not forced or pressurized to invest in Hambantota. “We were politically not influenced to build in Hambantota,” he said.

    The 33 year old entrepreneur based in Hong Kong said that they are looking at third property. “We are looking for locations and are working closely with BOI.”

    Commenting on their property in Galle Face, Colombo, he said it would have 565 rooms with suites. “We will have a 2,000 cover banquet hall and hope to catch a big share of the ‘wedding market’ in Colombo.

    US$3.5B Light Rail Transit For Colombo City

    Government is to expedite an LRT (Light Rail Transit) project at a cost of US$ 3.5 billion as the best viable option available and the most ideal transportation mode suitable for Colombo.

    A forum held last Thursday organized by the Chamber of Construction Industries (CCI Sri Lanka) was told that LRT was selected over other options i.e. Monorail, BRT etc as the primary transport solution for Colombo.

    “We are about to advertise for a detailed feasibility study and the RFPs (Request for proposals) for the LRT will be called after the feasibility study is concluded,” Lakshman Jayasekera, Project Director/Team Leader Western Region Megapolis Planning Project said.

    “LRT system is the viable transportation system that Sri Lanka could go in to in the current situation along with the acceleration of the Western Region Megalopolis Project,” opined Senior Lecturer, Transport Engineering Division, Department of Civil Engineering, University of Moratuwa Dr. Dimantha de Silva.

    “LRT is selected over monorail and BRT (Bus Rapid Transit) as it could be implemented at a reduced costs with ground operation as depots/yards stations are located at ground level although the lines could be either elevated or at ground level. It incurs lower operations costs as unlike for instance LRT does not pose switching issues. Although monorail is unable to expand as a network with crossings LRT could be expanded. Plus there are more providers across the world so we could have the system at a very competitive rate. In addition LRT is a well-established mode across the world,” Dr. de Silva added.

    “Although BRT can only offer a marginal capacity increase from 10,000 PPHPD (Passengers per hour per direction) to 13,000, under LRT (as well as Monorail) a tremendous increase of 30,000 PPHPD could be achieved. Plus the sustainability of the BRT system can only be ensured till 2025 as it would reach maximum capacity by then and will have to be replaced with rail base,” he added.

    However some transport experts were skeptical of selecting LRT.

    “A capital-intensive transportation mode such as LRT is not viable for Colombo,” opined Sri Lanka’s most renowned transport economist and Senior Lecturer in Economics, University of Colombo – Dr. Lalithasiri Gunaruwan.

    මහ කොළඹ ප්‍රදේශයද වෙනම පරිපාලන ඒකකයක්‌ ලෙස ක්‍රියාත්මක විය යුතු යෑයි උතුරු පළාත් සභාව විසින් සිය දේශපාලන විසඳුම් මාලාවෙන් යෝජනා කර ඇත.

    මෙම ඉල්ලීම මගින් කොළඹ නගර සභාව හා අවට වෙනත් නගර සභාද අහෝසි වේ.
