China calls for India to join hands and develop Sri Lanka

China’s top diplomat in Sri Lanka openly welcomed India to “join us and develop this country” while stressing economic ties, and not geo politics, would be the strong foundation for close relations between Sri Lanka and China. Referring to the Colombo Financial City, formerly known as Port City, Chinese Ambassador in Sri Lanka Yi Xianliang said the multi-billion dollar project which will be built by Chinese companies was open for joint-collaboration with India. “We welcome any third party to join us and develop this country. We are open to joint cooperation (in Port City) and open not only to India but any other country too. We welcome constructive partners,” said Mr. Yi addressing the National Chamber of Commerce on Wednesday.

He revealed that China will pump in US$8 billion in Foreign Direct Investment (FDIs) into the Financial City which will recruit 99 per cent of its workforce locally. Another $5 billion was touted as investments that will be available for economic zones in Hambantota and the Western province if they are given the green light by the Sri Lankan government. Ambassador Yi, a career diplomat, decried negative stories and comments (in the local media) over the last 18 months – since the government changed – which had created a climate of uncertainty. “Since the change of government there have been so many negative comments (about China’s involvement in Sri Lanka). There have even been stories that people in Sri Lanka would need visas from China to go to the Port City.

“But we, the Chinese government and the embassy here, said nothing for we believed the Sri Lankan government knew who their real friends are. We have no change in policy to Sri Lanka and I’m happy to say Sri Lanka has no change in policy to China,” Mr. Yi added. In the past year, President Maithripala Sirisena has made an official visit to Beijing while Prime Minister Ranil Wickremasinghe has made two official trips to China. The close bond between China and Sri Lanka had stood the test of time with Mr. Yi harking back to 1952 and the Rubber-Rice barter agreement signed by Dudley Senanayake’s government as testament to Sino-Sri Lankan friendship. The Ambassador intimated this friendship was bound to become even closer when an FTA (Free Trade Agreement) between the two countries – it will be China’s 20th FTA – is signed.

“We are hopeful we can finalise negotiations before the end of the year”. Sri Lanka’s main exports to China are tea, gems, fruits and fish amounting to around $4.6 billion last year. But Mr. Yi said there was massive room for increased trade in all sectors, especially tea. “We have a population of 1.3 billion people. If one per cent of our population drank one cup of tea (from Sri Lanka) a day, you will not be able to sustain it (exports) right now. There is a great opportunity available for Sri Lanka but this opportunity will not be there forever with fierce competition from other countries,” Mr. Yi added.

Rajagiriya over-pass slashes time between economic and political capitals :
Faster twin-city commuting

The Rajagiriya road overpass now under construction will bring the twin cities of Colombo and Sri Jayavardhanapura closer. The 4-lane overpass will enable fast commuting between the old commercial capital, Colombo and the rapidly-growing political capital, Sri Jayavardhanapura by 2018.

Phase 1 of the overpass construction, with a length of 533 metres, has commenced work along the A0 road between Colombo and Sri JAyavardhanapura at the Rajagiriya/Welikada junction, and will be concluded by December 2018.Explaining the project, the RDA official involved with the project said that under Phase 1 of the project, two lanes from Sri Jayavardhanapura towards Kollupitiya will be constructed over the Rajagiriya/Welikada junction.

Under Phase 2, the traffic lanes from Kollupitiya towards Sri Jayavardhanapura will be completed by December 2017. The over-pass will thus hold two lanes both ways, totalling four lanes.The current traffic volume during peak hours exceeding a hundred thousand vehicles a day, at the traffic speed of 2.5 to 3 kilometres per hour is expected to increase to 20 kilometres per hour, when the over-pass is fully constructed and is in use.

Once completed it is expected that 60 percent of the active traffic will flow through the over-pass.The Road Development Authority believes, this project would reduce the traffic congestion now prevalent at Sri Jayawardenapura Mawatha, by reducing the conflict between the main flows at the Rajagiriya junction among other objectives, such as, curtailing fuel wastage and road traffic accidents. Accordingly, traffic time will be cut down in half.

The other benefits expected from the project include, socio economic development, easing traffic congestion, reducing the travel time of road users and vehicle operating costs, increase of road safety and reducing air pollution.

Speaking to the Sunday Observer, Welikada Police OIC said that parallel lanes have been made available: "Parallel lanes on both sides of the construction site have been made, from the police station to President's College in Rajagiriya. On the Battaramulla side another lane has been allocated for vehicles that enter Colombo. But, we urge the public to take alternative routes and avoid the traffic during the period of construction, whenever possible," he said.Although the duration of construction for both, Phase 1 and 2, is estimated as two years, i.e. to be completed by December 2018, the Road Development Authority believes the project could be completed much sooner.

Funding for this construction is through a concessionary loan given by Spain, of which only 30% needs to be repaid at an interest rate of 1.85% within a period of 13 years.

Beira project: S’pore firm may get huge contract sans tender


A proposal to hire a Singaporean firm as design consultant for the Beira Lake redevelopment project without a tender has bred fears, the Government will disregard procurement guidelines in the awarding of contracts under the Western Region Megapolis Project.

Under the consultancy, the Beira Lake Master Plan–first formulated in 1996–will be updated. A Cabinet paper presented recently says recommendations of this plan are still valid but need to be revisited and modified in the light of new demands created by the Western Region Megapolis Plan.

“M/s Surbana Jurong (Pvt) Ltd, Singapore, is considered the most suitable candidate to undertake the study, considering the fact that their involvement [sic] in the preparation of the Western Region Megapolis Master Plan,” says a Cabinet paper presented by the Ministry of Megapolis and Western Development.

A quotation from the selected company, Surbana Jurong, has been submitted for Cabinet approval. The deal will cost the Government a minimum of US$373,000 or around Rs 54 million. An optional package to set up a ‘Master Plan Public Exhibition’ is priced at US$150,000 or around Rs 21.7 million.

The service proposal also provides a breakdown of the fees that various consultants will charge in the event the Government wishes to introduce variations or additional services to the contract. Thus, a project director would cost USS260 (Rs 37,600) an hour or US$ 2,210 (Rs 319,950) a day; associates would be US$ 230 (Rs 33,300) an hour or US$1,955 (Rs 283,049) a day; a project manager would be US$ 230 (Rs 33,300) an hour or US$1,955 (Rs 283,049) per day and so on.

“This is not an expensive contract,” said Megapolis and Western Development Ministry Secretary, Nihal Rupasinghe. “Surbana was involved in drawing up the Megapolis plan. This consultancy is an extension of that. Our objective is to get a marketable product.”

But a senior local consultant argued, “It is not the price but the procurement principle that matters. The contract could just as easily have been carried out by a Sri Lankan firm. Similarly, how do we know that the selected company is the best one and offers the best price? What is the difference between this and the unsolicited proposals of past?”

“The Beira Lake area will be the centrepiece of the proposed financial and trading hub,” he said. “Where is the input of Sri Lankan professionals? In any other country, it is a policy to involve local expertise. They look forward to this kind of development to increase in-house capacity. Sri Lanka has world-renowned architects, structural engineers and other skilled personnel. We should look to enhancing their skills and exposure and exporting their services.”

The Ministry has justified the selection of Surbana saying it has handled a wide array of projects in more than 200 cities and 50 countries. It also says the company completed master plans for more than 30 countries, including Sri Lanka. However, there are just ten specialists from Surbana among the 352 contributors published in the Western Region Megapolis Master Plan. They are listed as ‘external consultants’. Project insiders said they had played a limited role in the development of the plan.

Surbana Jurong is expected to be heavily involved in various development initiatives proposed by the Government, including the drawing up of a master plan for Trincomalee. In July, it was announced that Sri Lanka’s Board of Investment would enter into a memorandum of understanding with the company as a precursor to setting up of a joint venture.

Integrated Road Investment Programme in Eastern Province

Integrated Road Investment Programme (iRoad Project) is implemented by the Government of Sri Lanka in all provinces with the financial support from Asian Development Bank and executed by Road Development Authority. Around 650 km length of Provincial and Local Authority roads are to improve in Eastern Province under this programme.

A Memorandum of Understanding has been signed in between Road Development Authority and Eastern Provincial Council on 29.08.2016 for implementation of selected roads, including 03 years performance based maintenance under i Road project in the Eastern Province. Mr. N.N. Sooriyarachchi, Chairman, RDA and Mr. D.M.S. Abayagunawardana, Chief Secretary, EPC have signed the MoU.

Roads for rehabilitation and improvements were selected from all D.S. Divisions in three districts through a systematic manner and consultation with relevant stakeholders and included both Provincial Roads and Local Authority Roads for implementation of benefits to all communities in the province.

මෙම ව්‍යාපෘතිය යටතේ උතුරුමැද පළාතේ නව මාර්ග ව්‍යාපෘති 115ක් ක්‍රියාත්මක කෙරෙන අතර එමඟින් පළාතේ මාර්ග කි. මී. 500ක් කාපට් යොදා සංවර්ධනයට රජය රු. මිලියන 10,500ක් ලබා දී තිබෙනවා.

300 families in Bamba flats to be relocated in 60 storey building

The National Housing Development Authority (NHDA) would relocate the three hundred families living in the Bambalapitiya flats in a sixty storey building, after the flats were demolished for the proposed mixed development project, NHDA Deputy General Manager Sarath Kumara said.

Mr. Kumara said the Bambalapitiya flats would be demolished in order to claim the 10.16-acre land for another housing and semi-commercial project by a Singapore-based Indian company.

However, discussions were still ongoing with the people in the flats, and a date to knock down the building was yet to be decided, he said.

Mr. Kumara pointed out that each family would receive Rs.50, 000 - Rs. 80,000 as rental for temporary places until the construction of the new sixty storey building was completed.

He said an acre from the entire land, valued at Rs.11.3 billion, would be reserved for the relocation project. According to him, the construction of the new building would be completed in two and half years. However, the date of commencement is yet to be decided.

Sources said the Cabinet approval for the redevelopment of Bambalapitiya flats was given on March 2, 2016.

“This building, located near the sea, has decayed and become unsafe. The proposal made by Housing and Construction Minister Sajith Premadasa to implement the redevelopment of the Bambalapitiya flats with foreign investors recommended by the Board of Investment was approved by the Cabinet,” the government information department said.

The mixed development project which would be constructed on 9.16 acres of the total land would consist of semi-commercial ventures developed by the Singapore-based Indian company, Mr. Kumara said. (Piyumi Fonseka)

World Bank gets bullish on Sri Lanka

• Signs three key support projects worth $ 187 m in assistance
• Extends $ 100 m to boost Govt.’s economic reform push
• Inks $45 m credit to help protect natural habitats and resources
• Offers $42 m credit to protect people and infrastructure from climate-related risks

The World Bank appears to be getting more bullish as it committed $ 187 million for Sri Lanka yesterday for three key projects including supporting the Government’s push for economic reforms.

It extended a $100 million credit from the International Development Association (IDA) to support the Government’s economic reform program.

Sri Lanka has been making steady progress on economic reforms, with the Government aiming to create one million new jobs through a reform package focused on improving the country’s competitiveness, transparency and macroeconomic stability.

A recent World Bank study, the Systematic Country Diagnostic, highlighted the need for Sri Lanka to move from a largely inward-looking and public sector-driven economy to one that is capable of unleashing the potential of the private sector – leading to post-conflict economic growth and creating more and better jobs for Sri Lankans. The Sri Lanka Competitiveness, Transparency and Fiscal Sustainability Development Policy Financing (DPF), which is only the second DPF to Sri Lanka in a decade, aims to support the Government’s reform agenda by reducing obstacles to private sector competitiveness, establishing transparent and well managed public institutions and improving fiscal sustainability.

1982 වසරේදී ඉදි කරන ලද මාදුරුඔය ජලාශය කඩිනම් මහවැලි සංවර්ධන වැඩසටහන යටතේ ඉදි කරන ලද ප්‍රධාන ජලාශයන්ගෙන් එකකි. පොළොන්නරුව සහ මඩකලපුව දිස්ත්‍රික්ක පදනම් කරගත් මහවැලි 'බී' කලාපයේ ඉඩම් හෙක්ටයාර 39,000ක් කෘෂිකාර්මික කටයුතු සඳහා සංවර්ධනය කිරීම එමඟින් අපේක්ෂා කරන ලදී. එහි වම් ඉවුර සංවර්ධන කටයුතු ආරම්භකර ඉදි කිරීම් නිමවා ඇතත් මූල්‍ය ප්‍රතිපාදන ප්‍රමාණවත් නොවීම නිසා දකුණු ඉවුර ප්‍රදේශය සංවර්ධනය කිරීම මේ දක්වා ක්‍රියාත්මක කරනු ලැබ නොමැත. ඒ අනුව, වසර ගණනාවක් පැවති යුද්ධයෙන් බලපෑමට ලක්ව අඩාළව පැවති, පොළොන්නරුව සහ මඩකලපුව දිස්ත්‍රික්කවල සමාජ - ආර්ථික සංවර්ධනය උදෙසා පානීය ජල සම්පාදනය, වාරි ජල සම්පාදනය සහ යටිතල පහසුකම් සංවර්ධනය කඩිනම් කිරීම අරමුණු කරගනිමින් 'මාදුරුඔය දකුණු ඉවුර සංවර්ධන ව්‍යාපෘතිය' 2017- 2020 කාලය තුළ ක්‍රියාත්මක කිරීම පිණිස මහවැලි සංවර්ධන හා පරිසර අමාත්‍යතුමා වශයෙන් අතිගරු ජනාධිපති මෛත්‍රීපාල සිරිසේන මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලදි.

පොලොන්නරුව දිස්ත්‍රික්කයේ ජනතාවගේ ජීවන තත්ත්වය නඟා සිටුවීම සඳහා පිරිසිදු පානීය ජලය සැපයීමේ අරමුණින් 'පුබුදමු පොලොන්නරුව' - දිස්ත්‍රික් සංවර්ධන වැඩසටහන යටතේ ජල සම්පාදන ව්‍යාපෘති නවයක් (09) ක්‍රියාත්මක කිරීමටත්, 2017 හා 2018 වර්ෂ වෙනුවෙන් ඒ සඳහා අවශ්‍ය රුපියල් මිලියන 6,464.36ක ප්‍රතිපාදන වෙන් කරවා ගැනීමටත් නගර සැලසුම් හා ජල සම්පාදන අමාත්‍ය රවුෆ් හකීම් මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලදී.

නගරයේ රථ වාහන තදබදය ක්‍රමයෙන් උත්සන්න වෙමින් පවතින තත්ත්වයක් යටතේ, බස් රථ හෝ දුම්රිය ප්‍රවාහනය ප්‍රමාණවත් ලෙස සේවයේ යොදවා නොමැති ප්‍රදේශ සඳහා ජලාශ සහ ඇළ මාර්ග පාදක කරගත් ශීඝ්‍ර හා සකසුරුවම් ප්‍රවාහන සේවාවක් ලබා දිය හැකි බව හඳුනාගෙන ඇත. ඒ අනුව, කොළඹ නැඟෙනහිර - බටහිර සහ උතුරු - දකුණු ප්‍රදේශ සම්බන්ධ කරන විධිමත් සම්බන්ධීකරණ මාදිලියක් වශයෙන් දැනට පවතින ඇළ මාර්ග පද්ධතිය සහ සමුද්‍රය භාවිත කිරීම මඟින් කාර්යක්ෂම ප්‍රවාහන‍ ‍ෙස්වාවක් සලසා දිය හැකි අතර වැල්ලවත්ත - බත්තරමුල්ල (ඇළ මාර්ග ඔස්සේ), කොටුව - යුනියන් පෙදෙස (බේරේ වැව ඔස්සේ), මට්ටක්කුලිය - හංවැල්ල (කැලණි ගංඟාව ඔස්සේ) යන අභ්‍යන්තර ජල ප්‍රවාහන මාර්ග තුන මේ සඳහා විභවයක් පවතින මාර්ග වශයෙන් මහානගර ප්‍රවාහන කමිටුව විසින් හඳුනාගෙන ඇත. සුදුසු පෞද්ගලික ආයෝජකයෙකු හඳුනා ගනිමින්, රාජ්‍ය - පෞද්ගලික හවුල් ක්‍රමවේදය යටතේ නව අභ්‍යන්තර ජල ප්‍රවාහන පද්ධතියක් ගොඩනැඟීම සම්බන්ධයෙන් ශක්‍යතා අධ්‍යයනයක් කිරීම සිදු කිරීම පිණිස මහානගර හා බස්නාහිර සංවර්ධන අමාත්‍ය පාඨලී චම්පික රණවක මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලදී.

Sri Lanka approves building expressway from Kurunegala to Dambulla

Sept 08, 2016 (LBO) – Sri Lanka’s cabinet has approved the construction of the central expressway from Kurunegala to Dambulla with funds from Exim Bank of China.

This 60 kilometer long section of the central expressway has been identified as a project to be carried out under the ‘Awakening Rajarata’ Development Programme.

A cabinet decision said the Chinese Embassy has recommended China Gezhouba Group International Engineering Company, a Chinese state owned company for the construction of civil works.

According to the feasibility study carried out by Highways Ministry, the project has been identified as a highly feasible and needs to be implemented urgently.

The cabinet nod has also been obtained to complete the necessary evaluation and negotiation by the cabinet appointed technical evaluation committee.

As per the MOU signed between International Trade Ministry of Sri Lanka and Commerce Ministry of China, the Chinese Exim Bank will provide funds for the construction of this section of the central expressway.
