One developer, 4 projects, 4 cities, 377 units launch on one day
Global Housing and Real Estate Ltd. announced the launch of four different residencies – The Ocean Breeze in Negombo, City Edge in Battaramulla, Global Grand Residencies in Rajagiriya and Marriot Residencies in Colombo 06. This is the first time in Sri Lanka that a developer is announcing the simultaneous launch of apartments in four corners of the city making it a unique occasion.
The new collection of residences aim to promote an environmentally sustainable lifestyle with effortless connectivity to public modes of transport while taking design cues from their individual locations be it the beach in Negombo or the center of the city like Colombo. The interiors are warm, inviting, radiating, contemporary and elegant to cater to modern day needs.
GHR is a property developer which has been in existence for the last 14 years and have more than 100 real-estate projects and nine apartment projects in Colombo’s suburbs. Having their own construction team gives the group the ability to work within significantly low cost structures while not adding any ‘price-premium’ to the core product offering unlike some of the other developers.
Global Group Managing Director Dasun Wickramarathna commenting on the simultaneous launch said: “We are pleased to launch these residential towers in four different towns, which will comprise of studio, two and three bedroomed apartments. An investment in one of our apartments will give investors a greater value addition due to uniqueness of each project.”
Ocean Breeze, the largest of the projects will take the form of a hotel residency with 196 units and have the luxuries of a resort. The unique feature of these apartments would be that the owner can rent out the property as a hotel residency. Facilities include pool, gym, restaurant, club house, 24 hour security, elevators, air-conditioning, hot water, stand by generator and laundries. Units will be priced from 8.5 million rupees upwards.
City Edge in Battaramulla will consist of 130 three bedroom units. As the name suggests this project will bring their residents so much closer to the Metropolis of Colombo as it is close to a major access point to the 21.6 kilometre-long elevated highway which would be built from Athurugiriya to Colombo Fort under the Megapolis master plan. Koswatta junction where the project is taking place is one of the access points to this mega highway along with Malabe, Rajagiriya, Madinnagoda and Kolonnawa. Facilities include pool, gym, day care, club house, 24hour security.
Global Grand Residencies in Rajagiriya, the third set of residencies and the second project by GHR in Rajagiriya is situated down de Silva lane in the heart of Rajagiriya a sought after down-town location. This will be one of the more exclusive projects and will only have 15 units making it a boutique proposition to a would-be-investor or a resident.
Marriot Residencies in Colombo 06 is a medium sized project situated on Iswari Road and will have 36 units. Apartments will be economically priced from 25 million rupees and will be a real-estate development that can deliver excellent value to a would-be-resident or an investor.
City Edge and Marriot will have facilities like gym, club house, elevators, air-conditioning, hot water, stand by generator and 24 hour security.
GHR can lay claim to several completed projects that are seen in Battaramulla, Pelawatte, Thalawathugoda, Nugegoda, Mirihana, Nawala and Kotte. EU promises Euro 210 M. to SL
The European Union announced in Brussels today that it would provide a sum of Euro 210 million (the equivalent of Rs. 34 billion) to Sri Lanka for its development up to year 2020.
A statement issued by the Prime Minister's office said this was twice as much as the aid received during the years 2007 to 2013.
European Union is to provide this aid for the establishment of sustainable development, the resettlement of internally displaced persons and the development of poverty stricken areas in Sri Lanka.
Sri Lanka has been commended by the European Union for the progress it has made during the past 21 months.

Chinese investors get priority in Hambantota Development project
Sri Lanka has given priority to Chinese investors willing to invest in US$10 billion Hambantota Development project to be implemented in the Southern Province.
The Prime Minister’s office has issued a directive to officials concerned to make a request from Chinese Ambassador in Sri Lanka Yi Xianliang to formally recommend on the interested investors to the Cabinet Appointed Negotiating Committee in writing for awarding project contracts.
The government has insisted that converting debt into equity is an agreed policy of the state by the President and it is necessary to give priority to this aspect in selecting a party.
Sri Lanka has requested China to swap some of the US$8 billion it owes that country for equity in infrastructure projects and offered to sell stakes in its companies to Chinese firms.
Further instructions were given to initially negotiate with the Chinese investor to hand over the management of the Mattala Airport.
If the terms and conditions of the Chinese investor are not satisfactory, the other proposals received as per the Expressions of Interests called by the Transport Ministry for the airport will be evaluated, officials said.
The Hambantota Development project would consist of the establishment of oil refineries, a power generation plant and industrial zones in 1500 acre land area in Hambantota.
The Kandy–Colombo–Hambantota Corridor is to reshape the country’s urban landscape with two airports and two seaports.
The government’s aim is to bring down the current debt by inviting Chinese companies or Chinese investors to take over the some of the state-owned enterprises, with a view to taking at least part of that equity over.
Minister Malik Samarawickrema has been talking with some Chinese companies and also the government of China about the possibility of forming public-private partnerships, in which part of the debt will become equity held by the Chinese companies.
The country’s third port is to be built in Trincomalee. The government had entered into agreements with Singapore’s leading consultancy firm, Surbana Jurong Private Limited, to prepare a master plan for Trincomalee based on shipping, manufacturing and tourism, official sources said.
The area of 175 km to the south of Trincomalee would also be developed as high-end tourist resorts, the plan is to improve infrastructure for high-value tourism and the further develop the up country as well.
The government will also implement offshore projects such as yachting and cruises — stretching from the Northern Province to the historic Galle city in the South.

GSP+ sooner than expected
Sri Lanka will regain the GSP + concession sooner than expected, European Council President and former Poland Prime Minister Donal Tusk said, when Prime Minister Ranil Wickremesinghe called on him at the European Council headquarters in Brussels yesterday.
He said that that European Union was pleased at the manner in which Sri Lanka’s political and social reforms and the economy is moving.
He commended the outstanding efforts, commitment and sacrifices made by Prime Minister Ranil Wickremesinghe in restoring democracy in a country.
The European Union is Sri Lanka’s largest export market accounting for one fourth of all exports, of which garments constitute around 60 percent.
The EU consists of 28 powerful Western nations having a combined population of 500 million, and is the leading business dealer of the international trade, with nearly Euro 4,000 billion trade.
If trade concessions are restored to Sri Lanka, exporters will receive preferential access to the European market. Tusk said said that his organization is prepared to extend fullest cooperation in restoring the GSP+ concessions to Sri Lanka.
He assured to continue strengthening EU-Sri Lanka relations and trade and support the Sri Lankan government’s measures for good governance and reconciliation.
Sri Lanka has enjoyed GSP benefits from since the early 1970s., but lost access GSP+ since 2009, over human rights related issues.
Sri Lanka’s apparel sector took a severe beating as a result of losing access to the EU GSP + trade concession.
The new government, which took office last year, began talks with the EU to regain GSP+ and agreed to meet most of the conditions to obtain the facility. Sri Lanka reapplied for the EU GSP facility in June this year.
Most of Sri Lankan leading export products are included among the 7,500 products eligible for EU GSP. Prime Minister’s Chief-of-Staff and Law and Order and Southern Development Minister Sagala Ratnayake was also present.

- වසර 4ක් තුළ ඇමරිකානු ඩොලර් මිලියන 75ක ප්රාග්ධන ආයෝජනයක් යොදවමින්, දේශීය රැකියා අවස්ථා 1,000කට වැඩි ප්රමාණයක් උත්පාදනය කරනු ලබන, සම්පූර්ණ නිෂ්පාදනයෙන් 60%ක් අපනයන වෙළඳපොළ ඉලක්ක කරගත් රේඩියල් සහ ඝන ටයර් නිෂ්පාදන කම්හලක් හොරණ ප්රදේශයේ පිහිටුවීම සඳහා ඉදිරිපත්ව සිටින ආයෝජකයෙකු වෙත ශ්රී ලංකා ආයෝජන මණ්ඩලය හරහා අවශ්ය පහසුකම් සැලසීම පිණිස සංවර්ධන උපායමාර්ග හා ජාත්යන්තර වෙළඳ අමාත්ය මලික් සමරවික්රම මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
ලංකා රාජ්ය ජාලය - 2 ව්යාපෘතිය ක්රියාත්මක කිරීම
- රාජ්ය ආයතන හා මහජනතාව අතරත්, රාජ්ය ආයතන හා රාජ්ය ආයතන අතරත් ඩිජිටල් ක්රමයට අන්තර් සබඳතාව පවත්වා ගෙන යාම සඳහා ශ්රී ලංකා තොරතුරු සහ සන්නිවේදන නියෝජිතායතනය (ICTA) විසින් 2007 - 2012 කාල වකවානුව තුළ හඳුන්වා දෙන ලද ලංකා රාජ්ය ජාල ව්යාපෘතිය (Lanka Government Network - LGN) යටතේ ලබා දෙනු ලැබ ඇති දත්ත සම්ප්රේෂණ වේගය අඩු වීම ආර්ථිකය ඩිජිටල් කිරීමේ රජයේ අරමුණ ළඟාකර ගැනීමට ඇති ප්රධාන බාධකයක් වී තිබේ. ඒ අනුව ඉ රාජ්ය කටයුතු සඳහා අවශ්ය අධිවේගී සහ සුරක්ෂිත සම්බන්ධතාවන් හා නොමිළේ වයි - ෆයි සේවා සැපයීම ඉලක්ක කරගනිමින් ලංකා රාජ්ය ජාලය - 2 ව්යාපෘතිය ක්රියාත්මක කිරීම පිණිස විදුලි සංදේශ හා ඩිජිටල් යටිතල පහසුකම් සංවර්ධන අමාත්ය හරීන් ප්රනාන්දු මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

- බස්නාහිර කලාපයේ සහ ඒ ආශ්රිත අනෙකුත් ප්රදේශවල සිදුකෙරෙන සංවර්ධන කටයුතු හේතුවෙන් නිර්මාණය වන අනාගත ප්රවාහන ඉල්ලුමට සරිලන සාර්ථක දිගුකාලීන විසඳුමක් වශයෙන් සැහැල්ලු දුම්රිය සංක්රමණ (LRT) මාර්ග 7ක් හඳුන්වා දීම සඳහා දැනටමත් අමාත්ය මණ්ඩලය විසින් අනුමැතිය ලබා දී ඇත. මෙයින් මාර්ග 2ක් ඉදි කිරීම සඳහා සහයෝගය ලබා දීමට ජපාන ජාත්යන්තර සහයෝගිතා නියෝජිතායතනය (JICA) විසින් එකඟතාවය පළ කරනු ලැබ තිබේ. ඒ අනුව මෙම ව්යාපෘතියේ ඉතිරි සැහැල්ලු දුම්රිය සංක්රමණ (LRT) මාර්ග 5 සඳහා ආයෝජනය කිරීමට පෞද්ගලික අංශයට ආරාධනා කිරීමේ අරමුණින් ඒ සඳහා විධිමත් ශක්යතා අධ්යයනයක් කිරීම පිණිස මහානගර හා බස්නාහිර සංවර්ධන අමාත්ය පාඨලී චම්පික රණවක මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
මැදි ආදායම් නිවාස සහ යටිතල පහසුකම් සංවර්ධනය කිරීමේ කඩිනම් වැඩසටහන
- රාජ්ය සහ පෞද්ගලික අංශයේ මැදි ආදායම් මට්ටෙම් සේවකයින් සඳහා දැරිය හැකි මිලකට නිවාස පහසුකම් සැපයීෙම් අරමුණින් ක්රියාත්මක කරනු ලැබ ඇති 'මැදි ආදායම් නිවාස සහ යටිතල පහසුකම් සංවර්ධනය කිරීමේ කඩිනම් වැඩසටහන' යටතේ වසර පහක් තුළ නිවාස ඒකක 500,000ක් ඉදි කිරීමට අපේක්ෂිතය. මෙම වැඩසටහන සඳහා ස්ථාපිත කරන ලද ජාතික මෙහෙයුම් කමිටුවේ නිර්දේශ පරිදි, නිවාස ඒකක 332කින් සමන්විත කුන්ඩසාලේ ස්කාගාරවත්ත නිවාස යෝජනා ක්රමය සහ නිවාස ඒකක 860කින් සමන්විත හෝමාගම මවුන්ට් ක්ලිෆර්ඩ් යන නිවාස යෝජනා ක්රමයන්හි ඉදි කිරීමේ කටයුතු ක්රියාත්මක කිරීම පිණිස නිවාස හා ඉදිකිරීම් අමාත්ය සජිත් ප්රේමදාස මැතිතුමා ඉදිරිපත් කරන ලද යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
'රජරට නවෝදය' - ජනපති වැඩසටහන - 'පුබුදමු පොළොන්නරුව' දිස්ත්රික් සංවර්ධන ව්යාපෘති 2016 - 2020
- අතිගරු ජනාධිපතිතුමාගේ සංකල්පයක් මත ක්රියාත්මක කෙරෙන 'පුබුදමු පොළොන්නරුව' දිස්ත්රික් සංවර්ධන වැඩසටහන යටතේ හඳුනාගනු ලැබ ඇති, පොළොන්නරුව නව නගරය තුළ යෝජිත රජයේ සේවකයන්ගේ නිල නිවාස සංකීර්ණය හා පරිපාලන ගොඩනැඟිලි සංකීර්ණය ඉදි කිරීම, කදුරුවෙල නගර සංවර්ධනය සඳහා දුම්රිය නිල නිවාස නැවත ඉදි කිරීම, තමන්කඩුව ප්රාදේශීය සභා ගොඩනැඟිල්ල පොළොන්නරුව නව නගරය තුළ ඉදි කිරීම යන විශේෂ ව්යාපෘති 4 සඳහා වන ව්යූහාත්මක ඉංජිනේරු සැලසුම් කටයුතු හා ඉදි කිරීම් කටයුතු, රුපියල් මිලියන 4,120ක ඇස්තමේන්තුගත පිරිවැයක් යටතේ ඉංජිනේරුමය කාර්යයන් පිළිබඳ මධ්යම උපදේශක කාර්යාංශය (CECB)/ මධ්යම ඉංජිනේරු සේවා (පෞද්ගලික) සමාගම (CESL) වෙත පැවරීම පිණිස මහානගර හා බස්නාහිර සංවර්ධන අමාත්ය පාඨලී චම්පික රණවක මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
කළුතර රයිගම කර්මාන්ත හා තාක්ෂණ සංවර්ධන අධිකලාපයක් පිහිටුවීම
- නාගරික ප්රදේශවලට පමණක් සීමා වූ කාර්මික සංවර්ධනය ප්රාදේශීය මට්ටමට ව්යාප්ත කිරීමත්, ප්රාදේශීය සම්පත්වලින් අගය එකතු කළ නිෂ්පාදනයන් සිදු කරනු ලබන කර්මාන්ත ඇති කිරීමත්, ඉහළ වැටුප් සහිත රැකියා ග්රාමීය ප්රදේශවල සුලභ කිරීමත් අරමුණු කරගනිමින් කර්මාන්තපුර පිහිටුවීම රජයේ සංකල්පය වේ. මේ යටතේ නැඟෙනහිර ආසියානු රටවල ස්ථාපිත සංවර්ධන කලාපයන්හි පවතින යටිතල පහසුකම් හා සේවාවන්ට සමාන යටිතල පහසුකම් හා සේවාවලින් යුත් කර්මාන්ත හා තාක්ෂණ සංවර්ධන කලාප 11ක් දිවයිනපුරා පිහිටුවීමට සැලසුම් කර ඇති අතර, ඒ අතුරින් හම්බන්තොට, රයිගම, මහඔය සහ ත්රිකුණාමලය යන ප්රදේශයන්හි අධි කලාප 04ක් පිහිටුවීම සඳහා 2016 අයවැය ප්රතිපාදන තුළින් රුපියල් මිලියන 500ක් වෙන් කරනු ලැබ ඇත. ඒ අනුව, පාරිභෝගික හා නව තාක්ෂණ නිෂ්පාදන සඳහා වෙන් වූ තාක්ෂණ සංවර්ධන අධිකලාපයක් කළුතර දිස්ත්රික්කයේ රයිගම ප්රදේශයේ පිහිටුවීම පිණිස කර්මාන්ත හා වාණිජ කටයුතු අමාත්ය රිෂාඩ් බදියුදීන් මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
ඇල්පිටිය අගය එකතු කිරීමේ සැකසුම් කලාපයක් ආරම්භ කිරීම
- දිවයින පුරා කෘෂිකාර්මික අධිකලාප (Agricultural Mega Zones) 23ක් ඇති කිරීමේ රාජ්ය ප්රතිපත්තියට සමගාමීව අගය එකතු කිරීමේ සැකසුම් කලාපයක්, ගාල්ල දිස්ත්රික්කයේ ඇල්පිටිය ප්රදේශය කේන්ද්ර කරගනිමින් ආරම්භ කිරීමට සැලසුම් කර ඇත. එමඟින් ප්රදේශයේ නිෂ්පාදනවලට ඉහළ අපනයන ආදායමක් හිමි වනු ඇති අතර, තරුණ-තරුණියන්ට රැකියා අවස්ථාද නිර්මාණය වනු ඇත. ඒ අනුව, යෝජිත ඇල්පිටිය කෘෂි සැකසුම් කලාපය ආරම්භ කිරීම සඳහා දක්ෂිණ අධිවේගී මාර්ගය ආසන්නයේ පිහිටි, ඇල්පිටිය වැවිලි සමාගමට අයත් ඉගල්කන්ද හා කැටපලවත්ත ප්රදේශවලින් අක්කර 200ක් වෙන් කර දීම පිණිස වැවිලි කර්මාන්ත අමාත්ය නවින් දිසානායක මැතිතුමා; පාර්ලිමේන්තු ප්රතිසංස්කරණ හා ජනමාධ්ය අමාත්ය ගරු ගයන්ත කරුණාතිලක මැතිතුමා සහ ප්රාථමික කර්මාන්ත අමාත්ය දයා ගමගේ මැතිතුමා ඉදිරිපත් කළ ඒකාබද්ධ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

මහඔය ජල සම්පාදන ව්යාපෘතිය ජනතා අයිතියට
සැමට පිරිසිදු පානීය ජලය ලබාදීම අරමුණු කර ගනිමින් නගර සැළසුම් හා ජල සම්පාදන අමාත්යාංශය මගින් ජයිකා ආධාර යටතේ ඉදිකෙරෙන මෙම ව්යාපෘතිය මගින් මහ ඔය කලාපයේ ග්රාම සේවා වසම් 09 ක ප්රතිලාභීන් 14,000 කට සෙත සැළසේ. වියදම රුපියල් මිලියන දහසකි.
සැමට පිරිසිදු පානීය ජලය ලබාදීම අරමුණු කර ගනිමින් නගර සැළසුම් හා ජල සම්පාදන අමාත්යාංශය මගින් ජයිකා ආධාර යටතේ ඉදිකෙරෙන මෙම ව්යාපෘතිය මගින් මහ ඔය කලාපයේ ග්රාම සේවා වසම් 09 ක ප්රතිලාභීන් 14,000 කට සෙත සැළසේ. වියදම රුපියල් මිලියන දහසකි.
මහියංගන ජල සම්පාදන ව්යාපෘතිය ජනතා අයිතියට
මහියංගන ජනතාවට පිරිසිදු පානීය ජලය ලබාදීමේ අරමුණින් ඉදිකරන ලද ජල පවිත්රාගාරය අද (19) ජනතා අයිතියට පැවරිණි.
ශ්රී ලංකා රජයේ රුපියල් මිලියන 3500 ක මුල්ය දායකත්වයෙන් හා ඕස්ට්රියානු රජයේ සහනදායී ණය ආධාර මත ඉදිකෙරුණු මෙම ජල පවිත්රාගාරය මගින් මහියංගනය හා රිදීමාලියද්ද ප්රාදේශීය ලේකම් කොට්ඨාශවල ජනතාවට පිරිසිදු පානීය ජලය සැපයේ.
මහියංගන ජනතාවට පිරිසිදු පානීය ජලය ලබාදීමේ අරමුණින් ඉදිකරන ලද ජල පවිත්රාගාරය අද (19) ජනතා අයිතියට පැවරිණි.
ශ්රී ලංකා රජයේ රුපියල් මිලියන 3500 ක මුල්ය දායකත්වයෙන් හා ඕස්ට්රියානු රජයේ සහනදායී ණය ආධාර මත ඉදිකෙරුණු මෙම ජල පවිත්රාගාරය මගින් මහියංගනය හා රිදීමාලියද්ද ප්රාදේශීය ලේකම් කොට්ඨාශවල ජනතාවට පිරිසිදු පානීය ජලය සැපයේ.
