Port City officials inspect quarry sites
The Megapolis, Port City and the project contractor China Harbour Engineering Company (CHEC) have begun inspections of the quarries that will be supplying material for the Port City project.
Only licensed quarries can be used for the supply and the inspection tours are to ensure that all the conditions stipulated in the environment approvals are properly met. Nihal Fernando, Deputy Director General of the UDA and Director of the Port City Development Project, led the first of the visits.
The team included representatives from the Ministry of Megapolis, UDA, CHEC Port City Colombo (Private) Limited (the Project Company) and CHEC.
The visit was made to licensed quarries located in Meegoda and Korathota.
Of the total 250 quarries located in the districts of Colombo, Gampaha and Kalutara, only 11 quarries will be used for the supply of quarry material for the Port City Project.
The traffic related impact in transporting quarry material to the construction site was also analyzed, and transport hours have been divided into two sessions that avoid peak hours of the day, the Port City said in a press release.

Sri Lanka balances investments across India, China and Japan: official
Nov 23, 2016 (LBO) – Sri Lanka is internationalizing key investments in infrastructure across three Asian nations India, China and Japan, a government official said.
After failing to weigh competing interests in the past, observers say the current government is on the right track to develop Sri Lanka’s key infrastructure.
Japan will develop the light rail (LRT) system in Colombo, with participation of Mitsubishi and Hitachi, and part of the Central Expressway, the official said.
Up to four billion dollars in loans will be available at attractive rates for various projects, he said. With negative interest rates in Japan, JBIC currently offers attractive interest rates on its loans tied to Japanese companies.
India will get investment in the Colombo Port, railways and the oil tank farm in Trincomalee.
Although Indian companies have been slow to invest in the island — Cairn India quit its plans to explore oil and gas in the Mannar basin in July 2015 — this relationship is seen as crucial to the island’s infrastructure development and energy security.
China will build an LNG plant in Hambantota to add to its existing projects in the island such as the Colombo Port City and the Hambantota port and airport.
Chinese funding for the LNG plant is expected to be about one-third the cost of alternative financing that is available. These investments are being brought according to the Swiss Challenge system, the official added.

Nov 23, 2016 (LBO) – Sri Lanka’s cabinet has approved a proposal to improve 26 damaged interconnected roads in the Western Province.
The project will cover a total length of 30 km in Colombo, Moratuwa, Mahara and Avissawella areas by laying carpet at an estimated cost of 208.5 million rupees through the Provincial Road Development Authority of Western Province.
It is vital to develop interconnected roads to reduce the traffic congestion and regional transport infrastructure development in Western Province.

Korea Eximbank to establish two vocational training institutes
Nov 23, 2016 (LBO) – The Export-Import Bank of Korea (Korea Eximbank) will support establishing two vocational training institutes in Sri Lanka, namely, Vocational Training Centre in Colombo Central and College of Technology in Gampaha.
“As Sri Lanka aspires to become an upper middle-income country, it will need to bridge the gap between the industry skills demand and the labour supply,” the Korean embassy said in a statement.
“An important initiative that can help bridge this gap is to expand the physical infrastructure of the vocational training institutes and to improve the quality of TVET (Technical and Vocational Education and Training) programmes and teachers’ capacities in Sri Lanka.”
The scope of the project includes constructing and developing the aforementioned institutes; providing them with necessary equipment and facilities; conducting capacity building for vocational training instructors and policy makers; and providing further technical assistance and consulting services by dispatching Korean experts to Sri Lanka.
Through the successful completion of this project, it is anticipated to reduce the unemployment rate of the youth in Sri Lanka and to improve the satisfaction level of the industrial sectors who hire graduates from these institutes, the statement added.
Stressing the importance of the TVET sector to the overall economic development of the country, Ambassador Chang, Won-sam assured that the Government of the Republic of Korea will continue to share Korea’s development experience and knowledge in the TVET sector through continued development programmes in Sri Lanka.
Korea Eximbank also provides financing for international trade and overseas investment, to promote bilateral economic cooperation. Since 1978, Korea Eximbank has provided USD 340 million both for trade between Sri Lanka and Korea and for Korean companies’ foreign direct investments in Sri Lanka.

In a dramatic development for the tender for the Central Expressway project (CEP) which closed yesterday Sri Lanka was able to make a 1saving of Rs.1196 million due to the new competition introduced by the Japanese Embassy to the project.
Fujita Corporation, a fully owned subsidiary of Daiwa House Group of Japan has now won the bid.
CEP is funded by the Japanese Government and the Japanese Embassy of Sri Lanka shortlisted and nominated three strong Japanese companies five months ago and requested the Road Development Authority (RDA) to select the best company which is commercially most competitive.
The companies were Taisei Corporation, Penta Ocean Construction Co. Ltd and Wakachiku Construction Co. Ltd.
Despite these three companies being nominated, they failed to present their bids on time and the selection process got prolonged and more than four extensions were offered.
Finally RDA refused to extend the deadline and only Taisei Corporation submitted its bid and that too without a bid bond. However Taisei’s bid took the nation by shock due to a massive Rs.159 billion being the quoted price for the 32.5 km stretch.
There was severe criticism both locally and internationally about the said tender and questions were raised about the absence of the bid bond as well as the unrealistic price quote which was against all standard norms.
The Japanese Embassy and the Sri Lankan Prime Minister’s office then intervened and cancelled this tender.
This offered an opening to Fujita Corporation, a fully owned subsidiary of Daiwa House Group of Japan. Fujita is a US$ 32 Billion company and is considered to be the largest construction company of Japan and major international exposure with a US$ 720 million highway project in Iraq as well as a US$ 800 million Hong Kong Airport project which was recently concluded.
The introduction of Fujita resulted in them quoting a Rs. 147 billion for the contract offering a major saving for Sri Lanka.
Fujita’s bid is supported by their Indian office and many local construction companies.
Financial experts have pointed out that a massive financial loss to the country has been corrected at the right time by the timely action of the Japanese Embassy and the Ministry of Highways supported by the Prime Minister’s office. Local construction companies mentioned that this is a very good example of how Sri Lanka can gain and save huge amounts of money by introducing healthy competition into large scale procurement processes.
However, everyone is now closely watching the post tender developments including contract award since this is when irregularities take place due to the massive contract value in question.

The proposal to construct the much awaited Colombo’s International Financial Centre (IFC) will be presented to Parliament next week, Finance Minister Ravi Karunanayake said.
The Minister told Daily News Business that they will first open the centre in a 60,000 square meter rented building. “Subsequently this will be moved to the proposed Port City when it’s completed in two years.”
The Minister said Foreign Direct Investments were low and this was one reason that they introduced a series of concessions in the 2017 Budget to woo more investors. “We have also made the one stop shop concept more meaningful by reducing more red tape.”Commenting on the pressure on the rupee he said that this will recover very soon and will not be an issue.

Sri Lanka will soon be launching its own satellites and if all goes well, it may soon have a space agency of its own.The government has set up the Arthur C Clarke Institute of Modern Technologies under the Ministry of Science & Technology to develop space technology capabilities. The process to build a national space hub for receiving and redistributing earth observation data is in place. Collaboration with major regional space players like Japan, China and India is on. The objective is to observe Sri Lankan land surface, oceans and atmosphere using the reflectance methodology.
