Sri Lanka power regulator approves request to call proposal for 300 MW LNG plant

Nov 25, Colombo: Sri Lanka's power regulator, Public Utilities Commission of Sri Lanka recently approved the request to call proposal for the development of natural gas fired (duel fuel) 300 MW combined cycle power plant at Kerawalapitiya by the Ceylon Electricity Board (CEB).
The power plant will be developed on Build, Own, Operate, and Transfer (BOOT) basis, will be connected to Kerawalapitiya Grid Substation. The plant will be built on a 10 acre land in Kerawalapitiya.
The Commission also said that the CEB shall not bear the risks related to the fuel supply, required minimum fuel stock levels shall be specified in the draft power purchase agreement and plant shall be required to supply reactive power as and when required by the transmission licensee.

Only military offices at Akuregoda complex
The Cabinet Committee on Economic Matters (CCEM) has decided not to house offices of any other Government department in the Akuregoda defence complex now nearing completion.
The Committee is chaired by Prime Minister Ranil Wickremesinghe.
The CCEM has requested Megapolis and Western Development Minister Patali Champika Ranawaka to obtain approval of the President and conduct a survey of all military installations that are housed in different buildings.
The idea is to ensure all such buildings are moved to the Akuregoda complex and utilise the vacant offices for other Government purposes.

ADB lends US $ 250mn for Sri Lanka’s capital market development

The Sri Lankan government has entered into a loan agreement with the Asian Development Bank (ADB) to obtain a loan of US $ 250 million from the Ordinary Capital Resources Fund of ADB to implement the Capital Market Development Programme (CMDP) in Sri Lanka.
The main objective of the CMDP is to ensure that the capital market in Sri Lanka is more effective in mobilizing resources for the economy’s financing requirements to better promote growth and development.
Under the CMDP, it is desired to develop an efficient, stable and transparent capital market, which is a highly proficient conduit for resource mobilization with a strong legal and regulatory framework.
Increasing the capacity and size of the capital market through enhanced market facilitation, demand measures and supply measures are also identified as objectives of the CMDP.
The proposed loan of US $ 250 million will be disbursed in two tranches of approximately US $ 125 million each based on the accomplishment of the policy actions relevant for each of the tranches. The Finance Ministry will be the executing agency of the programme, whereas the Central Bank (CB) of Sri Lanka, Securities and Exchange Commission (SEC), Insurance Board of Sri Lanka (IBSL) and Sri Lanka Accounting and Auditing Standards Monitoring Board (SLAASMB) will be the implementing agencies.
In this connection, Finance Ministry Secretary Dr. R.H.S. Samarathunga on behalf of the Government of Sri Lanka and ADB Sri Lanka Resident Mission Country Director Sri Widowati on behalf of ADB signed the loan agreement on November 24 at the Finance Ministry.

The government intends to sign the agreement with China on the proposed Special Economic Zone (SEZ) in Hambantota before the year-end, Development Strategies and International Trade Minister Malik Samarawickrama said. The Chinese SEZ would be implemented in three stages, he told the Daily News adding that the government would employ 400,000 directly or indirectly in its initial stages.
The government hopes to initiate 2,400 projects within the Chinese SEZ, the minister said, emphasising that the zone, although managed by Sri Lanka and China, would not be restricted to Chinese investors but open to other investors as well.
Earlier this year, China expressed interest in acquiring 15,000 acres for a SEZ they hoped would create one million jobs. The request elicited a positive response from the Sri Lankan government, which recently unveiled ambitious plans for a comprehensive development programme in the South.
Last week, the government revealed a public-private partnership (PPP) with China Merchant group - a USD 1 billion debt-for-equity swap that would ease some of the burdens on the debt-strapped government.
Foreign Affairs Deputy Minister Harsha de Silva said the first phase of the proposed PPP with China Merchant would begin in January 2017, and will utilise an initial area of 15 square km around the currently unused port.
China has also informed the government of its willingness to invest in an LNG Power plant, a refinery, a cement factory and dockyard, at a total investment of approximately USD 8 billion in Hambantota, the deputy minister said.

ECONOMYNEXT - Sri Lanka and Singapore's Surbana will set up a joint venture city planning firm that will offer its services to the country and the region, head of the island's investment promotion office, Upul Jayasuirya said.
The firm will come with a development plan for the water front area around Colombo's Beira Lake.
"The lake will be purified and dredged and the water front will be available for development," Jayasuriya told the Asia Hotel & Tourism Investment Conference in Colombo.
The joint venture firm will hire Sri Lankans, and help transfer know-how and skills.
The firm will also offer its services to the region, leveraging the Surbana brand, Jayasuriya said.
The firm was an initiated by Prime Minister Ranil Wickremesinghe he said.

The two proposals, one to grant a monthly allowance of Rs.100,000 to all MPs and another to increase the daily allowance for parliamentary attendance to Rs.2,500, have been reportedly approved by the Cabinet today. Currently, the MPs are paid Rs.500 as the attendance allowance. The proposal for the increase was initiated by Prime Minister Ranil Wickremesinghe.
